Use of the term 'action' as a verb
Source text (from a patent application on interactive TV systems):
For handling payments to *action user responses* the Transaction Management System is linked to a banking system. The Transaction Management System may send signals to other functions of the system such as a third party fulfiment centre so as to *action user responses*, for example to fulfil purchases or issue prizes.
I'm rather puzzled as to meaning of 'action' in this context. In the first instance where the term is used, I get the impression that 'action' is being used in the same way as the Dutch term 'actie' in kortingsactie, reclame-actie, for example. As far as I know that would be rather unusual, to say the least.
In the second instance I almost get the impression that 'action' is being used as a verb ("to action something or other"), which I would find rather strange.
Unlike many patent applications, this document as a whole is fairly well written, so I'm not directly inclined to put this down to typo's or just another one of those weird linguistic constructions used by patent attorneys who are not really familiar with English. Any help would be greatly appreciated!

Voor het afhandelen van betalingen ter voltooiing van reacties van gebruikers (oftewel het uitvoeren van bestellingen?) is het transactie managementsysteem gekoppeld aan een banksysteem.

Comment: "In deze context en gegeven het feit dat het om een octrooitekst gaat (d.w.z. zo 'strak' mogelijk vertalen) denk ik dat deze term hier het beste past. De suggesties van Ron en Albert lijken mij hier echter ook goede alternatieven, hoewel ik 'nakomen' in de context van een octrooi net iets te vrij vind vanwege de associatie met 'verplichting'. Ik zal alle suggesties -- net als bij de vorige vraag -- in ieder geval in de glossary. Zelf schoot me ook nog te term 'honoreren' te binnen. Iedereen hartelijk dank voor het meedenken!"

Volgens mij is je tweede interpretatie (en de opmerking van Harmen) in beide situaties correct: to action is hier een werkwoord, in actie komen naar aanleiding van, afhandelen van, reageren op ...:

..., zoals bijvoorbeeld een extern afhandelingscentrum, ter afhandeling van "u.r.", bijvoorbeeld ...
