En primer lugar permítanme agradecer la invitación que me hicieran para compartir con ustedes en esta Universidad de Middlebury un poco del camino recorrido por las mujeres quisqueyanas en la construcción de su participación política y en el combate de la violencia contra la Mujer. Nunca como hoy el debate sobre estos temas ha tenido mayor relevancia.
Las taínas, para no parirle hijos a los conquistadores españoles, se suicidaban en grupos, en la primera manifestación de participación política de sus mujeres que conoce la historia de la isla que mi país, la República Dominicana, comparte con Haití. Nadie, ningún historiador, lo recoge como tal en un ejemplo más de lo que Luis Vitale llamó, refiriéndose a las mujeres, como “la mitad invisible de la historia”.
Desde entonces hasta hoy, es claro que las transformaciones que ha vivido nuestro país no han sido sólo fruto de las acciones de sus hombres, pero la mayoría de las grandes protagonistas que con ellos participaron son mujeres casi sin rostro, de fisonomía desdibujada por el tiempo, virtualmente sepultadas en la historia. Una de nuestras tareas pendientes sigue siendo rescatar y hacer visible el protagonismo social y político de esas mujeres, sacar del olvido sus logros, sus tragedias, sus aportes y sobre todo resaltar el ejemplo que nos sirve de guía e inspiración para continuar sus pasos.
La violencia contra la mujer ha cambiado significativamente la agenda pública.
Durante mucho tiempo la agenda pública de las mujeres dominicanas se definía en torno a la participación política, entendida ésta como espacio de construcción de procesos democráticos, sea desde los partidos, los parlamentos, municipios y del Poder Ejecutivo. Esta visión, igual que en muchos países, llevó a iniciativas de ley de cupos o ley de cuotas para las mujeres en las diferentes instancias de participación política nacional y a acciones positivas que permitieran garantizar un lugar de importancia en las listas electorales de nuestros partidos políticos.
En los espacios de la democracia, y en los países que encaminan procesos de transición democrática, la participación constituye un eje central de la dinámica política. Esto nos remite a la dificultad para la participación efectiva de las mujeres.
La necesidad de incorporar la “igualdad de oportunidades de la mujer en la política” llevó también a priorizar otros nuevos temas como el empoderamiento de las mujeres y la necesidad de un mayor liderazgo en las tomas de decisiones. Legisladoras y dirigentes partidistas exigen hoy mayores espacios de poder para las mujeres, con miras a construir una sociedad más justa y una democracia más plena.
Lamentablemente, el déficit de representación en nuestro país se manifiesta no sólo en los puestos de elección popular sino también, y principalmente, en las plataformas de los partidos políticos y de las políticas públicas; pues la igualdad política sin mecanismos formales de representación y sin que las mujeres hagamos alianzas para transformar un sistema social dominado por valores masculinos, no es alcanzable.
Sin embargo, a pesar de los logros, el incremento de la violencia de género e intra familiar ha sido de tal magnitud que ha pasado a ocupar las páginas centrales de las agendas públicas de las instituciones gubernamentales, los congresos y en algunos casos, los partidos políticos en tanto demanda tomar decisiones y acciones más enérgicas. La situación no es privativa de la Republica Dominicana, ni de nuestro hemisferio y ha dejado de ser, hace ya mucho tiempo, un tema privado. No puede ser privado cuando de acuerdo con estadísticas de la Procuraduría Nacional y de la Prensa, en República Dominicana tan sólo en los últimos seis años cerca de 911 mujeres de diferentes edades perdieron la vida en femenicidios cometidos -¡en nombre del amor!- por esposos, novios y concubinos. Y en lo que va del año casi 8,000 mujeres han reportado casos de violencia intrafamiliar (recordemos que se trata de un país que tiene menos de 10 millones de habitantes).
Asimismo, datos de la Policía Nacional comprueban que la violencia intra familiar afecta a seis de cada diez hogares dominicanos. Según esta misma fuente, una mujer es violada cada 5 horas y media y al menos un 40% de los niños y niñas dominicanas han sufrido algún tipo de abuso físico, psicológico, sexual o múltiple en el contexto del hogar. Considerando el sub-registro de casos que existe en una gran mayoría de las instituciones públicas de la República Dominicana, las cifras son necesariamente superiores.
