Source text - English 2. ISLAMOPHOBIA VERSUS TERMINOLOGICAL DIVERSITY
Terms/concepts are theoretical constructions derived from a given reality which can capture and synthesize aspects of that reality. They can respond to social constructions resulting from processes of interaction among different individuals (their own identity and practices) or to historic constructions which in an adjustable manner are organized and modified in time and in space. Presumably we should understand the term Islamophobia to be a way to 'read' what is going on, a way to express the (current) reality and account for its practices. In other words, Islamophobia is a term/concept we have constructed to weld together a 'universal container' of social practices and meanings, regardless of the contextual conditions upon which those built until present have been based.
These conditions are diverse in their 'form and content,' such as the different degrees of associationism, technical components, inclusion policies, specific and differentiated mass media treatment, etc. They encompass an infinite number of acts and attitudes which have no need to be highlighted or signified according to the daily logic of 'minorities and majorities,' but which are rather clear acts of exclusion and a broad state of 'uncertainty' centred especially on the more significant 'other' and currently and historically essentialized per the keys of what we take to be Islamophobia. Attacks (verbal, physical, on private property of the 'other,' etc.), negative stereotypes, mimesis and comments in the discourse of various social players, job discrimination, bureaucratic disregard and delay regarding the construction of mosques, prayer rooms and cemeteries, etc., and even the non-recognition of a distinctive identity, both ethnic and religious, are examples of what all too often happens in our societies with respect to a certain population-a minority 'we' identify as foreign (even if Spanish), Arab and/or Muslim.
Although the term in both its 'practical' and theoretical facet seems objectively defined, as to what is or is not an "Islamophobic" act and/or attitude, it is nevertheless roundly criticized by some analysts/ academics due to its ambiguity and the scant consensus over its definition, and to its application or general acknowledgment. This non-definition gives rise to three main currents of criticism, mostly interrelated: religious, racial and ethno-cultural. There is also another order of criticism which can involve etymology, identity, politics, freedom of expression and ideological discourse, etc., which complete and/or complement the distinct discrepant lines around its use.
To this criticism we must add differential and contextual aspects, many of which are wielded against 'universal' use of the term. Yet we must make clear a priori that the contextual importance-specifically regarding criticism addressed to use or not of the term Islamophobia-is relative from the moment that the basis for such discrimination, above all due to 9/11, has varied. While initial prejudice was directed against historically stigmatized populations, such as the Maghrebi and especially Moroccan population in the Spanish case, prejudice now encompasses the Muslim population in general, regardless of where the people subject to Islamophobic acts come from. Moreover, one might say that Islamophobia at present is basically addressed to people we have defined as Muslims, independently of whether or not they are, and independently of their own self-description. In the Spanish context we can find an example of this in Sub-Saharan ethnic communities (as in other contexts, the stigmatized ethnic population can be another)-the Senegalese, for instance. In this case, the 'host society' has established no mechanical relationship whereby any 'Black' Senegalese identified as Muslim, yet there is a causeeffect reaction whereby most Moroccans or Maghrebis (formerly colonized and not 'submissive') are Muslims, even if the 'departure point' for both groups is the same (in this case Sunni, etc.)-the same which in the other would apply to Mouride Muslims of the Wolof ethnic group, or those pertaining to the Tijaan (Tijaniyyah) confraternity, etc.
This leads to reflection on the processes of identity-building versus the 'other,' via which in most cases the place of origin is not distinguished: one does not know what the invented enemy is, neither culturally nor ethnically, as suspicion is extended to anything that 'sounds' Arab, Muslim or 'Islamic,' beyond 'sure' analyses regarding the construction of otherness. To that end, the 'only good Muslim,' one not subject to the prejudices and judgments of the surrounding society, is the one not identified as such or who simply keeps out of the limelight or hides his/her respective identity. However, this is not entirely valid, given that the 'Muslimness' label, which identifies and at times categorizes or serves to discredit an individual or community, goes beyond its own bounds, given that it depends on other factors and perhaps the biased view we have of the 'us' against the other.
3. CRITICAL APPROACHES FROM THE INTERNATIONAL CONTEXT
In the international context we can observe a number of critical approaches which deal with national construction of the concept, framed per the specific nature of each country, while also providing connotations which can be 'generalized' vis-àvis the other European and/or Western contexts and experiences.
To that end, we shall first analyze criticism associated to the racial, ethnic and religious facet. Second: the facet that is etymological, identitary, critical of freedom of expression and involving differences arising in the framework of ideological discourse. Third and last, we shall focus on 'criticism' which holds that Islamophobia was born as a concession to politically correct language.
3.1. Racial, Ethnic and Religious Facet
From the 'racial criticism' standpoint, the Islamophobia concept has nothing specific that has not been previously covered at semantic and even legal level by the term 'racism.' Racism in particular, from the psychoanalytical perspective, is seen as the inability of some people to handle the difference, as well as the inability to deal with similarities with the 'other.' With this focus it becomes evident that Islamophobia can (or should) be conceived as a kind of postmodern fear, a fear encompassing the intellectual elites of Western society, given that it runs against contemporary intellectual trends which fight against essentialism and relativism. In this regard, Islamophobia is taken to be another phobia or racism, i.e., an inability to deal what is actually or just apparently different.
Likewise, for others the prejudice around Islam is often perceived as a mere justification, a new way to justify and signify old phenomena well known by everyone, such as discrimination, racism and/or xenophobia (phobia regarding immigrants). It is therefore not correct in this case to speak of Islamophobia but rather of a bilateral 'new racism' which among other elements combines race, nationalism, religion, culture and history. Fear and/or discrimination toward Muslims is thus a new stage in the evolution of racism, built up from a perceived cultural, religious and historical differentiation, but also due to other factors such as phenotype, way of dressing and cultural aspects, etc. Likewise, from this viewpoint society will seldom reject from the start the Muslims in a community for the faith they profess, but rather due to their 'racial condition' and/or their condition as immigrants, foreigners or outsiders.
But we cannot put aside the 'religious facet' of Islam and the latter's involvement in the religious, social, political and cultural aspects of Muslim individuals and communities. From the moment in which religious connotation enters into play another series of discrepancies of a 'religious' nature arises. In this regard, 'religious criticism' basically puts forward two postures: on the one hand, that Islamophobia can be used by some Muslims or communities to forbid all criticism of Islam as a religion, i.e., so that the religion they practice is not questioned in any way; on the other stand those who hold that the term may be misleading, as it implicitly presumes the pre-eminence of religious discrimination (phobia against a single, homogenous and unchangeable Islam), when there are other forms of discrimination which can be ethnic, 'racial' or class racism, etc., with much greater relevance or representation. For this reason the religious connotation which can accompany the term Islamophobia is rejected, given that in different countries religion is often seen as an obstacle to integration. Criticism on this point is likewise related to aspects such as laicism or the construction of a secular society, wherein it is held that the representation of religion should mainly be undertaken in a private context.
In this debate on religious connotation, we must not forget that religion is still a fundamental dimension in the process of building ethnic identities, and this 'despite' religion's changing nature, far from disappearing due to the logic of instrumental reason, or 'reappearing' or 'returning.' Simply put, religions are there, even though we have not known how to understand and/or analyze this from a reductionist theoretical standpoint. So, far from disappearing, religions are updating, taking on new life and multiplying, and in some cases rediscovering themselves via adjustment processes that give meaning to the identity of 'one' versus the 'other.'
From the analysis of 'religious criticism' arises 'ethnic criticism,' given that some players consider discrimination towards Muslims to be addressed towards the community form of ethnic identity rather than the facet based on beliefs and/ or personal faith. That is, in this case prejudice against Muslims could be likened to ethnic prejudice (therefore linked to a biologizing terminology, such as the concepts of racism and xenophobia, more than to religious prejudice), as they have considered the case of the term Islamophobia.
