Source text - Spanish 1. INTRODUCIÓN
En las últimas dos décadas, la globalización ha afectado todos los sectores económicos y sociales, directa o indirectamente. Empujados en parte por los avances tecnológicos y por las convulsiones políticas y económicas, los procesos de globalización han dado lugar a la emergencia de nuevas formas de oportunidades, procesos y organizaciones de negocios. El sector salud es una de estas áreas que ha sido afectado significativamente por la globalización económica a pesar de su naturaleza de bien público no comercial.
El sector de servicios de cuidados de a salud está entre los sectores de más rápido crecimiento en la economía mundial, el cual se estima en alrededor de 3 billones de dólares anuales solamente en los países de la OCDE y se espera se eleve a 4 billones para el 2005.
La globalización de los servicios de la salud se refleja en la emergencia de nuevas formas de organización para los cuidados de la salud en la última década y en el incremento de la entrega transfronteriza de servicios de salud a través del movimiento de personas, productos y servicios. Una reestructuración mundial en el sector salud debido a los altos costos de los servicios médicos, particularmente en países desarrollados, ha resultado en la creación de un mercado internacional de cuidados y atención de la salud.
Este trabajo tiene por objetivo analizar el impacto del comercio transfronterizo de servicios de salud que el mercado Hispánico — Mexicano tiene en Tijuana. Primeramente se delimita el mercado transfronterizo comprendido entre el Sur de California y el Noroeste de México, y más específicamente en el Norte de Baja California, para precisar el mercado de los servicios de salud en la región de Tijuana — San Diego, con mayor enfoque a Tijuana.
Mediante la investigación y el análisis de las principales fuerzas ambientales del mercado, como las demográficas y culturales, se establecen los principales segmentos: El segmento hispano, el segmento de usuarios estadounidenses de origen no hispano, el segmento de usuarios y consumidores tijuanenses
que se atienden en Estados Unidos, y finalmente, el segmento de usuarios y consumidores que desean pólizas para atención médica en ambos lados de la frontera. Estos son los principales segmentos que se determinan en función del impacto de su poder de compra, aunque no son los únicos.
Más que conclusiones, este trabajo de análisis exploratorio ofrece más cuestionamientos que tendrán que ser contestados por quienes se aventuren a profundizar en la investigación de este fascinante mercado transfronterizo de servicios de salud en Tijuana, Baja California, México.
Translation - English 1. INTRODUCTION
In the last two decades, globalization has affected every economic and social sector, whether directly or indirectly. Driven partially by technological advances as well as by political and economic unrest, the globalization process has given rise to new types of opportunities, processes and business organizations. The health sector is one of the areas most significantly affected by economic globalization despite it often being a non-commercial public service.
The health care sector is among one of the fastest growing economic sectors in the world which is valued at 3 trillion dollars each year in just the OCDE countries, and it is expected to reach 4 trillion by 2005.
The globalization of health care services is reflected in the emergence of new kinds of organization for health care in the last decade and in the increasing trend of cross-border exchange of health care services through the movement of people, products and services. Worldwide restructuring in the health care sector due to high medical costs, particularly in developed countries, has resulted in the creation of an international health care market.
The objective of this paper is to analyze the impact of cross-border trade of health care services that the Hispanic-Mexican market has on Tijuana. First, the cross-border market is defined between Southern California and Northeastern Mexico, and more precisely Northern Baja California, in order to focus on the health services market in the San Diego-Tijuana region, with a greater emphasis on Tijuana.
Through an investigation and analysis of the primary environmental forces on the market, such as demographics and cultures, the main segments are established as follows: The Hispanic segment, the segment of American users of Hispanic decent, the segment of users and consumers from Tijuana who receive medical attention in the U.S., and, finally, the segment of users and consumers who wish for policies for medical attention on both sides of the border. These are the primary segments determined by the impact of their purchasing power, though they are not the only ones.
Rather than conclusions, this exploratory analysis offers more questions that will have to be answered by those who venture to deepen the investigation of this fascinating cross-border health care market in Tijuana, Baja California, Mexico.
