Trados 2017 starter edition question on return packages

Hello all,

I was looking at the differences between different versions of Trados and decided that at the moment in my financial situation, I am looking to get the starter Trados subscription but have confused myself while looking at all the different features of different versions.

Is the starter edition able to:

1) Open WSXZ files from my client.
2) Create return packages?
