مقدمة
الحمد لله رب العالمين، والصلاة والسلام على سيد المرسلين، نبينا محمد وعلى آله وصحبه أجمعين.
وبعد،
فهذا دليل مختصر لجامعة المغتربين، فيه رؤية الجامعة ورسالتها وأهدافها، وقيمها الثابتة، ويرشد الطالب إلى النظم الأساسية التي تتبعها الجامعة في التحصيل العلمي وطرق التقويم، كما يفيدُ الطالبَ والأستاذَ في مبادئ الإرشاد الأكاديمي وكيفية تفعيله .
هذا الدليل، رغم صغر حجمه، هو محصلة لمجهود كبير، ومداولات كثيرة جداً – يصعب حصر عددها – جرت بين الخبراء والعلماء في الجامعة، مع الاسترشاد بالخبرات المتراكمة للكثيرين منهم، وخبرات الجامعات الأخرى، بغيةَ أن يكون مفيداً للطالب والأستاذ؛ كما يُعطى الدليل لمحة عجلى عن نظام الدراسة في الجامعة للزائر والمهتم بنظم التعليم.
يسعدني أن أقدم الطبعة الثالثة من هذا العمل التراكمي، وأشكر كل من شارك فيه فكرة، وصياغة وإخراجاً.

(كتاب اللوائح الأكاديمية ولائحة سلوك الطلاب)
مقدمة
الحمد لله رب العالمين، والصلاة والسلام على سيد المرسلين، نبينا محمد وعلى آله وصحبه أجمعين.
وبعد،
فهذه باقة من اللوائح الأكاديمية واللوائح الطلابية التي تعمل بها جامعة المغتربين. والإلمام بهذه اللوائح مهم جداً للطالب وعضو هيئة التدريس والإداري بالجامعة، وذلك حتى يكون العمل مُتسقاً، وسائراً بنهج واضح ومنسجم. لذا ينبغي للطالب وعضو هيئة التدريس الرجوع إلى هذه اللوائح والاسترشاد بها في الحياة الأكاديمية. أما لائحة سلوك الطلاب فقد وُضعتْ بعناية كبيرة، ويُرجى أن تكون مُوجهة للسلوك القويم لطلابنا في كل المراحل.
هذه اللوائح محصلة لمداوالات كثيرة جداً – يصعب حصر عددها – جرت بين الخبراء والعلماء في الجامعة، مع الاسترشاد بالخبرات المتراكمة للكثيرين منهم، وخبرات الجامعات الأخرى، بغيةَ أن تكون مفيدة ومُرشدةً للعملية التعليمية، والتربوية للطلاب.
يسعدني أن أقدم هذه البوتقة من اللوائح مجموعة في كتاب واحد لأول مرة هذا العام، وهي جهد مشترك بين أمانة الشئون العلمية وعمادة شئون الطلاب، ومجلس عمداء الجامعة، وقد أجازها مجلس أساتذة الجامعة في يناير عام 2018م.
أشكر كل من شارك فيها فكرة، وصياغة وإخراجاً.

Introduction
Praise be for Allah, Lord of all worlds, and peace and blessings be upon the master of all messengers, our prophet Mohammed, and be upon all of his relatives and companions.
This is a brief guide to AlMughtaribeen University. It includes the university’s vision, message and objectives as well as its permanent values. This guide will show the student to the basic regulations that the university follows in scientific study and methods of evaluation. It also helps both student and teacher in the principles of academic counselling and how to activate such.
This guide, though small in size, is a result of significant efforts and countless discussions which occurred between experts and scholars in the university, added to using the accumulated experiences of many of these experts and scholars and the experiences of other universities to make this book of use and value to the student and to the teacher. The guide also gives a quick look at the study system in the university to the visitor or to any one who is interested in educational systems.
It is my pleasure to introduce the third edition of this accumulative work, and I thank every one who has participated by idea, editing or production.
I pray to Allah that this work may be of great help to any one who use it, awards those who shared its production.

Introduction
Praise be for Allah, Lord of all worlds, and peace and blessings be upon the master of all messengers, our prophet Mohammed, and be upon all of his relatives and companions.
