I think in your text, assignee is מיופה/בא כוח and designee is one who has been appointed.

The business dictionaries I have use designated to describe assigned and assigned to describe designated.

In fact, designated is as Gad said, one who is intended - מיועד for something, but not quite holding the position. I understand this doesn't fit your context.