To explain this viewpoint, we must bear in mind that ethnicity is a product of the identification process, which can be defined as the social organization of cultural difference. Therefore, what really matters when explaining ethnicity is not so much the cultural content of the identity taken in an isolated manner, but rather the interaction mechanisms which per a certain strategic and selective cultural repertoire uphold or question collective boundaries. For this reason the Muslims' processes of contemporary essentialization is like a new process for legitimizing the ethnization of the 'other,' i.e., the alterity of an individual or group with respect to the 'other.' Ethnization is therefore held to be a process whereby certain collectives are defined and perceived as outsiders, i.e., as alien actors in their own territories. Another kind of ethnization occurs when a collective of immigrants who previously adopted their resident country as a 'homeland' is confronted by a collective of citizens who radically deny that the former can take part in the country's political and economic life. In this case, it is not enough for the Muslim immigrant collectives to want to become full members, but rather their desire must be respected at legal level and by the citizens of that country. It is at that moment that the ethnic status of a collective begins to form part of the nation state in which it resides.
We must nevertheless note that we are currently facing a more diverse and heterogeneous situation, given that regardless of their ethnic origin, many European Muslims suffer discrimination in employment, education and housing, etc.
3.2. The Ethnological, Identitary, Freedom of Expression and Ideological Discourse Facet
As mentioned above, there is another order of criticism or discrepancy toward the term Islamophobia, which though fully linked to ethnic, religious and cultural aspects, is in itself used as individual criticism over the use of this terminology.
Such is firstly the case of 'etymological/ terminological criticism.' From this viewpoint, the terms 'anti-Muslim racism,' 'anti- Arab' or even 'intolerance against Muslims' are clearer than the term Islamophobia for various reasons. On the one hand, use of the word 'phobia' in the concept is not considered appropriate, as it would imply the existence of a sort of mental illness (phobia: obsessive aversion to someone or something and/or compulsive irrational fear); on the other, the term Islamophobia is not considered 'ideal,' for there is no specific rejection of Islam as a religion, but rather a rejection of Muslim individuals or collectives or those defined as such. This kind of criticism even makes an analogy between the word Islamophobia and the word 'anti-Semitism,' arguing that from a grammatical standpoint anti-Semitism should signify a prejudice against Semitic peoples in general, even though it is exclusively used to refer to hostility against the Jews. In this regard, the grammatically incorrect Islamophobia would require the 150 years which the term 'anti-Semitism' needed to become grammatically acceptable, except that Jews recognize themselves and are recognized as being a single ethnic group, contrary to the case of Muslims.
Parallel to this, inclusion of the word 'Islam' in the word Islamophobia raises another kind of discrepancy: based on an undeniable question, the religious, racial, cultural and ethnic diversity of the groups 'supposedly' the object of Islamophobia, the term Islamophobia homogenizes everything associated to Islam and therefore to Muslims. In this homogenization process the diversity of communities and individuals is essentialized, and distinct and differentiated processes are eventually included in a same concept. It is held in turn that widespread use of the term Islamophobia by distinct communities may also essentialize internal plurality at local, regional, national and international level.
Other terms which semantically attempt to approach the national particularities or 'realities' (besides the more extended 'anti-Arab anti-Muslim racism') are becoming alternative though critical lines vis-à-vis usage of the term Islamophobia. For example 'Islamfeindichkeit' in the German context literally means hostility to Islam, or its rejection, but not phobia in the sense of fear, or 'maurofobia/morofobia' in the Spanish case.
Second, we should look at 'criticism' linked to the 'identity-building process' which initially does not reject use of the term, but does question the generalization and value of same, as well as its ability to describe the social reality in a non-essentialized manner. This criticism is meant to show both the use and abuse of a terminology- Islamophobia-which we ourselves have constructed. This identity-building presumes that the term Islamophobia is not put up in a 'one-way' manner addressed to Muslim communities and/or individuals, but rather that the prejudice we are dealing with is very likely two-way. According to this thesis, the term Islamophobia is not complete, given that to understand it we should delve into the contemporary public discussion regarding 'Islam' and 'West,' and also delimit the confusing 'inter-relational' debate being generated.
From this point of view both sides have a tendency to essentialize from the 'Muslim' and 'Western' standpoint both the Muslim population and the rest of the non- Muslim population. On the one hand there is widespread social 'alarmism' based on the 'threat' of how Islam presents the Western world, and on the other, how from the West it is presented to Muslims. The 'simplification' from the West's viewpoint involves a number of prejudices regarding many aspects associated to the world around Islam: to think that all (or most) Muslims are terrorists; to consider widespread the 'degree of aggressiveness' disseminated by news media with respect to Arab countries; to think that the universal denial of human rights encompasses the whole Arab world; and to think that the billion Muslims, their social and ethnic groups, are all the same. Likewise and bilaterally there is a process of essentialization by Muslims vis-à-vis the West-the a priori Muslim 'simplification' of a comprehensive and uniform 'West,' along with the stereotyped idea of a single unitary and universal Muslim identity extended to all Muslims, their holy texts and their culture.
In this regard, before the distinct processes of Western social and religious intolerance, processes whose tangible result is seen in conflicts which reject the 'other' and are in turn the root of Islamophobia, an endless number of responses to social exclusion have been generated, such as signs of power loss and de-structuring of the bases of identitary thought, beyond the 'hardening' of Western ideological postures and the root of the very concept of Islamophobia.
Thirdly, we encounter criticism or discrepancies which consider use of the term Islamophobia to be unmerited, along with its respective symbolic burden, as it 'hinders' the freedom of expression of certain sectors and/or social players. This debate initially emerged as criticism of the Runnymede Trust report. Those who currently hold up the lack of freedom of expression to justify the insistence or imprecision of the term Islamophobia make biased use of the reaction from various public opinion sectors, Muslim or not: for example, the Mohammed caricatures controversy (2005), the film Fitna (by Dutch far-right MP Geert Wilders) or the theatre play The Satanic Verses using the book of the same title by Salman Rushdie, which opened in Germany on 30 March 2008, etc. These and other social players hold that the charge of Islamophobia hampers their freedom of expression. They ironically point to the 'freedom of expression' enjoyed by people who want to condemn or denounce discourses and acts, such as the 'Islamophobia Award' granted by the Islamic Human Rights Commission, a British organization.
On this point, we must note that freedom of expression, albeit vital for democratic life, should not be deemed an absolute universal value. It should be wielded within established legal frameworks and under the appropriate ethical and legal responsibility of the different social players involved. This means that Islamophobic speeches cannot be justified through recourse to the protection of fundamental rights.
In fourth and last place we should take into account differences regarding the term Islamophobia in the framework of 'ideological discourse.' This criticism is grounded in the eagerness of researchers and/or academics to demonstrate that Islamophobia exists in the society they are studying; they go so far as to generalize and make universal considerations with no criteria whatsoever regarding both the phenomenon and the distinct readings associated to same. This generalization causes the term Islamophobia to lose its original meaning, distorting the observed reality. From this point of view criticism is addressed to our inability to differentiate between discourse and practice-at the level of discourse not everything can or should be called Islamophobia.
This implies veiled criticism of how the term Islamophobia has grouped such a variety of forms of discourse and acts, aiming to show that any act marked as Islamophobic proceeds from a same ideological core, which has distorted and/or lost its original meaning. This 'criticism' aims to show that indiscriminate use of this terminology is not positive and that 'not all Islamophobic acts or incidents are Islamophobia.' To avoid this 'generalization,' it holds that all the observable and related nuances of acts marked as Islamophobic must be studied in depth, as it would be wrong to have to choose between Islamophobia or 'nothing.' To that end, it proposes distinguishing, per national specificity, between academic discussions about Islam and modernity; public debates about whether Islam recognizes the principle of separation of church and state; the public clamour which essentializes Islam; and the forms of inciting hatred, such as discourse associated to the death of Theo van Gogh, etc.
