I know this term has come up, but I don't believe the solutions offered fit my context.

Veuillez clarifier les points suivants concernant l’analyse de la valeur actuelle nette (VAN) pour l’aéroport de XXX préparée par le BiPE:
Les « charges de personnel (hors *régalien*) » sont estimées à XX% des « charges de personnel TOTAL ».

This is for an airport.

You certainly haven't made a fool of yourself! Asking is never ever foolish but when one doesn't reveal what one's own results have shown and what the doubts or hesitations are, it looks like no effort has been made before posting. Such info is often helpful to those who want to help with the question. It used to be required info but has been relegated from a 'rule' to a 'guideline'.

@writeaway As I said, I know this term has come up – I searched Proz and elsewhere, but I felt unsure about the term and thought it worth asking again. Thanks @Charles for confirming that I've understood it correctly. I would rather make a fool of myself on Proz than send my client a translation of which I am not entirely sure. I very rarely post questions on Proz, only when I have exhausted all other options. Thanks to everyone who has contributed and commented.

tâches régaliennes Since I now also have "tâches régaliennes", I am starting to think that this refers to governmental duties at the airport - so such staff would be customs staff, security police etc, I guess? Then "hors régalien" could mean not to count the expense for staff performing governmental tasks?

I think you're right, except that I would say that in principle it's the state rather than the government.

Obviously it can mean royal or kingly, and by extension "sovereign" has been suggested in previous questions, but there are one or two that point us in the right direction, I think:

And here "Assurer une mission régalienne de l'état" is translated as "To carry out an official mission for the French state" or "to carry out an official state mission"

Well, Larousse's 2nd definition is helpful here:

In relation to airports you can talk about state/non-state investment, loans or expenses, and I think you can also refer to state personnel/staff costs with this meaning.