This is a group of academic regulations and regulations for students that AlMughtaribeen University is working with. Introducing to these regulations is important for students, the teaching staff members and for administrators at the university so as to have the work coordinated and flowing in a clear and harmonic style. Therefore both student and teacher should refer to these regulations and abide to such during the daily academic life. As for the student conduct regulations, these have been set with much care, and we hope they should be a guide for students correct behaviour at all stages.
These regulations are a result of many countless discussions that have occurred between experts and scholars in the university besides using the accumulated experiences of many of them and the experiences of other universities aiming to make them of use and a guide to the educational and the bringing-up process for students.
It pleases me to introduce this collection of regulations gathered in one book for the first time this year. They are a participant work between the Secretariat of Academic Affairs, Students' Affairs Deanship and the University Deans Council. The regulations were approved by the University Senate in January 2018.
I thank every one who has participated by idea, editing or production.
I pray to Allah that this work may be of great help to any one who use it, award those who shared its production.

مذكرة من تحالف منظمات العمل الطوعي و الإنساني.
مقدمة:
1- في الوقت الذي ينتظر فيه الشعب السوداني قرارات تخفف عنه أعباء المعيشة و تكفل له حقوقه في الصحة و التعليم و التنمية و العيش الكريم خاصة للفقراء و الأيتام و الأسر الضعيفة، و في الوقت الذي كان المجتمع المدني السوداني يتطلع إلى قرارات تفتح فضاءات جديدة لمنظماته المختلفة لتكثف جهودها مع أجهزة الدولة الأخرى في تخفيف معاناة المواطنين، في هذا الوقت الحرج ، خرجت علينا مسجل المنظمات غير الحكومية بقرار قضى بإلغاء تسجيل عدد سبعة و عشرون منظمة غير حكومية و مصادرة ممتلكاتها و حجز حسابتها البنكية داخل و خارج السودان!! و حدث ذلك دون أي سابق إنذار، علماً بأن هذه المنظمات هي منظمات فاعلة و ناشطة في كافة المجالات المشار إليها آنفاً.
2- جاء القرار مستنداً إلى المادة ( 14/ 1- / أ ، ب ) مقروءة مع المادة ( 22- 2 – أ )من قانون تنظيم العمل الطوعي و الإنساني لسنة 2006 معمماً لكل المنظمات المشار إليها دون الإشارة إلى المخالفات التي إرتكبتها المنظمات و التي حدت بالمسجل لإتخاذ هذا القرار. كما لم يقم المسجل بالتحري مع أيٍ من هذه المنظمات حول المخالفات المدعاة إستيفاءً للمادة 14 التي إستند إليها القرار!
3- تم تعيين المسجل الجديد الموقِّع على القرار في يوم الخميس 21 نوفمبر 2019، ذات يوم صدور القرار، و قد قام بالتوقيع على القرار فور تعيينه كما تم توزيع القرار في مساء ذات اليوم بعد أن غادر الموظفون مكاتبهم في عطلة نهاية الأسبوع، الأمر الذي ينم عن قصد واضح في سرعة تنفيذ القرار دون مراعاة إلى الأضرار التي يمكن أن يحدثها.
4- وصلت قوات من الشرطة إلى مواقع كافة المنظمات المشار إليها في القرار مساء ذات يوم الخميس 21 نوفمبر 2019 و منعت الموظفين في تلك المنظمات من مزاولة عملهم في الأيام التالية، و ما زال هذا الوضع مستمراُ، الأمر الذي أربك العمل في تلك المنظمات و أثر على مصالح المتعاملين معها و المستفيدين من مشروعاتها.
5- عمم بنك السودان المركزي خطاباً إلى البنوك التجارية يفيد بتجميد أرصدة المنظمات المذكورة إنفاذاً لقرار مسجل المنظمات غير الحكومية الأمر الذي سيحرم المنظمات حتى من توفير تكاليف إجراءاتها القانونية في مواجهة هذا القرار.
6- أصدرت السيدة وزيرة العمل و التأمينات الإجتماعية بياناً صحفياً يوم الأحد 24 نوفمبر 2019 أيدت فيه قرار المسجل، الأمر الذي يجعل التظلمات الإدارية للمفوض و الوزيرة وفقاً للمادة 14 – 2 من قانون العمل الطوعي الإنساني مجرد إهدار لوقت العدالة مما سينعكس سلباً على حقوق تلك المنظمات و حقوق المستفيدين منها.