3.3. 'Criticism' of the 'Politically Correct'
Ultimately, it must be stressed that since the term Islamophobia was coined in the Runnymede Trust report, some researchers and essayists have considered that it was generated as part of politically correct discourse. From this viewpoint Islamophobia is an 'invention,' a rhetorical term meant to be distant from any sort of euphemism and/or criticism addressed to both Muslims and the religion they profess.
At present, criticism of the 'politically correct' has shifted to a categorical pronouncement via which all aseptic discourse 'in favour' of the integration and understanding of a culture, way of life and respect for traditions, etc., of Arab and/or Muslim communities and individuals on a basis of equality is a first person attack directed at the 'counterpart' which apparently seeks to self-ascribe or self-define itself as Islamophobic, so as to legitimize any kind of criticism or socio-political response to those seeking to further a solid knowledge which transcends the essentialist and manipulative discourse seemingly imposed on Islam and Muslims who live in European societies and the West in general.
In this regard, the report (1997) made clear that not all criticism is based, or has to be based, on a stereotypical construction of the Arab and Muslim world, and that therefore as it does not depend on prejudices there are certain questions that can or should be criticized.
4. CRITICISM FROM THE NATIONAL CONTEXT: RETHINKING HISTORIC 'MOOROPHOBIA'
A number of critiques we have seen are repeated to greater or lesser extent in different European and/or Western countries and contexts. The Spanish case is no different here, as 'racial, ethnic and/or religious' criticism and discrepancies are articulated, along with criticism over 'terminology' and associated to identity-building processes, which circumscribe the reality of our national context.
Yet it cannot be said that there is a specific critical line, scientifically speaking, toward the concept of Islamophobia, which began to be used around 2000, when Islamic communities were becoming increasingly visible and in turn began to be more organized; scant consensus is nevertheless observed regarding its use. Acts such as those which occurred in Ceuta (Calamocarro 1995), El Ejido (Febrero 2000), Ca N'Anglada (Tarrasa) and Premià de Mar (2001-2002), etc., were labelled as racist, xenophobic anti-immigrant acts marked by anti-Moor prejudices and are exceptionally analyzed nowadays as Islamophobic acts.
Indeed, until very recently most acts against Muslims or Arabs were solely and exclusively linked to aspects such as xenophobia or anti-immigrant racism in both the political and social ambit by the very communities targeted by those acts. An in-depth look at this aspect distinguishes four different postures: those holding that Islamophobia does not exist as such; those who deny Islamophobia, but hold that a historic Mauro(Mooro)phobia does exist; those who opine that the Islamophobia seen in Spain is fundamentally the historic Moorophobia; and those who analyze and study Islamophobia and publicize such acts and/or attitudes.
On this point we must make it clear that for an in-depth study of discrepancies and/or criticism regarding the term Islamophobia, it is not necessary to work out the historic evolution of the concept itself or the alternative concepts (such as 'Maurophobia' and 'Moorophobia') linked to same in the Spanish context, given that such descriptions are usually based on the assumption that the concepts are static and that if not taken as such the strictly diachronic perspective used to study them treats them as such in most cases.
On the contrary, to understand the alternative use of concepts and the degree of consensus that has come to exist around the term Islamophobia, we shall focus our attention on three different processes which in short mark the dividing line between use of one or another term around our 'national specificity.' These processes are visibility of the 'other,' identity building and substantiation of the difference.
4.1. Visibility of the Other
The process of making visible the immigrant presence is generated via the Muslim communities' territorial occupation of spaces previously delimited by the destination society. The inflexion point for this process was in 1986, when Spain joined the then European Economic Community, given that since 1609 there had been no overly visible presence of Muslim or Arab communities in Spain. Spain began to take in a large and growing number of foreigners, of whom Muslim Maghebis are a significant percentage. This notwithstanding, the visibility of the 'Muslim immigrant population' is not the only factor accounting for the appearance of ethno-religious communities, i.e., the stigmatized 'other,' for other factors of a different nature play a role, such as the appearance of Spanish neo-Muslims, converts and social actors akin to same.
For this reason the search for identity seen in this process is closely linked to the social construction of a shared common space, forging identitary 'signs and features' which internally join related groups and in turn mark the difference vis-à-vis the exterior. Along with these phenomena, 'anti-Islamic and anti-Arab' attitudes still prevail in some sectors of Spanish society, a combination of different degrees of ethnic, religious and nationalist discrimination. Attitudes very deeply rooted in historic stigmatizations of the 'other,' an aspect which since the early Spanish nation-state project was founded in 1492 blended 'Arabophobia' and Islamophobia, were legitimized by continually overlapping 'pureblood laws' that merged a supposedly biological, ethnic and religious terminology, giving way to 'Moorophobia.'
Mooro(Mauro)phobia is therefore spoken of as an alternative terminology for Islamophobia, assuming from the start that the concept of 'Islam' as a religion is not understood by a broad majority of local social players, in neither their discourse nor their practice. In this case, the rejection (phobia) is not so much about the monotheistic religion, but rather the local visibility of the people who practice it. In other words, the Islamic 'whole' associated to the Islamic religion as a way of life amply manifested by any practicing Muslim is not understood in the prejudiced, misinformed and 'Westernized' view of those social players who formulate the 'phobia' based on different identity-building processes, in most cases diametrically opposed to the 'other.'
From this standpoint, the pre-existing historic racism throughout Spain's history as a nation-state and prior to the 9/11 attacks continues to exist, albeit polarized after these attacks. The feeling against Muslim communities based in Spain is held to be based not so much on religious grounds but rather on ethnic differentiation which refers to the 'Arabness of individuals' and more tangibly their condition as 'Moors' to 'justify' the phobia or rejection. This presumes a systematic confusion, very often predetermined, between 'Arabness,' 'Muslimness' and 'Islamism,' which justifies 'Islamophobia' based on a blend of ethnocentrism and cultural essentialism.
4.2. Identity-Building Processes
Parallel to visibility of the other is a process of identity-building, for the identity of a given group only emerges in situations of 'contact and interaction' with other groups, via a number of features which differentiate one group from another, and never as a feature of the group itself. In this identity-building process the historic memory is especially important, along with the 'invention of tradition.'
For this reason 'Islam' and its 'adjacent prejudiced categories'-Moor, Muslim, Islamist, Mohammedan, etc.-are continually compared in processes of building the identity of 'us' versus the 'other.' In this regard, use of the historic term 'Moorophobia' has been extended to most Muslim communities established in cities and regions, wherein the power structures essentialize majority and minority relations. On this point, Moorophobia is built on a basis of ignorance and in many cases 'panic'-an invasion, the historic past, etc.-regarding certain cultural and religious elements which the 'host society' holds to be unchangeable elements of its identitary conscience, and are very often conceptualized as being a threat to Western civilization and therefore incompatible, 'inferior and rejectable' in the ideal of 'European' life.
4.3. Substantiation of the Difference
Due to the other's visibility and the identity-building processes, a new process of substantiating the difference, essentialization and prejudices around the Arab and Muslim world arises. This requires a biologizing reinterpretation of social relations to confer solidity on the nation-state project, an aspect frequently based on an 'ethnic election myth' (Smith, 1996). That is, there is a 'selection of who is in and who is out' of the project. In this case, an approach is reflected, derived from relations based on biological racism via an ethnicity which constantly looks to the past to build the future of the group and community.
This reinterpretation of social relationships, based on the selective differentiation of cultural alterity, will eventually be dealt with in the processes of temporalization and 'selective historic memory,' causing continual 'conflicts' around belonging or not to the space previously marked out as territory by the resident communities and individuals.
