InDesign - just getting back to the field

I'm recently returning to translation, and am still getting up and running on the more recent technology in the industry. I am good with technology in general, but this has me stumped. A client is asking if I "offer design work". I am comfortable picking up InDesign, but am unclear if the client is also asking me to do Graphic Design work. The client sends English art files, which are then "translated and redesigned" using InDesign.