إنتهاكات القرار:
7- يخالف القرار المادة (42) من الوثيقة الدستورية، كما يخالف المادة (58) من ذات الوثيقة. كما يخالف القرار المادة (20) من الإعلان العالمي لحقوق الإنسان و المادة (21) من العهد الدولي للحقوق المدنية و السياسية و الذي بات السودان منضماً له.
8- إقليمياً خالف القرار المادة (11) من الميثاق الأفريقي لحقوق الإنسان و الشعوب، و المادة الرابعة و العشرون، الفقرة ( 6 ) و الفقرة ( 7 ) من الميثاق العربي لحقوق الإنسان، و المادة (15 - ب ) و المادة ( 23 – أ ) من إعلان القاهرة حول حقوق الإنسان في الإسلام.
9- يخالف القرار توصيات الخبير المستقل المعني بحالة حقوق الإنسان في السودان المتعلقة بحرية عمل منظمات المجتمع المدني في كافة تقاريره وتوصيات المراجعة الدورية الشاملة في دورتيها السابقتين كما يخالف توصيات لجنة حقوق الإنسان و لجنة الحقوق الإقتصادية و الإجتماعية الثقافية بمجلس حقوق الإنسان و توصيات المفوضية الأفريقية لحقوق الإنسان و الشعوب و توصيات اللجنة العربية لحقوق الإنسان عند مراجعتها لحالة حقوق الإنسان في السودان.
10- ظللنا كمنظمات مجتمع مدني نطالب بتعديل قانون العمل الطوعي و الإنساني لسنة 2006 لما فيه من تقييد لعمل منظمات المجتمع المدني، غير أن هذا القرار إستند إلى أشد مواد القانون ظلماً و تعدياً و إنتهاكاً للحقوق، ألا وهي المادة 14 و المادة 22 لما فيها من تقنين لمصادرة الممتلكات من دون أمر قضائي، وهو أمر كنا نحسب أن هذه الحكومة ستعمل على إلغائه فوراً بدلاً عن إستخدامه في تحقيق مآرب بعض منسوبيها!!
أضرار القرار:
11- تعمل المنظمات المشمولة بالقرار في كافة مجالات العمل الطوعي و الإنساني و تقدم خدماتها لملايين المواطنين في مختلف ولايات السودان، خاصة في المناطق المتأثرة بالنزاعات و الحروب و الفئات الضعيفة في المجتمع حيث تقدم المنظمات الغذاء لمئات الآلاف من النازحين و الأسر الفقيرة كما تقدم خدمة التعليم لعشرات الآلاف من التلاميذ و تقدم الدعم لعشرات الآلاف من الأيتام. كما تقدم الخدمات الطبية من المراكز الطبية الطرفية و حتى غسيل الكلى لأعداد لا يمكن حصرها الآن . وقد شيدت هذه المنظمات المرافق الصحية و التعليمية و غيرها على أحدث المواصفات و أعلى المعايير وتشهد لها بذلك الوزارات المعنية و الوكالات الأممية ذات الصلة العاملة بالسودان.
12- تتأثر حقوق المستفيدين من تلك المنظمات بصورة مباشرة و فورية من التنفيذ الفوري لهذا القرار. نعلم أنه لم يتبق على إمتحان شهادة مرحلة الأساس سوى شهران إلى ثلاثة أشهر حسب التقويم الولائي كما لم يتبق سوى أربعة أشهر لإمتحان الشهادة السودانية لكل الولايات. إن إستمرار إنفاذ قرار المسجل يهدد إستقرار العام الدراسي بمدارس تلك المنظمات والتي يبلغ عدد تلاميذها عشرات الآلاف، و يهدد بالتالي مستقبل التلاميذ و الطلاب بالصفوف النهائية حيث سيستغرق التظلم الإداري فقط ( و المحسومة نتيجته بالبيان الصحفي للسيدة الوزيرة المشار إليه آنفاً ) شهر و نصف تبقى خلالها تلك المدارس إدارة و طلاباً و أولياء أمور في وضع لا يمكِّنها من الإستعداد اللازم للإمتحانات.