The substantiation of identity therefore differentiates the distinct groups based on whether or not they have the potential to be assimilated, if not integrated, by the destination society. This differentiation begins with the idea that there are ethnic groups that are more or less easy to assimilate, due to cultural or linguistic closeness, etc., as opposed to others, such as the Arabs and Maghrebis, etc., who from the neo-racist standpoint are hard to assimilate. Moorophobia therefore holds that the other cannot be assimilated and is a threat to local, regional and nationalist bases of thought or identities.
5. CONCLUSIONS
As mentioned above, criticism voiced around the term Islamophobia is diverse in form and content, although closely linked both internationally and in the Spanish national context. Such criticism over 'acceptance' or not of the term in turn makes use of alternative concepts based on three major critical currents: religious, racial and ethno-cultural. To this are added etymological, identitary and political aspects, and those regarding freedom of expression or even ideological discourses.
The fact of 'criticizing' or disagreeing with a term is neither new nor negative, given that traditionally terms such as racism, anti-Semitism, xenophobia and homophobia, etc., have been roundly criticized and/or contested, resulting in countless ranges of acceptance which place in doubt the solidity or precision of same. Yet they have nevertheless been able to 'combatively' consolidate, both politically and socially.
Usually such criticism emerges as a reaction to some (pertinent or not) accusation, whether direct or indirect, implicit or explicit, or which simply affects our own identity and our different way of seeing the reality we face, with which we do not agree. This implies that different social players try in one way or another to discredit the correctness or use of a term and, in short, the social players who use them. However, there is also constructive criticism which aims to be a means for reflection, improvement or understanding, criticism which definitively concerns the elimination of all forms of social and political discrimination and stigmatization-in this case of religious minorities-regardless of whether one or another term is used.
In this regard, when observing the discrepancies around any 'controversial' concept such as Islamophobia, the only thing which remains clear is that no matter what we call it, there are acts and attitudes against the Islamic and Muslim communities that reside in our close surroundings, and which are specifically addressed to the Muslim population or what we consider as such. This new reality needs to be named, described and defined, as the only way to act vis-à-vis those who consciously or unconsciously position themselves against the Arab and/or Muslim communities in a prejudiced manner.
In the Spanish case, as in the aforementioned criticism in the international context, the contexts and their past and present are specific. This presumes the existence of countless cases whereby the realities associated to construction of the terms change and/or evolve, either positively or negatively. For example, contemporary racism, above all in Western societies, has been labelled or defined in the context of neoracism. Likewise, the term Moorophobia, which in its time was loaded with a great deal of historical symbolism, now no longer bears the nuances which for many social players made it an implicit part of the national reality or Spanish context. This non-conformity is also presented-a sort of déjà vu-in the case of Islamophobia.
We must nevertheless be aware that the problem we are facing is 'something' more than a witty play on words, in so far as we are speaking of acts and attitudes which essentialize and discriminate human beings, located far from the field of equality whereon social relations, should be governed. There is no doubt that this aspect should not or cannot have any place in the current system of democratic values in which we live.
Translation - Italian 2. L’ISLAMOFOBIA VERSUS LA DIVERSITÀ TERMINOLOGICA
I termini/concetti sono costruzioni teoriche derivate da una data realtà, che possono catturare e sintetizzare aspetti della realtà. Possono rispondere a costruzioni sociali derivanti da processi di interazione tra diversi individui (la loro identità e le loro usanze), o a costruzioni storiche che sono organizzate e modificate nel tempo e nello spazio in maniera variabile. Presumibilmente, dovremmo capire che il termine islamofobia è una maniera di “leggere” quello che sta succedendo, una maniera per esprimere la realtà (attuale) e rispondere dei relativi usi e costumi. In altre parole, l’islamofobia è un termine / concetto che abbiamo costruito per saldare insieme un “contenitore universale” di usanze e significati sociali, a prescindere dalle condizioni contestuali sulle quali quelli costruiti fino ad oggi si sono basati.
Queste condizioni sono varie nella “forma e contenuto”, come per esempio i diversi gradi di associazionismo, le componenti tecniche, le politiche di inclusione, le trattazioni dei mezzi di comunicazione di massa, ecc. Esse comprendono un infinito numero di azioni e comportamenti che non hanno alcun bisogno di essere evidenziati o precisati, stando alla logica quotidiana delle “minoranze e maggioranze”, ma che sono atti di esclusione piuttosto chiari e uno stato di massima “incertezza”, incentrati entrambi in particolar modo sull’ “altro”, e attualmente e storicamente sono essenzialmente la chiave di ciò che noi consideriamo islamofobia. Attacchi (verbali, fisici, in proprietà private dell’ “altro”, ecc.), stereotipi negativi, mimesi e commenti nel discorso con vari attori sociali, discriminazione sul lavoro, trascuratezza burocratica e ritardo nel costruire moschee, camere di preghiera e cimiteri, ecc., e persino il mancato riconoscimento di un’identità distintiva, sia etnica che religiosa, sono esempi di ciò che sempre più spesso accade nelle nostre società nei confronti di una certa popolazione, una minoranza che “noi” identifichiamo come straniera (anche se spagnola), araba e/o musulmana.
Sebbene il termine sembri esser stato definito sia per il suo aspetto “pratico” che teorico, cioè sembra esser stato definito cosa sia e cosa non sia un’azione e/o un comportamento islamofobico, è comunque severamente criticato da alcuni analisti / accademici per la sua ambiguità e per lo scarso consenso ricevuto, in termini di definizione, e a causa della sua applicazione e accettazione generale. Questa non-definizione permette l’affermarsi principalmente di tre correnti critiche, ampliamente correlate: religiosa, razziale ed etnico-culturale. C’è anche un’altra divisione della critica, la quale comprende l’etimologia, l’identità, la politica, la libertà di espressione e il discorso ideologico, ecc., che completano e/o integrano i tratti distintamente discrepanti inerenti il suo uso.
A questa critica è necessario aggiungere degli aspetti differenziali e contestuali, molti dei quali sono usati contro l’uso “universale” del termine. Dobbiamo mettere in chiaro a priori che l’importanza contestuale – riguardante nello specifico la critica indirizzata all’uso o meno del termine islamofobia – è relativa, dal momento che le basi per tale discriminazione, soprattutto dovuta all’11 settembre, sono mutate. Mentre il pregiudizio iniziale era diretto contro le popolazioni storicamente stigmatizzate, come la popolazione magrebina, e in particolar modo quella marocchina nel caso della Spagna, il pregiudizio attuale colpisce la popolazione musulmana in generale, indipendentemente da dove vengano le persone colpite da atti islamofobici. Inoltre, uno può dire che l’islamofobia oggigiorno è indirizzata alle persone che vengono definite come musulmane, indipendentemente dal fatto che lo siano o meno, e indipendentemente da come essi stessi si descrivano. Nel contesto spagnolo possiamo trovare un esempio di queste comunità etniche sub sahariane (come in altri contesti, la popolazione etnica stigmatizzata può essere un’altra, come la comunità senegalese. In questo caso, la “società ospitante” non associa meccanicamente un qualsiasi “nero” senegalese all’essere musulmano, invece c’è una reazione causa effetto in base a cui la maggior parte dei marocchini o magrebini (in passato colonizzati e non “remissivi”) sono musulmani, anche se il “punto di partenza” per entrambi i gruppi è lo stesso (in questo caso il Sunnismo, ecc.), lo stesso dei musulmani mouridi del gruppo etnico dei Wolof, o di coloro che appartengono alla confraternita dei Tijaan (Tijaniyyah) ecc.