En el ámbito legislativo nacional la creación de la Ley 24-97 que sanciona la violencia contra la mujer y la violencia doméstica o intra familiar constituyó un paso de gran alcance en tanto es de carácter penal, contempla algunas medidas en órdenes de protección a las mujeres abusadas, tiene un mayor contenido coercitivo e integra medidas para la modificación de la conducta agresiva. (Ojo con el Nuevo Código Penal y su amenazas!)
Se trata de un objetivo primario para la sociedad dominicana y más específicamente para las legisladoras dominicanas que el Congreso de la República, asuma el fin de la violencia de género. Múltiples iniciativas, se desarrollan al respecto, desde proyectos de leyes y resoluciones dirigidas a implementar campañas contra la no violencia, la creación de mecanismos que permitan un apoyo al cumplimento de la Ley 24-97 y de los compromisos contraídos en el marco de la Convención de Belem do Pará, hasta pedir un compromiso aún mayor de toda la sociedad en favor de la prevención; una tarea imprescindible en la que deben involucrarse todas las instituciones públicas y privadas (desde escuelas hasta medios de comunicación), con el fin de erradicar cualquier actitud, mensaje o práctica que ofrezca una justificación a la violencia de género.
Un poco de historia
Pero las organizadoras de este evento me han pedido que haga un poco de historia sobre las hermanas Mirabal cuyo ejemplo congrega a las mujeres del mundo en la lucha por erradicar la violencia de género cada 25 de noviembre, fecha en que fueron asesinadas.
Minerva, Patria y Maria Teresa, hijas de una familia campesina acomodada de la región Central del país - el Cibao - son figuras emblemáticas de la lucha de la mujer dominicana por la conquista de sus derechos a la participación política y a la construcción de la democracia. Pagaron con sus vidas trillar el camino de las mujeres y hombres dominicanos que hoy vivimos en un régimen político democrático.
Nacidas entre las décadas de 1930 y 1940, tuvieron una niñez y una adolescencia felices, rodeadas de bienestar material y del amor de su madre y de su padre. En una época cuando no era común, y en un lugar donde tampoco era común, ellas realizaron estudios primarios y secundarios y dos de ellas, Minerva y Maria Teresa, lograron vencer la oposición paterna y también realizaron estudios universitarios.
Desde muy joven Minerva, mi madre, la tercera de las cuatro hermanas, se destaca por su gran sensibilidad social y artística y su capacidad de liderazgo, que la conducen muy tempranamente a un despertar político y a consolidar lazos de amistad con otros jóvenes opositores al régimen, en el opresivo ambiente de la larga dictadura trujillista, de 31 años, probablemente, la más sangrienta que haya padecido nuestra región.
Ha adquirido ribetes de leyenda el episodio ocurrido en Julio de 1949 cuando asiste a una fiesta como acompañante de su padre y Trujillo se fija en ella por primera vez, atraído por su prestancia y belleza. Menos de tres meses después, en Octubre, la familia es invitada a otra fiesta en honor a Trujillo y, de manera explícita, se le solicita a su padre que traiga a su hija Minerva. Allí Trujillo quiere seducirla, a lo que ella se niega poniendo de manifiesto una confrontación política que no desea ocultar – mediante la defensa de un opositor - y que la conducirá a cárceles, torturas, prisiones domiciliares y finalmente a la muerte junto a sus hermanas Patria y María Teresa.
Ella fue quien propuso a un grupo de amigos y familiares la articulación de un grupo político militar nacional para enfrentar al régimen. El objetivo: derrocar la dictadura e instaurar un gobierno democrático.
Participó, junto con otra mujer (Dulce Maria Tejada Gómez) y 12 hombres, en la reunión constitutiva del Movimiento Político 14 de Junio. Si bien no es electa para la directiva, su propuesta de sustentar ideológicamente a la organización en el Manifiesto del Movimiento de Liberación Nacional, enarbolado por una frustrada invasión en Junio de 1959, es asumida por el grupo. Testimonios orales hablan del gran desarrollo político e intelectual de Minerva, así como de su capacidad organizativa mostrada en las reuniones y en la articulación del grupo.