13- تتأثر المراكز الطبية و المستشفيات التابعة لهذة المنظمات مباشرة بالقرار حيث لن يتوفر لها أي أموال لتسيير عملها اليومي بعد تجميد أرصدة المنظمات. وينطبق هذا على مراكز تغذية الأطفال و مراكز توزيع مواد الإيواء و الغذاء و الكساء و غيرها و التي تتعامل مباشرة مع الجمهور.
14- تتأثر كفالة الأيتام الذين يعدون بالآلاف و الذين يتلقون كفالتهم إما في حساباتهم البنكية مباشرة بسبب تجميد أرصدة تلك المنظمات، حيث سيتوقف فوراً التحويل لحسابات أولئك الأيتام، أو أؤلئك الذين يتلقون كفالتهم من مقار المنظمات مباشرة بعد أن أغلقت أبوابها.و تضيق هذه السانحة و هذه المساحة عن تعداد الأضرار المباشرة و الفورية الناجمة أو التي يمكن أن تنجم عن هذا القرار بسبب الإصرار على التنفيذ الفوري لهذا القرار.
15- لكل ما ورد أعلاه ترى المنظمات الموقعة أدناه أن هذا القرار معيب قانوناً و غير مواكب و تترتب عليه أضرار لا يمكن تفادي أثارها أو تعويضها، و أن الطريقة التي تم إتخاذه بها تنم عن قصد مبيت يستهدف هذه المنظمات و أخرى قادمة، حسبما صرح به مسئولون في التحالف السياسي الحاكم، وتطالب المنظمات الموقعة على هذه المذكرة بالآتي :
أ- إلغاء هذا القرار فوراً و إعادة الأوضاع إلى ما كانت عليه قبل إتخاذه.
ب- مخاطبة المنظمات و التحقيق معها بشأن المخالفات المدعاة من قبل المسجل، و كفالة حقها كاملاً في الدفاع عن إسمها و برامجها و أنشطتها.
ت- مراجعة قانون العمل الطوعي و الإنساني لسنة 2006 و مواءمته مع الوثيقة الدستورية و القانون الدولي لحقوق الإنسان و الإلتزامات الإقليمية و الدولية للسودان.
ث- تعزيز فضاء المجتمع المدني و دعم المنظمات لتمكينها من القيام بدورها على الوجه الأكمل.
16- تهيب منظمات المجتمع المدني الموقعة على هذه المذكرة بجميع منظمات المجتمع المدني الأخرى و كافة الناشطين و المدافعين عن حقوق الإنسان داخل و خارج السودان مناهضة هذا القرار المعيب و التصدي للدفاع عن حرية فضاء المجتمع المدني وحمل الجهات التي إتخذت هذا القرار على الحق و على إحترام كافة الإلتزامات الدولية للسودان في هذا المجال.
17- تناشد المنظمات الموقعة أدناه بعثة الأمم المتحدة بالسودان و وكالاتها المختلفة، التي ظلت تتابع نشاط عدد من هذه المنظمات و تشارك فيه، القيام بدورها في الدفاع عن حرية هذه المنظمات و الدفاع عن المستفيدين من برامجها و مشروعاتها، كما تناشد المنظمات الموقعة أدناه الخبير المستقل لأوضاع حقوق الإنسان في السودان و الفريق الفني لمكتب المفوض السامي لحقوق الإنسان المعني بفتح المكتب القطري بالسودان بالتدخل لوقف هذا القرار المعيب.
18- تناشد المنظمات الموقعة أدناه مساعد الأمين العام للأمم المتحدة للشئون الإنسانية التدخل الفوري لمنع الآثار الكارثية على النازحين و المتأثرين بالنزاعات في النيل لأزرق و جنوب كردفان و دارفور و الذين تأثروا سلباً بهذا القرار.
19- تؤكد منظمات المجتمع المدني الموقعة أدناه على جاهزيتها للعمل في المجال الطوعي و الإنساني بكل مسئولية و تجرد مبتغية وجه الله الكريم ثم رفعة هذا الشعب العظيم. و الله من وراء القصد وهو يهدي السبيل.