Questo porta alla riflessione sui processi di formazione dell’identità contro l’ “altro”, per i quali nella maggior parte dei casi il luogo d’origine non viene distinto: non si sa chi sia il nemico inventato, né culturalmente, né etnicamente, e per sospetto viene esteso a tutto ciò che suona arabo, musulmano, o islamico, al di là delle analisi “sicure” riguardanti la costruzione della diversità. A questo proposito, l’unico musulmano buono, quello non soggetto ai pregiudizi e giudizi della società circostante, è quello che non si identifica come tale, o quello che evita di stare al centro dell’attenzione, o quello che nasconde la propria identità. Comunque, questo non è completamente valido, dato che l’etichetta della “musulmanità”, che identifica e, a volte, categorizza, o serve a discreditare un individuo, o una comunità, va oltre ai propri confini, dato che dipende da altri fattori e forse dalla visione non obiettiva che abbiamo riguardo “noi” contro l’altro.
3. APPROCCI CRITICI DAL CONTESTO INTERNAZIONALE
Nel contesto internazionale, possiamo osservare un numero di approcci critici, che hanno a che vedere con la costruzione nazionale del concetto, ispirati dalla natura specifica di ogni Paese, ma che offrono anche delle connotazioni che possono essere “generalizzate” per quanto riguarda contesti e esperienze europee e/o occidentali.
A questo riguardo, dovremmo prima di tutto analizzare la critica associata all’aspetto razziale, etnico e religioso. In secondo luogo, l’aspetto etimologico, identitario e critico della libertà d’espressione, prendendo in considerazione le differenze che emergono dalla struttura del discorso ideologico. Come terzo e ultimo aspetto, ci dovremmo focalizzare sulla “critica” che ritiene che l’islamofobia sia nata come concessione del linguaggio politicamente corretto.
3.1 Aspetto razziale, etnico e religioso
Dal punto di vista della “critica razziale”, il concetto di islamofobia non ha niente di specifico che non sia stato precedentemente incluso a livello semantico e pure legale dal termine razzismo. Il razzismo in particolare, dalla prospettiva psicoanalitica, viene visto come l’incapacità di alcune persone a sopportare il diverso, come pure l’incapacità di avere a che fare con delle somiglianze con l’ “altro”. Fissato ciò, diventa evidente che l’islamofobia possa (o dovrebbe) essere concepita come una specie di paura post moderna, una paura che coinvolge le élite della società occidentale, dato che va contro le tendenze intellettuali contemporanee che lottano contro l’essenzialismo e il relativismo. A tal proposito, l’islamofobia diventa un’altra forma di fobia o di razzismo, cioè un’incapacità di avere a che fare con ciò che è realmente, o anche solo apparentemente, diverso.
Così pure per altri il pregiudizio intorno all’Islam è spesso percepito come una mera giustificazione, una nuova maniera di giustificare e indicare vecchi fenomeni conosciuti a tutti, quali la discriminazione, il razzismo, e/o la xenofobia (la fobia riguardante gli immigrati). Non è quindi corretto in questo caso parlare di islamofobia, ma piuttosto di un “nuovo razzismo” bilaterale, che tra i vari elementi combina razza, nazionalismo, religione, cultura e storia. Paura e/o discriminazione verso i musulmani è perciò un nuovo stadio dell’evoluzione del razzismo, costruito a partire da una differenziazione culturale, religiosa e storica, ma anche dovuto ad altri fattori quali il fenotipo, il modo di vestirsi e aspetti culturali, ecc. Stando a questo punto di vista, sarà raro che la società rifiuti fin dall’inizio i musulmani nella comunità per la fede che professano, ma avverrà piuttosto per la loro “condizione razziale” e/o per la loro condizione di immigrati, stranieri, o estranei.
Ma non possiamo accantonare l’ “aspetto religioso” dell’Islam e il coinvolgimento di quest’ultimo negli aspetti religiosi, sociali, politici e culturali degli individui musulmani e delle comunità. Dal momento in cui la connotazione religiosa entra in gioco, nasce un’altra serie di discrepanze di carattere “religioso”. A questo riguardo, la “critica religiosa” ci mette di fronte a due questioni: da un lato, quell’ islamofobia può essere usata da alcuni musulmani o dalle comunità per impedire qualsiasi critica all’Islam quale religione, evitando così che la religione che professano venga in qualche modo messa in discussione; dall’altro, ci son persone che ritengono che il termine sia fuorviante, dato che presume implicitamente la preminenza della discriminazione religiosa (fobia contro il singolo, unitario e immutabile Islam), quando ci sono altre forme di discriminazione che possono essere etniche, razziali, o razzismo di classe, ecc., che hanno decisamente maggiore rilevanza o son comunque quantitativamente ben rappresentate. Per questa ragione la connotazione religiosa che può accompagnare il termine islamofobia viene esclusa, dato che in diversi Paesi la religione viene spesso vista come un ostacolo all’integrazione. La critica su questo punto ha a che fare anche con aspetti come il laicismo, o la realizzazione di una società secolare, dove si ritiene che la rappresentazione della religione dovrebbe aver luogo prevalentemente in contesti privati.
In questo dibattito sulla connotazione religiosa, non dobbiamo dimenticare che la religione è ancora una dimensione fondamentale nel processo della formazione delle identità etniche, e questo “nonostante” la natura mutevole della religione, lontana dallo scomparire, vista la logica della ragione strumentale, o “riappare” o “ritorna”. In parole semplici, le religioni sono lì, anche se non conosciamo come capire e/o analizzare ciò da un punto di vista teorico riduzionista. Quindi, lungi dallo scomparire, le religioni sono in continua fase di rinnovamento, prendono nuova vita e si moltiplicano, e, in certi casi, si riscoprono tramite un processo di adattamento che dà significato all’ “uno” contrapposto all’ “altro”.
Dall’analisi della “critica religiosa” emerge la “critica etnica”, dato che alcuni interpreti considerano la discriminazione verso i musulmani indirizzata alla forma comunitaria dell’identità etnica piuttosto che all’aspetto basato sui credo e/o sulla fede personale. Ovvero, in questo caso, il pregiudizio contro i musulmani può essere paragonato al pregiudizio etnico (quindi paragonato a una terminologia biologizzante, come il concetto di razzismo e xenofobia, più che al concetto di pregiudizio religioso), visto che hanno preso in considerazione il caso del termine islamofobia.
Per spiegare questo punto di vista, dobbiamo tener presente che l’etnicità è il prodotto del processo di identificazione, che può essere definito come l’organizzazione sociale della differenza culturale. Quindi, ciò che conta veramente, quando viene spiegata l’etnicità, non è tanto il contenuto culturale dell’identità presa in modo isolato, ma quanto i meccanismi di interazione che per un certo repertorio culturale strategico e selettivo confermano o mettono in dubbio i limiti collettivi. Per questa ragione il processo musulmano di essenzializzazione contemporanea è come un nuovo processo per la legittimazione dell’etnizzazione dell’ “altro”, cioè l’alterità di un individuo o di un gruppo rispetto all’ “altro”. L’etnizzazione è quindi considerata quale processo che prevede che certi collettivi siano definiti e percepiti come estranei, cioè come attori alieni nei loro territori. Un altro genere di etnizzazione avviene quando un collettivo di immigrati, che avevano precedentemente adottato il loro Paese di residenza come una “patria”, viene affrontato da un insieme di cittadini che rifiuta radicalmente che i primi possano entrare a far parte della vita politica ed economica del Paese. In questo caso, per i collettivi di immigrati musulmani, il voler diventare membri a tutti gli effetti non è sufficiente, ma piuttosto la loro volontà deve essere rispettata a livello legale e dai cittadini di quel Paese. È in quel momento che lo status etnico di un collettivo comincia a far parte dello Stato-nazione in cui risiede.
Ciò nonostante, dobbiamo constatare che attualmente abbiamo di fronte una realtà più varia ed eterogenea, dato che, a prescindere dall’origine etnica, molti musulmani europei vengono discriminati nel settore del lavoro, dell’istruzione, abitativo, ecc..