Rápidamente, el régimen descubre la existencia de esta organización y de nuevo Minerva, junto con su hermana Maria Teresa, quien también formaba parte del Movimiento Político 14 de Junio, es encarcelada. Ahora bien, no son ellas las únicas encarceladas. También fueron confinados a las tenebrosas cárceles del tirano, los maridos de las tres hermanas y uno de los hijos de Patria, así como varios miles de hombres y mujeres que formaban parte de este movimiento nacional de oposición, diseminado por las más importantes provincias del país. Muchos cayeron asesinados, algunos después de horribles torturas.
Las presiones de la comunidad internacional y en el país de parte de la Iglesia Católica (que hasta ese momento habían sido pilares de apoyo a la dictadura) hace que excarcelen a muchos de los presos políticos. La historia da cuenta de la ira que provocaban en el tirano los informes de que Minerva, en las dos ocasiones en que fue puesta en libertad se dedicaba de inmediato a reestructurar el movimiento opositor. “Los únicos problemas de mi gobierno –llegó a decir públicamente- son la iglesia y Minerva Mirabal.” La decisión de asesinarlas ya estaba tomada.
Seis meses después de que las Mirabal fueran asesinadas a palos, y en gran medida motivados por el horror de ese crimen sin precedentes, el 30 de Mayo de 1961, un grupo de dominicanos lleva a cabo con determinación el ajusticiamiento de Trujillo y se inicia entonces el proceso de construcción de la democracia dominicana.
Algunas reflexiones
A menudo me he preguntado, por qué en la década de los años 40 y 50, Minerva y sus hermanas desarrollan liderazgos sociales y políticos, en el contexto de una sociedad tradicional, donde el imaginario colectivo confinaba a las mujeres en roles de la esfera doméstica.
Quizás la respuesta está en el hecho de provenir de una familia conformada mayoritariamente por mujeres, lo que permitió que ellas pudieran asumir esos roles no convencionales para la época.
Luego de años de intentos fallidos Minerva logró vencer el temor y la oposición familiar y se fue a estudiar a la universidad en 1952 donde, conmigo ya nacida y embazarada de mi hermano, se gradúa de Dra. en Derecho (Summa Cum Laude) pero, asediada por el régimen, nunca se le permitió ejercer su profesión. En la Universidad cultivó nuevas e importantes relaciones con miembros destacados de la oposición trujillista, y seguía los avances de las luchas libertarias de la región a través de la radio internacional que escuchaban de manera clandestina.
Mujer de gran vitalidad, además de todos estos liderazgos y de su cultivo intelectual y político sistemático, se dedicaba a otras aficciones relacionadas con el arte y la artesanía. Pintaba, esculpía, escribía versos, declamaba, era una lectora voraz. Bordaba, cosía, cultivaba la jardinería.
Esta mujer de gran entereza y madurez política, jugó un rol importante como ideóloga y creadora del Movimiento Político 14 de Junio en 1959 junto a un grupo de hombres y de otra mujer. Sin embargo, le tocó a mi padre, otro gran héroe de la democracia dominicana, ser el presidente de este movimiento. Algunos testimonios dicen que era ella la persona de mayor liderazgo, firmeza, capacidad organizativa y claridad política para dirigir al grupo, pero en esa época era inconcebible y, tal vez aún lo es ahora, que una agrupación política formada mayoritariamente por hombres fuera dirigida por una mujer.
Creo que aún las mujeres dominicanas tenemos una deuda con Minerva Mirabal: investigar y rescatar del olvido su importante liderazgo en tanto precursora de la construcción de una nueva etapa política en la República Dominicana, orientada a construir nuestra democracia.
Su papel de líder en el combate a la dictadura trujillista, es reconocido precisamente por uno de sus más encarnizados enemigos y probablemente el urdidor directo del asesinato de Minerva y sus hermanas. Jhonny Abbes García, Director del temible Servicio de Inteligencia Militar, quien se refiere a Minerva en sus memorias “Trujillo y yo”, de la siguiente manera. Cito:
“Minerva Mirabal era la que había llevado la semilla de la sedición a su familia y probablemente había contagiado a su esposo, el Dr. Manuel Tavárez Justo ...enferma de izquierdismo radical, el cual andando el tiempo la condujo a la muerte y llevó la tragedia a su familia”.