Memorandum from Voluntary and Humanitarian Organizations Alliance
Introduction
1- While the Sudanese people are waiting for decisions that sooth life burdens and grant their rights in good health care, quality education, development projects and better quality of life, specially for the poor, the orphans and weak families, and at the time when the civil Sudanese community is looking forwards for decisions that open new horizons for their different organizations to intense their efforts together with the other government's bodies to ease lively difficulties for the public, at such critical time, the NGOs registrar came up with a decision that rules cancellation of the registration of a number of twenty seven NGO and the confiscation of its properties and constrain their bank accounts in and outside Sudan. This happened without any prior notice, noting that these are working and active organizations in all the different above mentioned fields.
2- The decision was issued in accordance with item( 14/1-/a,b ) read with item( 22- 2 – a) of the voluntary and humanitarian organization law for the year 2006, and circulated to all mentioned organizations with no reference to any violations committed by these organizations that made the registrar to take such decision . The registrar did not either investigate with any of these organizations about the alleged violations in fulfilment of item 14 that the decision was based on!
3- The new registrar who signed the decision was appointed only on Thursday November 21st 2019, the very same day the decision was issued. He signed the decision immediately after he was appointed, and it was circulated in the evening of the same day after all the employees have left for the weekend, a matter that indicates a bad faith in the hasty execution of the decision without considering the damages that it might cause.
4- Police forces arrived at the site of every one of the organizations mentioned in the decision in the evening of the same Thursday November 21st 2019 and prevented the employees from doing their jobs on the following days, a situation that's still continuing which disturbed the work of those organizations and affected negatively the interest of their customers and beneficent of its projects.
5- The Central Bank of Sudan circulated a letter to the the commercial banks that convey the freezing of the mentioned organizations accounts in execution of the decision by the registrar of the NGOs. This will deprive these organizations from even the costs of their legal procedures for confronting this decision.
6- The minister of labour and social security issued a press statement on Sunday 24th November 2019 where she supported the registrar's decision. This makes administrative complaining to the commissioner and to the minister according to item14 -2 of the voluntary and humanitarian work just wasting justice time and which will negatively reflect on the organizations rights and the rights of their beneficent .
Violations of the Decision:
7- The decision violates item (42) of the constitutional convention as well as violating item(58) of the same convention. The decision also violates item(20) of the international declaration of the human rights and item (21) of the international convention of civil and political rights which Sudan has joined.
8- Regionally the decision violates item (11) of the African convention of the human and people's rights, and item twenty fourth item(6) and item(7) of the Arab convention of human rights, article (15-b) and article ( 23 -a) of the Cairo declaration of the human rights in Islam.
9- The decision also violates the recommendations of the independent expertise concerned by the human rights status in Sudan in reference to the freedom of the civil community organizations work throughout his entire reports and the recommendations of the periodical conventional review in its previous two sessions. The decision also violates the recommendations of the human rights committee and the committee on economic, social and cultural rights at the human rights council and the recommendations of the African commission for human and peoples rights and the recommendations of the Arab committee for human rights at its reviewing human rights status in Sudan.
10- We, as civil community organizations have been calling for amending the voluntary and humanitarian work organization law for the year 2006 due to its restricting the civil community organizations work, but this decision relied on the worst articles of the law being unjust and invading of rights, which are article 14 and article 22 which include legalizing confiscating properties without a judicial order, a matter we thought this government shall work to cancel immediately instead of using it to realize the wishes of some of its members!!
The Decision damages:
11- The organizations covered by the Decision work in all areas of voluntary and humanitarian work and provide services to millions of citizens in various states of the Sudan, especially in areas affected by conflict, war and vulnerable groups in society, where these organizations provide food to hundreds of thousands of displaced people and poor families, as well as providing education service for tens of thousands of pupils and support for tens of thousands of orphans. It also provides medical services from peripheral medical centers and even dialysis to countless numbers of people right now. These organizations have constructed health and educational facilities and others to the latest specifications and the highest standards attested by the relevant ministries and relevant UN agencies operating in Sudan.
12- The rights of the beneficiaries of such organizations are directly and immediately affected by the immediate implementation of this Decision. We know that there is only two to three months left for the elementary stage examinations according to the state calendar and there is only four months left for the Sudanese Certificate exam for all states. The continued enforcement of the decision of the Registrar threatens the stability of the school year in the schools operated by these organizations, which numbers to tens of thousands of students, and thus threatens the future of pupils and students in the final grades where only the administrative grievance, the outcomes of which is resolved by the press release of the Minister referred to above, will take a month and a half. During this period these schools, its administration, students and parents will not be in a position to prepare for the exams as promptly as it should be.