3.2 Aspetto della libertà di espressione etnologica e identitaria e del discorso ideologico
Come accennato in precedenza, c’è un altro ordine di critica, o discrepanza, nei confronti del termine islamofobia, il quale, sebbene assolutamente collegato agli aspetti etnici, religiosi e culturali, è in sé usato come critica individuale, per quanto riguarda l’uso di questa terminologia.
È prima di tutto questo il caso della “critica etimologica/terminologica”. Da questo punto di vista, i termini “razzismo anti musulmano”, “anti arabo”, o addirittura “intolleranza nei confronti dei musulmani”, sono più chiari del termine islamofobia, per diverse ragioni. Da un lato, l’uso della parola “fobia” non è considerata concettualmente adeguata, visto che implicherebbe l’esistenza di una sorta di malattia (fobia: avversione ossessiva nei confronti di qualcuno o qualcosa e/o paura irrazionale compulsiva); dall’altro, il termine islamofobia non è ritenuto “ideale”, perché non c’è un rifiuto specifico dell’Islam quale religione, ma piuttosto un rifiuto degli individui o dei collettivi musulmani, o di coloro che si definiscono tali. Questo tipo di critica fa pure un’analogia tra la parola islamofobia e il termine “antisemitismo”, spiegando che da un punto di vista grammaticale antisemitismo dovrebbe indicare un pregiudizio contro i semiti in generale, sebbene venga esclusivamente riferito all’avversione nei confronti degli ebrei. A questo riguardo, l’islamofobia grammaticalmente scorretta richiederebbe i centocinquanta anni di cui il termine “antisemitismo” ha avuto bisogno per diventare grammaticalmente accettabile, con l’eccezione che gli ebrei si riconoscono e sono riconosciuti quali gruppo etnico singolo, contrariamente al caso dei musulmani.
Parallelamente, l’inserimento del termine “Islam” nella parola islamofobia solleva un’ulteriore discrepanza: sulla base di una questione innegabile, la diversità religiosa, razziale, culturale ed etnica dei gruppi “presumibilmente” oggetto dell’islamofobia, il termine islamofobia omogeneizza tutto ciò che è associato con l’Islam, e quindi con i musulmani. In questo processo di omogeneizzazione, la diversità delle comunità e degli individui viene essenzializzata e processi distinti e differenziati rientrano alla fine in uno stesso concetto. Si ritiene a sua volta che un ampio uso del termine islamofobia da parte di diverse comunità possa essenzializzare la pluralità interna anche a livello locale, regionale, nazionale e internazionale.
Altri termini, che semanticamente cercano di approcciare le particolarità o “realtà” nazionali (oltre al più esteso “razzismo anti arabo e anti musulmano”), stanno diventando linee alternative seppur critiche per quanto riguarda l’uso del termine islamofobia. Per esempio “Islamfeindichkeit” nel contesto tedesco significa letteralmente ostilità nei confronti dell’Islam, o il suo rifiuto, ma non fobia nel senso di paura, o “maurofobia/morofobia” nel caso spagnolo.
In secondo luogo, dovremmo guardare alla “critica” connessa al “processo di formazione dell’identità”, che inizialmente non rifiuta l’uso del termine, ma ne mette in dubbio la generalizzazione e il valore dello stesso, come anche la sua capacità di descrivere la realtà sociale in una maniera non essenzializzata. Questa critica è destinata a mostrare sia l’uso che l’abuso della terminologia – islamofobia – che abbiamo noi stessi costruito. Tale formazione dell’identità presume che il termine islamofobia non sia indirizzato a “senso unico” alle comunità e/o agli individui mussulmani, ma anzi che il pregiudizio con cui abbiamo a che fare sia più verosimilmente a doppio senso. Secondo questa tesi, il termine islamofobia non è completo, dato che per capirlo dovremmo andare a scavare nel dibattito pubblico contemporaneo riguardante l’”Islam” e l’“Occidente”, e dovremmo anche delimitare la questione “interrelazionale” poco chiara che si è creata.
Da questo punto di vista entrambi “musulmani” e “occidentali” hanno la tendenza a essenzializzare sia la popolazione musulmana che la restante popolazione non musulmana. Da una parte c’è un “allarmismo” sociale diffuso, basato sulla “minaccia” di come l’Islam rappresenti il “mondo occidentale”, dall’altra come dall’Occidente viene presentato ai mussulmani. La “semplificazione” dal punto di vista occidentale comprende un numero di pregiudizi riguardanti vari aspetti associati al mondo che circonda l’Islam: credere che tutti i musulmani, o la maggior parte, siano terroristi; considerare largamente diffuso il “grado di aggressività” disseminato da mezzi d’informazione nei confronti dei Paesi arabi; pensare che il ripudio universale dei diritti umani interessi l’intero mondo arabo; sostenere che miliardi di musulmani, i loro gruppi sociali ed etnici, siano tutti la stessa cosa. Ugualmente e bilateralmente vi è un processo di essenzializzazione da parte dei musulmani riguardo l’Occidente. È la “semplificazione” a priori dei musulmani di un Occidente vasto e uniforme, assieme all’idea stereotipata di un’identità musulmana unitaria e universale singola estesa a tutti i musulmani, ai loro testi sacri e alla loro cultura.
Riguardo ciò, prima dei distinti processi di intolleranza sociale e religiosa occidentale, processi il cui risultato tangibile si vede in conflitti che rifiutano l’ “altro” e sono a loro volta la radice dell’islamofobia, aveva cominciato a generarsi un infinito numero di risposte all’esclusione sociale, come per esempio segni di perdita di potere e di destrutturazione delle basi del pensiero identitario, al di là dell’irrigidimento delle posizioni ideologiche occidentali e della radice del concetto vero e proprio di islamofobia.
Terzo, ci siamo imbattuti su critica e discrepanze che considerano l’uso del termine islamofobia essere immeritato, assieme al rispettivo peso simbolico, dato che intralcia la libertà di espressione di certi settori e/o attori sociali. Questa discussione è emersa inizialmente come critica della relazione della Runnymede Trust. Coloro che attualmente sostengono che la mancanza di libertà di espressione giustifichi l’insistenza, o l’imprecisione, del termine islamofobia sfruttano in parte la reazione di diversi settori dell’opinione pubblica, mussulmani o meno che siano: per esempio, la polemica sulle caricature di Maometto (2005), il film Fitna (del deputato olandese di estrema destra Geert Wilders), o la rappresentazione teatrale The satanic verses, tratta dal libro dall’omonimo titolo di Salman Rushdie, la cui prima fu in Germania il 30 aprile 2008, ecc. Questi e altri attori sociali ritengono che il peso dell’ islamofobia intralci la loro libertà d’espressione. Ironicamente, essi puntano il dito alla “libertà di espressione” goduta da persone che vogliono condannare, o denunciare, discorsi e atti, come il “Premio Islamofobia” dato dalla Commissione Islamica dei Diritti Umani, un’organizzazione britannica.
Su questo punto, dobbiamo notare che la libertà di espressione, quantunque essenziale per la realtà democratica, non dovrebbe essere considerata un valore universale assoluto. Dovrebbe attuarsi all’interno di basi giuridiche stabilite e sotto la responsabilità etica e giuridica propria dei diversi attori sociali coinvolti. Questo significa che i discorsi islamofobici non possono venire giustificati tramite il ricorso alla protezione dei diritti fondamentali.
In quarto e ultimo luogo, dovremmo tenere in considerazione le differenze riguardanti il termine islamofobia nella struttura del “discorso ideologico”. Questa critica è fondata sul desiderio dei ricercatori e/o accademici di dimostrare che l’islamofobia esiste nella società oggetto dei loro studi; essi indagano così tanto da generalizzare e fare considerazioni universali senza alcun criterio, sia riguardo il fenomeno che per le distinte letture associate allo stesso. Con tale generalizzazione, il significato originale del termine islamofobia va perso e la realtà presa in osservazione viene distorta. Da questo punto di vista, la critica è indirizzata alla nostra incapacità di distinguere tra discorso e pratica. A livello discorsivo non tutto può o dovrebbe esser chiamato islamofobia.