Minerva, María Teresa, Patria, las hermanas Mirabal se han convertido en mujeres emblemas del mundo, desde que el movimiento feminista de América Latina iniciara en 1981 y luego una resolución de las Naciones Unidas en 1999 declaró el 25 de noviembre como el Día Mundial por la Eliminación de la Violencia contra la Mujer en honor a esas tres heroínas dominicanas.
Para concluir, unas ultimas palabras sobre la larga lucha de las mujeres dominicanas, me parecen necesarias. Muchos años nos ha costado llegar donde hemos llegado. Las organizaciones de mujeres han jugado un rol de primera importancia para lograr colocar los temas de género en la agenda pública de nuestro país.
El proceso de denuncias, movilizaciones, propuestas de leyes y cabildeo para su aprobación ha sido largo, pero sobre todo, y lo quiero destacar especialmente, ha sido el fruto de nuestra capacidad de buscar consensos, de elaborar estrategias y establecer prioridades y calendarios, de ponernos de acuerdo por encima de las banderías partidarias o de los temas conflictivos y lograr el acceso, peldaño a peldaño, muchas veces teniendo que retroceder, de más mujeres a los espacios desde donde se toman las decisiones que cambien la política.
Todavía nos falta mucho por hacer, pero también es mucho lo que hemos logrado. En este camino Minerva, Patria y Maria Teresa nos han acompañado y legitimado nuestras luchas. Y en el marco de este encuentro, junto con ustedes amigas y amigos, queremos una vez más elevar nuestra voz y decir que Minerva vive, que las Hermanas Mirabal viven, ya no sólo en República Dominicana, sino aquí, entre ustedes, ahora y cada vez que su ejemplo deja de ser invisible y sirve para repudiar la violencia que nuestras sociedades han ejercido en contra de las mujeres y nos guía en el largo camino para construir una cultura de paz en nuestros países latinoamericanos y en el mundo.
Y en ocasiones como ésta que nos convoca hoy, me consuela pensar que no se equivocó mi madre cuando ante las advertencias que se le hacían sobre lo peligroso que era enfrentarse a Rafael Leonidas Trujillo, Minerva contestaba siempre con la misma frase:
“....Si me matan, yo sacaré mis brazos de la tumba y seré mas fuerte.”

Firstly, let me express thanks for this opportunity to come to Middlebury College and share with you some of the road that has been covered by Dominican women in building their political participation and in combating violence against women. Never has the discussion of these issues been more relevant than it is today.
Indigenous Taina women would commit group suicide in order to avoid bearing children for the Spanish conquistadores, the first expression of political participation known to the history of the island which my country, the Dominican Republic, shares with Haiti. No one, no historian, takes note of it as such –one more example of what Luis Vitale, referring to women, described as “the invisible half of history.”
From that time down to the present, it is clear that the changes our country has gone through have not been a product of the actions of men alone, but most of the leading female figures who acted alongside them are nearly faceless women, their visage erased by time, virtually buried by history. One of the tasks that remains before us is that of rescuing and making visible the social and political initiative shown by those women, saving from oblivion their achievements, tragedies, contributions and, above all, highlighting their example, to guide and inspire us as we continue in their footsteps.
Violence against women has significantly changed the public agenda.
For a long time, the public agenda of Dominican women revolved around political participation understood as a space for the building of democratic processes, through parties, parliaments, town halls and the Executive. That perspective, as in many other countries, led to advancing laws to grant women a share or quota in the various fora of national politics, and to positive initiatives ensuring a prominent position on the electoral lists of our political parties.
Where democracy prevails, and in countries that are embarking upon a process of transition to democracy, participation is a central focus of the political dynamic. This brings us to the difficulty that women face in achieving effective participation.
The need to bring about “equal opportunity for women in political life” also brought other themes to the foreground, such as empowerment of women and the need for greater leadership in decision-making. Today, women legislators and party leaders are demanding more power for women, with a view to building a more just society and a more complete democracy.
Unfortunately, the representation gap in our country can be seen not only in popularly elected positions but also, and chiefly, in the platforms of political parties and of public policies --for political equality remains out of reach without formal machinery for representation and without women forging alliances to change a social system dominated by male values.
