Le secteur de la viande est l’un des secteurs les plus importants de l’agriculture de l’Union européenne (UE). Les quatre principaux types de viande — la viande bovine, la viande porcine, la viande de volaille et la viande ovine/caprine — représentent un quart de la valeur totale de la production agricole (1). La moitié des exploitations agricoles de l’UE élèvent du bétail; 90 % des agriculteurs qui s’occupent de ruminants (bovins, ovins et caprins) sont spécialisés dans la production de bétail. La viande est une source majeure de protéines et constitue une partie importante du régime alimentaire européen. Les politiques communautaires dans le domaine de la viande sont conçues pour encourager la production de viandes sûres, nutritives et abordables. Les changements récemment apportés à la politique agricole commune (PAC) soulignent ces objectifs. Les nouvelles politiques cherchent de plus en plus à répondre aux besoins des consommateurs et des producteurs de bétail ainsi qu’à respecter l’environnement de façon équilibrée.
1. La viande — Le produit
Première source de protéines
La viande est depuis longtemps une composante importante du régime alimentaire européen, source de protéines de grande qualité bien adaptée aux besoins des consommateurs européens. Par sa teneur en graisses, elle apporte également de l’énergie. D’autres constituants de la viande tels que les vitamines A et B, le fer, le phosphore et le zinc contribuent aussi à la santé. Les «viandes rouges» (boeuf/veau et mouton/chèvre) et les «viandes blanches» (porc et volaille) ont des propriétés bénéfiques diversifiées et offrent un choix de saveurs et de textures. De plus, la viande étant un produit qui se prête à de nombreux types de plats, elle est devenue un élément essentiel de la cuisine et de la culture européennes.
Un vaste choix pour le consommateur
En raison de la diversité des espèces, des traditions de la production de bétail et des terroirs,
l’UE présente une grande variété de types de bétail et de produits à base de viande qui en sont dérivés. Ainsi, non contente de contribuer à la satisfaction des besoins alimentaires de base de la population, les producteurs de bétail et de viande ont développé de nombreux produits de renom, depuis l’Aberdeen Angus jusqu’au Cordero Manchego en passant par le Prosciutto di Parma et la Volaille de Bresse, pour ne citer que quelques exemples de produits qui agrémentent les plats de saveurs particulières et locales. Les viandes et les produits à base de viande sont les principaux bénéficiaires des programmes de labels de qualité de l’UE, et de gros efforts ont été consentis pour améliorer la qualité des produits ainsi que leur étiquetage et leur commercialisation.
2. Production, consommation et commerce
Le secteur de la viande dans l’Union (les quinze États membres d’avant l’élargissement de 2004)
Ce secteur est composé des agriculteurs, des coopératives d’agriculteurs, des abattoirs et des entreprises qui interviennent dans divers aspects de la distribution et de la commercialisation de la viande. Il existe de nombreux types d’exploitations et d’agriculteurs spécialisés dans le bétail. Cette diversité implique une répartition de l’élevage de bétail à travers toute l’UE allant de pair avec la spécialisation de certaines régions dans un ou plusieurs types de production de viande. Par exemple, l’Irlande produit presque 7 % du boeuf de l’UE (2), ce qui représente plus de 25 % de la production agricole brute de ce pays (3). Les élevages porcins sont concentrés dans certaines régions de Belgique, de France, d’Allemagne, des Pays-Bas et d’Espagne, tandis que la majeure partie (54 %) des élevages ovins se situent en Espagne et au Royaume-Uni (4). Dans d’autres parties de l’Europe, comme la Finlande, la Suède et les terres montagneuses de l’Autriche et de l’Italie, l’élevage de bétail constitue une activité économique essentielle et pratiquement irremplaçable.
De même, les méthodes de commercialisation varient fortement entre les pays de l’UE. Dans certains cas, la tradition consiste à vendre le bétail sur des marchés d’animaux sur pied et, dans d’autres, la vente s’effectue surtout directement aux abattoirs. Les animaux sont souvent déplacés plusieurs fois dans leur vie, car des éleveurs les revendent à d’autres agriculteurs qui achèvent de préparer les animaux pour le marché de la viande. Dans certaines régions, la transformation du bétail est aux mains du secteur des coopératives agricoles et, dans d’autres, ce sont des entreprises privées qui prédominent. Dans le secteur de la volaille, la production intégrée est une formule très courante: une seule et même entreprise possède les aliments, produit les volailles et transforme la viande.
La viande en chiffres
En 2000, le cheptel de l’Union représentait 118 millions d’unités de gros bétail (UGB) (y compris 300 millions de volailles, qui équivalent à 15 millions d’UGB, soit 13 % du total) (5). Les herbivores (ruminants et équidés), avec 72 millions d’UGB, en constituaient près des deux tiers (61 %). Les bovins, avec 59 millions d’UGB, représentaient à eux seuls la moitié du cheptel et les porcins, avec 30 millions d’UGB, le quart. La viande bovine, la viande porcine, la viande de volaille et la viande ovine/caprine sont les principaux types de viandes produits dans l’UE, même si d’autres types de viandes tels que le cheval et le lapin occupent également une place importante dans certains pays.