Ciò implica una critica velata sul come il termine islamofobia abbia raggruppato una varietà di forme di discorso e azioni, atta mostrare che qualsiasi atto reputato islamofobico derivi dallo stesso nucleo ideologico, che ha distorto e/o perso il suo significato originale. Questa “critica” punta a mostrare che l’uso indiscriminato di questa terminologia non è positivo e che “non tutti gli atti o incidenti islamofobici sono islamofobia”. Per evitare questa “generalizzazione”, si ritiene che tutte le nuance osservabili e relazionate a fatti giudicati islamofobici debbano essere studiate a fondo, perché sarebbe sbagliato dover scegliere tra islamofobia o “niente”. A tal fine, si propone una distinzione, fatta a seconda delle specificità nazionali, tra discussioni accademiche sull’Islam e la modernità; dibattiti pubblici sul se l’Islam riconosca il principio di separazione tra Stato e Chiesa; il clamore pubblico che essenzializza l’Islam; le forme di incitamento all’odio, come il discorso associato alla morte di Theo van Gogh, ecc.
3.3 “Critica” del “politicamente corretto”
Infine, va sottolineato che da quando il termine islamofobia è stato coniato nella relazione della Runnymede Trust, alcuni ricercatori e saggisti hanno ritenuto che fosse stato creato come parte del discorso politicamente corretto. Da questo punto di vista, l’islamofobia è un’invenzione, un termine teorico che è destinato a essere distante da ogni sorta di eufemismo e/o critica indirizzata sia ai musulmani che alla religione che essi professano.
Al momento, la critica del “politicamente corretto” viene rinviata a una dichiarazione categorica, tramite la quale tutto il discorso asettico “in favore” dell’integrazione e della comprensione di una cultura, di uno stile di vita e di rispetto per le tradizioni, ecc., delle comunità e individui arabi e/o musulmani sulla base dell’uguaglianza, è un attacco in prima persona diretto alla “controparte”, che apparentemente cerca di auto attribuirsi e autodefinirsi come islamofobica, così questo legittima ogni tipo di critica o risposta socio-politica a coloro che cercano favorire una conoscenza solida, che trascende il discorso essenzialista e manipolativo apparentemente imposto sull’Islam e i musulmani che vivono in società europee e in Occidente in generale.
A tal proposito, la relazione (1997) ha messo in chiaro che non tutta la critica è basata, o deve essere basata, su una costruzione stereotipata del mondo arabo e musulmano, e che, quindi, visto che non dipende dai pregiudizi, certe questioni possono o dovrebbero essere criticate.
4. CRITICA DAL CONTESTO NAZIONALE: RIPENSARE LA STORICA “MOROFOBIA”
Un numero di critiche che abbiamo visto ricorrono, in misura più o meno vasta, in diversi Paesi e contesti europei e/o occidentali. Il caso spagnolo non è diverso, visto che si riscontrano critica e discrepanze “razziali, etniche e/o religiose”, assieme alla critica riguardante la “terminologia” e associata al processo di formazione dell’identità, che circoscrivono la realtà del nostro contesto nazionale.
Non si può ancora affermare che ci sia una linea critica specifica, scientificamente parlando, nei confronti del concetto di islamofobia, che cominciò ad essere usato intorno al 2000, quando le comunità islamiche stavano diventando maggiormente visibili e di conseguenza anche più organizzate; uno scarso consenso viene ciononostante osservato riguardo il suo uso. Atti come quelli avvenuti a Ceuta (Calamocarro 1995), El Ejido (Febbraio 2000), Ca N’Anglada (Tarrasa) e Premià de Mar (2001-2002), ecc., sono stati etichettati come atti razzisti, xenofobi anti immigrati segnati dai pregiudizi contro i mori e sono eccezionalmente analizzati oggigiorno come atti islamofobici.
Infatti, fino a poco tempo fa, la maggior parte degli atti contro i musulmani o contro gli arabi erano solo ed esclusivamente collegati ad aspetti quali la xenofobia, o il razzismo anti immigrato, sia in ambito politico che sociale, proprio dalle comunità colpite da quegli atti. Nell’approfondire questo aspetto, si distinguono quattro diverse posizioni: coloro secondo cui l’islamofobia in sé non esiste; coloro che negano l’islamofobia, ma credono che una “morofobia” storica sia veramente esistita coloro che opinano che l’islamofobia vista in Spagna sia fondamentalmente la storica “morofobia”; e coloro che studiano e analizzano l’islamofobia e ne pubblicizzano gli atti e/o i comportamenti.
Su questo punto dobbiamo mettere in chiaro che, per uno studio approfondito delle discrepanze e/o della critica riguardante il termine islamofobia, non è necessario esaminare l’evoluzione storica del concetto stesso o di concetti alternativi (come la “maurofobia” e la “morofobia”), collegati allo stesso nel contesto spagnolo, dato che queste descrizioni sono solitamente basate sul presupposto che i concetti siano statici e che, se non sono considerati tali, la prospettiva strettamente diacronica usata per studiarli, li tratti come tali nella maggior parte dei casi.
Al contrario, per capire l’uso alternativo di concetti e il grado di consenso che si è creato intorno al termine islamofobia, dovremmo focalizzare la nostra attenzione su tre diversi processi, che, in poche parole, fanno da linea divisoria tra l’uso di uno piuttosto che un altro termine in merito alla nostra “specificità nazionale”. Questi processi sono visibilità dell’ “altro”, formazione dell’identità e fondatezza della differenza.
4.1 Visibilità dell’Altro
Il processo di rendere visibile la presenza degli immigrati viene generato dall’occupazione territoriale delle comunità musulmane, precedentemente delimitata dalla società di destinazione. Il punto di inflessione per questo processo si è verificato nel 1986, quando la Spagna si è unita alla Comunità Economica Europea, dato che era dal 1609 che non vi era una presenza eccessivamente visibile delle comunità arabe o musulmane in Spagna. La Spagna cominciò ad accogliere un numero di stranieri piuttosto alto e in continua crescita, di cui i magrebini musulmani sono una percentuale significativa. Nonostante ciò, la visibilità della “popolazione immigrata musulmana” non è l’unico fattore che conta per la comparsa di comunità etno-religiose, cioè l’ “altro” stigmatizzato, perché altri fattori di diversa natura svolgono un ruolo, come la comparsa di neo-musulmani spagnoli, convertiti e attori sociali simili.
Per questa ragione la ricerca dell’identità vista in questo processo è strettamente collegata alla costruzione sociale di uno spazio comune condiviso, dove vengono forgiati “segni e caratteristiche” identitari che internamente vengono collegati ai relativi gruppi e, a sua volta, segnano la differenza con l’esterno. Assieme a questi fenomeni, comportamenti “anti islamici e anti arabi” prevalgono ancora in alcuni settori della società spagnola, una combinazione di gradi diversi di discriminazione etnica, religiosa e nazionalista. Questi comportamenti, le cui radici affondano nelle stigmatizzazioni storiche dell’ “altro”, un aspetto già dal progetto Nazione-Stato spagnolo fondato nella combinazione dell’“arabofobia” con l’“islamofobia”, vennero legittimati da una serie ininterrotta di “leggi purosangue” a cui era annessa una terminologia apparentemente biologica, etnica e religiosa, che ha aperto la strada alla “morofobia”.
Morofobia, o maurofobia, è quindi considerata una terminologia alternativa a islamofobia, che presume fin dall’inizio che il concetto di islam quale religione non sia capito dalla maggior parte degli attori sociali locali, né nei loro discorsi, né in pratica. In questo caso, il rifiuto (fobia) non riguarda tanto la religione monoteista, ma anzi riguarda la visibilità locale delle persone che la praticano. In altre parole, il “tutto” islamico associato alla religione islamica come stile di vita ampiamente manifestato da qualsiasi mussulmano praticante non è capito nella visione prevenuta, disinformata e occidentalizzata di quegli attori sociali che formulano la “fobia” sulla base di diversi processi di formazione dell’identità, nella maggior parte dei casi diametralmente opposta all’ “altro”.