However, despite the achievements, the growth of gender violence and intra-family violence has taken on such proportions that it has come into the foreground in the public agenda of government institutions, congresses and, in some cases, political parties, taking the form of a demand for more resolute decisions and actions. That situation is not peculiar to the Dominican Republic or to our hemisphere, and it has long since ceased to be a private matter. Nor could it be private when figures from the office of the National Prosecutor and from the press show that in the Dominican Republic during the last six years nearly 911 women of various ages have lost their lives in “femicides” committed –in the name of love!—by husbands, fiancés and live-in boyfriends. And so far this year nearly 8,000 women have reported cases of intra-family violence (bear in mind that we are talking about a country with a population of under 10 million).
Similarly, figures from the National Police show that intra-family violence affects six out of every ten Dominican homes. According to the same source, a woman is raped every five and a half hours and at least 40% of Dominican boys and girls have suffered some form of physical, psychological, sexual or multiple abuse in the home context. Given the under-reporting of cases that prevails in the large majority of public institutions in the Dominican Republic, the numbers are necessarily higher.
In the national legislative arena the passage of Law 24-97, which penalizes violence against women and domestic or intra-family violence, constituted a far-reaching step, given that this is a penal law, contemplates some measures of orders of protection for abused women, is more enforceable in its content, and includes measures aimed at changing aggressive behavior. (Look out for the New Penal Code and its threats!)
A cardinal goal for Dominican society, and, more specifically for women legislators in the Dominican Congress, is to tackle putting an end to gender violence. Many initiatives are being pursued along these lines, from draft laws and resolutions aimed at implementing campaigns against violence to the creation of mechanisms supporting compliance with Law 24-97 and the undertakings assumed in the Convention of Belem do Pará, to fostering an even stronger commitment to prevention in society as a whole. This is an indispensable task, calling for involvement by all public and private institutions (from schools to the media) with a view to eradicating any attitude, message or practice which offers a justification for gender violence.
A Little history
But the organizers of this event have asked me to touch on the history of the Mirabal sisters, whose example rallies the women of the world to the struggle to eradicate gender violence every November 25th, the date on which they were murdered.
Minerva, Patria and Maria Teresa, the daughters of a prosperous peasant family of Cibao, the central region of my country, are emblematic figures in the struggle of Dominican women to achieve their rights to political participation and the construction of democracy. They paid with their lives to pave the way for us Dominican women and men living in a democratic regime today.
Born between the 1930s and 1940s, they had a happy childhood and adolescence, surrounded by material wellbeing and the love of their mother and father. At a time when it was unusual, and in a place where it was unusual, they had a primary and secondary education and two of them –Minerva and Maria Teresa—managed to overcome parental resistance and went on to university studies.
From a very early age, Minerva, my mother, the third of the four sisters, distinguished herself by her great social and artistic sensibility and leadership qualities, which very soon led her to a political awareness and to forging bonds of friendship with other young people opposed to the regime, in the oppressive environment of the long Trujillo dictatorship of 31 years, probably the bloodiest our region has endured.
An incident which has become something of a legend occurred in July of 1949 when she attended a party with her father and Trujillo noticed her for the first time, attracted by her presence and her beauty. Less than three months later, in October, the family was invited to another party in honor of Trujillo and her father was expressly asked to bring Minerva. There, Trujillo tried to seduce her, which she resisted, openly taking a political stand –by coming to the defense of an opposition figure—which would lead her to jails, tortures, house arrest and ultimately to her death together with her sisters Patria and Maria Teresa.
It was she who proposed to a group of friends and relatives to form a national political-military group to confront the regime. The goal: to overthrow the dictatorship and introduce a democratic government.
With another woman (Dulce Maria Tejada Gómez) and 12 men, she took part in the founding meeting of the 14th of June Political Movement. Although she was not elected to the leadership, her proposal to give ideological support to the organization in the Manifesto of the Movement of National Liberation, spearheaded by a failed invasion in June 1959, was taken on by the group. Oral accounts speak of the great political and intellectual maturity of Minerva, as well as the organizational ability she showed at meetings and in the formation of the group.
The regime soon learned of the existence of this organization and Minerva, together with her sister Maria Teresa, who was also a member of the 14th of June Political Movement, was jailed once again. But they were not the only ones jailed. Also confined to the tyrant’s dungeons were the husbands of the three sisters and one of Patria’s sons, as well as thousands of men and women who were part of this national opposition movement that had spread through the country’s major provinces. Many were murdered, some after horrible tortures.