A húságazat az Európai Unió (EU) mezőgazdaságának egyik legfontosabb ágazata. A mezőgazdasági össztermelés negyedét (1) a négy fő húsféle — a marha- és borjúhús, a disznóhús, a baromfihús, valamint a juh- és kecskehús — alkotja. Az EU-ban található gazdaságok fele állattenyésztéssel foglalkozik, a kérődzők (marha, juh és kecske) tenyésztésével foglalkozó mezőgazdák 90%-a állattenyésztésre szakosodott. A hús jelentős fehérjeforrás és az európai étrend szerves része. A húságazatban alkalmazott közösségi szabályozási elvek a biztonságos, tápláló és minden európai polgár által megfizethető húsfélék termelését támogatják. A közös agrárpolitika (KAP) legutóbbi döntései is ezeket a célokat szolgálják. Az új szabályozási elvek, a fogyasztók és az állattenyésztők igényeinek kielégítésével párhuzamosan, fokozott figyelmet szentelnek a környezetvédelmi sZempontok kiegyensúlyozott betartására is.
1. A hús mint termék
A hús elsődleges fehérjeforrás
A hús régóta az európai étrend fontos része, nagyon jó minőségű fehérjeforrás; amely tökéletesen megfelel az európai fogyasztói igényeknek. Zsírtartalma miatt energiát is szolgáltat. A hús sok más alkotóeleme, mint az A és a B vitamin, a vas, a foszfor vagy a cink, szintén fontosak egészségünk szempontjából. A „vöröshúsok” (azaz a marha- és borjúhús, valamint a juh- és kecskehús) és a „fehérhúsok” (a disznóhús és a baromfihús), számos jótékony tulajdonsággal, továbbá gazdag íz- és szövetszerkezeti választékkal rendelkeznek. Ezenkívül, számos étel alapanyagaként a hús ma már az európai konyhaművészet és az európai kultúra nélkülözhetetlen eleme.
Bőséges választék a fogyasztó számára
A fajok sokféleségének, az állattenyésztés gazdag hagyományának és a sokféle tájjellegnek köszönhetően az EU változatos állatállománnyal rendelkezik és sokféle húskészítményt állít elő. Ily módon a lakosság alapvető élemiszerigényének kielégítésén kívül, az állatenyésztők és a hústermelők számos, hírneves terméket fejlesztettek ki, mint az Aberdeen Angus, a Cordero Manchego, vagy akár a Prosciutto di Parma-ról és a Volaille de Bresse, hogy csak azt a néhány példát említsünk, amelyek a, tájjellegű ételek hosszú sorából. A különböző húsfélék és a húskészítmények alkotják az EU minőséget igazoló programjának legfőbb termékcsoportját és ezzel kapcsolatban számos olyan lépés született, amely a minőségjavítást, valamint a címkézés és a forgalmazás tökéletesítését szolgálják.
2. Termelés, fogyasztás és értékesítés
A húságazat az Európai Unióban (a tizenöt tagállamra vonatkozóan, a 2004-es bővítést megelőző időszakban)
A húságazatot a húskereskedelemben és -értékesítésben résztvevő mezőgazdasági termelők, mezőgazdasági termelőszövetkezetek, vágóhidak és vállalatok alkotják. Sokféle, állattenyésztésre specializálódott gazdaság és mezőgazdasági termelő létezik. Az állattartás az EU egész területére általánosan jellemző, ugyanakkor – a sokszínűség jegyében – számos régió rendelkezik az adott területre jellemző, tájjellegű termékválasztékkal. Például Írország az EU marhahús mennyiségének közel 7%-át termeli (2), ami Írország bruttó mezőgazdasági termelésének több, mint 25%-át teszi ki (3). A sertéstenyésztés Belgium, Franciaország, Németország, Hollandia és Spanyolország bizonyos régióira koncentrálódik, míg a juhtenyészetek túlnyomó többsége (54 %) Spanyolországban és az Egyesült Királyságban (4) található. Európa egyéb részein, például Finnországban, Svédországban, és Ausztria, valamint Olaszország hegyvidéki területein az állattenyésztés alapvetően fontos és gyakorlatilag pótolhatatlan gazdasági tevékenység.
Az értékesítési eljárások terén is nagy a különbség az egyes EU-országok között. Bizonyos esetekben az állatok értékesítése hagyományosan az élőállat-piacon, más esetben főleg egyenesen a vágóhidakról történik. Gyakori eset, hogy az állatok életük során többször is szállításra kerülnek, mivel az állattenyésztők újból eladják őket más mezőgazdasági termelőknek, akik befejezik az állatoknak a húspiacra való előkészítését. Egyes régiókban az állatok feldolgozása a termelőszövetkezeti szektor hatáskörébe tartozik, más régiókban ugyanakkor ezt a tevékenységet döntően magánvállalatok végzik. A baromfihús-ágazatban gyakran alkalmazzák az integrált termelést, vagyis a takarmány tulajdonjoga ugyanazé a vállalaté, amely a baromfitenyésztést és a baromfi-feldolgozást is végzi.

2000-ben az Unió állatállománya 118 millió számosállat-egység (SZÁE) volt (ez az adat tartalmazza a 300 millió baromfit, amely 15 millió SZÁE-nek, a teljes SZÁE-mennyiség 13 %-ának felel meg) (5). A legeltetett állatállomány (kérődzők és lófélék) 72 millió SZÁE-nek felel meg, amely a teljes SZÁE-mennyiség közel kétharmadát teszi ki (61%-ot).