Da questo punto di vista, il razzismo storico pre-esistente presente in tutta la storia della Spagna, quale Nazione-Stato, e precedente gli attacchi dell’11 settembre, continua ad esistere, quantunque diviso dopo questi attacchi. L’impressione negativa che c’è nei confronti delle comunità mussulmane stazionate in Spagna si ritiene sia basata non tanto su motivazioni religiose ma anzi sulla differenziazione etnica, che fa riferimento all’ “arabità degli individui” e più evidentemente alla loro condizione di “mori” per “giustificare” la fobia, o il rifiuto. Questo suppone una confusione sistematica, molto spesso premeditata, tra “arabità”, “mussulmanità” e “islamismo”, che giustifica l’ “islamofobia”, che si basa su un miscuglio di etnocentrismo e essenzialismo culturale.
4.2 Processo di formazione dell’identità
Parallelamente alla visibilità dell’altro, vi è il processo di formazione dell’identità, perché l’identità di un dato gruppo emerge solo in situazioni di “contatto e interazione” con altri gruppi, con un numero di caratteristiche che differenziano un gruppo dall’altro, e mai per una caratteristica del gruppo stesso. In questo processo di formazione dell’identità la memoria storica è particolarmente importante, assieme all’ “invenzione della tradizione”.
Per questa ragione l’ “Islam” e le sue “categorie pregiudicate adiacenti” – i mori, i mussulmani, gli islamisti, i maomettani, ecc. – vengono continuamente riscontrati nei processi di formazione dell’identità di “noi” contro l’ “altro”. A questo proposito, l’uso del termine storico “morofobia” viene esteso alla maggior parte delle comunità mussulmane stabilite in città e regioni, in cui le strutture del potere essenzializzano le relazioni di maggioranza e minoranza. In relazione a ciò, la morofobia si fonda sull’ignoranza e in molti casi sul “panico” – un’invasione, il passato storico, ecc. – nei confronti di certi elementi culturali e religiosi che la “società ospitante” reputa elementi immutabili della propria coscienza identitaria, e sono spesso concettualizzati come minaccia per le civiltà occidentali e quindi incompatibili, “inferiori e rifiutabili” nell’ideale della vita “europea”.
4.3 Fondatezza della differenza
A causa della visibilità dell’altro e dei processi di formazione dell’identità, emerge un nuovo processo di fondatezza della differenza, essenzializzazione e pregiudizi intorno al mondo arabo e musulmano. Questo richiede una reinterpretazione biologizzante delle relazioni sociali per conferire solidità al progetto Nazione-Stato, un aspetto frequentemente basato su un “mito di selezione etnica” (Smith, 1996). Cioè, vi è una “selezione di chi fa parte e chi non fa parte” del progetto. In questo caso, è possibile notare un approccio, che è derivato dalle relazioni basate sul razzismo biologico, con un’etnicità che guarda costantemente al passato per costruire il futuro del gruppo e della comunità.
Questa reinterpretazione dei rapporti sociali, basata sulla differenziazione selettiva dell’alterità culturale, avrà infine a che fare con i processi di temporalizzazione e “memoria storica selettiva”, causando incessanti “conflitti” riguardanti l’appartenenza o meno allo spazio precedentemente definito come territorio dalle comunità e dagli individui residenti.
La fondatezza dell’identità quindi differenzia i diversi gruppi sulla base del fatto che abbiano o meno il potenziale per essere assimilati, se non integrati, dalla società di destinazione. Questa differenziazione parte dall’idea che esistano gruppi etnici che sono più o meno facili da assimilare, a causa della vicinanza culturale o linguistica, ecc., in opposizione ad altri, come quelli arabi e magrebini, ecc., che dal punto di vista neo-razzista son difficili da assimilare. Secondo la morofobia quindi l’altro non può essere assimilato ed è una minaccia per le basi del pensiero o identità locali, regionali e nazionaliste.
5. Conclusioni
Come sopraccitato, la critica espressa intorno al termine islamofobia è varia in forma e contenuto, sebbene strettamente collegata al contesto nazionale sia internazionalmente che in Spagna. Tale critica sull’ “accettazione” o meno del termine fa a sua volta uso di concetti alternativi basati su tre correnti critiche maggiori: religiosa, razziale e etnico-culturale. A ciò vanno aggiunti aspetti etimologici, identitari e politici, ma anche quelli riguardanti la libertà di espressione, o addirittura i discorsi ideologici.
Il fatto di “criticare” o disapprovare un termine non è né nuovo né negativo, dato che termini come razzismo, antisemitismo, xenofobia, e omofobia, ecc., sono stati tradizionalmente criticati e/o contestati in toto, con il risultato che si è avuta una infinita varietà di accettazione che mette in dubbio la solidità o la precisione dello stesso. Ma sono ciononostante stati in grado di consolidarsi “combattivamente”, sia politicamente che socialmente.
Solitamente, una critica del genere emerge come reazione a qualche accusa (pertinente o meno), diretta o indiretta che sia, implicita o esplicita, o che semplicemente concerne la nostra identità e la maniera diversa che abbiamo di vedere la realtà di fronte a noi, con la quale siamo in disaccordo. Questo implica che diversi attori sociali cercano in una maniera o nell’altra di discreditare la correttezza o l’uso di un termine e , in breve, gli attori sociali che li usano.
Comunque, c’è anche una critica costruttiva che punta ad essere un mezzo di riflessione, miglioramento o comprensione, critica che sicuramente concerne l’eliminazione di tutte le forme di discriminazione e di stigmatizzazione sociali e politiche , in questo caso riguardanti le minoranze religiose, non curante del fatto che venga usato uno piuttosto che un altro termine.
A questo proposito, quando si osservano le discrepanze intorno a qualsiasi termine “discutibile” come l’islamofobia, l’unica cosa che rimane chiara è che al di là di come la chiamiamo, ci sono atti e comportamenti contro le comunità islamiche e mussulmane che risiedono nei nostri dintorni e che sono specificamente indirizzati alla popolazione mussulmana, o a ciò che noi consideriamo tale. Questa nuova realtà ha bisogno di avere un nome, di essere descritta e definita, visto che è l’unica maniera di agire nei confronti di coloro che, consciamente o inconsciamente, prendono posizione contro le comunità arabe e/o mussulmane in modo prevenuto.
Nel caso spagnolo, come precedentemente detto riguardo la critica nel contesto internazionale, il contesto, il loro passato e presente, sono specifici. Questo presuppone l’esistenza di infiniti casi, in cui le realtà associate alla formazione del termine cambiano e/o evolvono, o positivamente o negativamente. Per esempio, il razzismo contemporaneo, soprattutto nelle società occidentali, è stato etichettato, o definito, come neorazzismo. Così anche il termine morofobia, che all’epoca venne caricato di tanto simbolismo storico, non implica più le nuance che per tanti attori sociali lo resero una parte implicita della realtà nazionale o del contesto spagnolo. Tale non conformità si presenta anche, come una specie di déjà vu, nel caso dell’islamofobia.
Ciononostante, dobbiamo riconoscere che il problema che stiamo affrontando è “qualcosa” di più che un gioco di parole arguto, perché, nella misura in cui stiamo discutendo, ci sono atti e comportamenti che essenzializzano e discriminano gli esseri umani, che si trovano lontani dalla parità, vedi le relazioni sociali, che dovrebbero essere regolati. Non vi è dubbio che questo aspetto non dovrebbe né potrebbe avere un posto nel sistema di valori democratici attuale in cui viviamo.