Pressures from the international community and domestically from the Catholic Church (which until then had been cornerstones of the dictatorship) led to the release of many political prisoners. History tells of the tyrant’s wrath upon hearing reports that Minerva, on the two occasions when she was released, immediately turned to reorganizing the opposition movement. “The only problems my government has,” he went so far as to say publicly, “are the Church and Minerva Mirabal.” Their fate was already sealed.
Six months after the Mirabal sisters were beaten to death, and to a great extent motivated by the horror of that unprecedented crime, on May 30th, 1961 a group of Dominicans resolutely put Trujillo to death and the process of building Domiican democracy then began.
Some thoughts
I am often asked why, in the 1940s and 1950s, Minerva and her sisters took on roles of social and political leadership in the midst of a traditional society where the collective imagination envisaged women as confined to domestic roles.
Perhaps the answer lies in the fact that they came from a family comprised mainly of women, which made it possible for them to assume those roles that were unconventional for the time.
After years of failed attempts, Minerva managed to overcome fear and family resistance and went to study at the university in 1952, with me already born and my brother on the way. She earned a Doctor of Laws degree (Summa cum Laude) but, besieged by the regime, was never permitted to practice her profession. At the University she forged new and important relationships with leading members of the anti-Trujillo opposition, and followed the progress of struggles for liberation in the region by international radio, which she and her sisters would listen to in secret.
A woman of great vitality, in addition to all of these leadership activities and to cultivating her mind and political skills, she would sculpt, write poetry, recite, and was a voracious reader. She was also fond of sewing, embroidery, and gardening.
This woman of great integrity and political maturity played an important role in shaping the 14th of June Political Movement and its ideology in 1959, together with a group of men and another woman. However, it fell to my father, another great hero of Dominican democracy, to be the president of that movement. Some accounts say that she was the person who showed the most leadership, firmness, organizational ability and political acumen to guide the group, but at that time, and perhaps today, it was inconceivable for a political movement made up mostly of men to be led by a woman.
I think that even today we Dominican woman owe a debt to Minerva Mirabal: to research and rescue from oblivion her important leadership as a forerunner in the building of a new political era for the Dominican Republic, directed towards the building of our democracy.
Her leading role in the fight against the Trujillo dictatorship is acknowledged by one of her most rabid enemies and probably the man who directly plotted the murder of Minerva and her sisters: Johnny Abbes García, Director of the dreaded Military Intelligence Service, who refers to Minerva in his memoirs Trujillo and I as follows. I quote:
“It was Minerva Mirabal who had sown the seeds of sedition in her family and had probably infected her husband, Dr. Manuel Tavárez Justo ... sick with left-wing radicalism, which over time brought death to her and tragedy upon her family.”
Minerva, Maria Teresa, Patria, the Mirabal sisters, have become symbols for the world, since the feminist movement in Latin America began in 1981 and then a United Nations resolution in 1999 declared November 25th the International Day for the Elimination of Violence Against Women in honor of these three Dominican heroines.
In conclusion, a few final words are called for about the long struggle of Dominican women. It has taken us many years to get to the point we have reached today. Women’s organizations have played a primary role in putting gender issues on our country’s public agenda.
The process of challenges, mobilizations, legislative proposals and lobbying for their adoption has been long but, above all, I want especially to emphasize that it has been the fruit of our ability to seek consensus, to develop strategies and set priorities and timetables, to agree with each other over and above partisan factions or controversies and, step by step, often having to take a step back, to gain access for more women to the spaces where the decisions that change political life are taken.
Much remains to be done but we have also achieved a great deal. Along that journey, Minerva, Patria and Maria Teresa have been with us, giving legitimacy to our fight. And here in this setting, together with you, our friends, we wish once again to raise our voice and say that Minerva lives, that the Mirabal sisters live, no longer just in the Dominican Republic but here among you, today and every time their example ceases to be invisible and serves to repudiate the violence that our societies have visited upon women, guiding us along the path towards building a culture of peace in our countries of Latin America and the world.
And at occasions like this one which brings us together today, it is a consolation to me to think that my mother Minerva was not wrong when she would hear warnings about how dangerous it was to stand up to Rafael Leonidas Trujillo and would always reply with these same words:
“...If they kill me, I shall reach my arms out of the grave and I shall be stronger.”