13- The medical centers and hospitals affiliated with these organizations are directly affected by the Decision as they will not have any funds to run their daily work after the freezing of the organizations' assets. This also applies to child feeding centers, shelter distribution centers, food, clothing, etc., which deal directly with the public.
14- The sponsorship of orphans who receive their sponsorship either directly in their bank accounts, or those who receive sponsorship directly from the headquarters of the organizations, are both affected by the freezing of the balances of those organizations, as the transfers to the accounts of those orphans who counts to thousands will be stopped immediately after organizations closure. This area is about enumerating the direct and immediate damages caused or could result from this Decision due to the insistence on the immediate implementation of it.
15- For all of that mentioned above, the undersigned organizations consider this Decision to be legally flawed, non-convoluted and result in irreversible or compensated damage. The manner in which this decision was taken reflects a deliberate overnight targeting of these organizations and others to come as officials from the ruling political coalition already stated. Organizations signatory to the memorandum demand the following:
أ- The immediate repeal of this Decision and restore the situation to the status quo ante.
ب- Addressing and investigating organizations regarding alleged violations by the Registrar and ensuring their full right to defend their reputation, programs and activities.
ت- Review the 2006 Voluntary and Humanitarian Act and bring it into line with the Constitutional Document, international human rights law and Sudan's regional and international obligations.
ث- Strengthening the civil society sphere and supporting organizations to enable them to play their role fully.
16- The civil society organizations signatory to this memorandum call upon all other civil society organizations, all activists and human rights defenders inside and outside Sudan to oppose this flawed Decision, defend the freedom of civil society space and to hold the parties that made this decision to the right path and respect of all international obligations of the Sudan in this area.
17- The undersigned organizations call upon the United Nations Mission in Sudan (UNAMIS) and its various agencies, which have been following and participating in the activities of a number of such organizations, to play their role in defending the freedom of these organizations and defending the beneficiaries of their programs and projects. The undersigned organizations also call upon the Independent Expert on human rights situation in Sudan and the technical team of the Office of the High Commissioner for Human Rights entitled to open a country office in Sudan to intervene to stop this flawed decision.
18- The undersigned organizations appeal to the United Nations Under-Secretary-General for Humanitarian Affairs to intervene immediately to prevent the disastrous effects on the displaced and conflict-affected in the Blue Nile, South Kordofan and Darfur areas who have been adversely affected by this Decision.
19- The undersigned civil society organizations reaffirm their readiness to work in the voluntary and humanitarian sphere with all responsibility and impartiality, for the sake of God's generous face, and then to elevate the Sudanese great people. Allah is of the intent and thee is the guidance to the righteous way.

A Sudanese national, 70 years old , graduated in the University of Khartoum with a BA in English literature in 1976 and have been engaged with English ever since my graduation, either as English teacher or translator . I taught English in Sudan and Saudi Arabia and worked as a translator in the Gulf states. In 2004 I obtained a Master degree in translation in the Islamic Institute for translation in Khartoum . My translation of the novel "Things fall apart" by Chinua Achebe of Nigeria was approved for publication by the University of Khartoum press but was delayed due to shortage of funding until it was too late. I also attempted to publish my translation of " The White Nile " by Alan Moorehead and at present a publisher in Abu Dhabi where I work is considering my translation of a medical textbook by lewis and Nocton called "Paediatrics on call". In my daily business I translate all kinds of official governmental documents . I have had a rich experience in Dubai where I worked as a freelancer for one year. I sat for the Sworn Translator qualification test run by The UAE Ministry of Justice in Dubai in August 2006 and passed,sweared before the court to become an authorized Sworn Translator in UAE then moved to Abu Dhabi to work with a government agent tempted by a good salary and time for my own activities. I came to know about electronic translation and softwares such as Trados2007 rather late in my career, but still I worked hard to catch up I am using the last version of Trados software . Thanks to ProZ.com translation platform and community. Though I joined along time ago but working with others as an employee kept me away for many years. Here I am with my long years career availing myself as a professional translator
