This text is from the Mexican fishing law. The sentence before seems very relevant as it delivers the necessary context and tells us who "éstos" are:<br><br>"El capitán o patrón de embarcaciones pesqueras con que se hubiesen cometido las infracciones contenidas en el artículo 132 de la presente Ley, sufrirá la pena accesoria de cancelación de su matrícula o título otorgado para realizar la actividad pesquera. "Despachos via la pesca" are fishing permits I think. But making sense of the rest isn't easy. "Commercial vessels fishing in the west-coast territorial waters of Mexico do so ... These include fishing permits (despachos via la pesca) , boat registrations .."

What does "despachos via la pesca" mean? And what does it say before and after this? Tripulación is crew, but I don't understand what "estos" refers to.
