...suena bastante natural en castellano, y transmite la idea de que el desafío (o problema) está ahí, 'transitando' (o radicado) desde hace años---ejemplo de personificación, así como un efecto estilístico, digno de reproducirse en nuestra traducción.

And I would prefer "reside in" to "stem from", because the former conveys the idea of the use of these "combustibles" being the use the core of the problem, but the latter would soften this to the category of a side effect...(many things either good or bad can stem from anything), therefore weaker, I think.

I agree with Marcelo's posting and would prefer "radican" to any other of the options provided, and which I tend to think was the word the writer or speaker had intended to use instead of "transitan", which unless there is a Spanish sense in this I haven't learnt yet -maybe native Spanish translators from Spain could confirm- would try to sound literary but doesn't make proper sense, as the idea of "transitar" is that of following some kind of path, track, and that does not seem to be the case as the fact of the use of these "combustibles fósiles" is the problem and not a track through which the problem runs... Another intention the writer might have had is misleading, pretending to separate the use of these substances from the path they "transitan", as if they could be separated into two entities...
