L'Amérique est isolée sur ce dossier clé de sa politique étrangère.
La perspective de voir les Palestiniens venir chercher à l'ONU la reconnaissance formelle de leur État est un sacré casse-tête diplomatique pour l'Amérique d'Obama. S'il ne parvient à convaincre le président Mahmoud Abbas de renoncer à ce projet d'ici au 20 septembre, date d'ouverture de l'Assemblée générale des Nations unies, le président américain sans doute le plus pro-palestinien de ces dernières décennies se retrouvera dans la situation paradoxale de devoir opposer son veto à une éventuelle résolution palestinienne au Conseil de sécurité pour protéger les intérêts de son allié stratégique israélien.
Les États-Unis seront de plus incapables d'empêcher la demande de reconnaissance étatique d'être approuvée dans l'hypothèse où elle serait présentée à l'Assemblée générale, ce qui apparaît comme le scénario le plus probable. Malgré les messages officiels que le département d'État a envoyés à plus de 70 pays pour les convaincre du danger d'appuyer une reconnaissance unilatérale, Washington n'a pas les voix dont elle aurait besoin pour bloquer l'initiative. Autant dire que l'Administration Obama risque de se retrouver isolée et impuissante sur l'un des dossiers clés de la politique moyen-orientale. Un échec qui viendrait alourdir le climat de désarroi et de paralysie qui flotte à la Maison-Blanche, plombée par les chiffres du chômage et la chute libre d'Obama dans les sondages.
Tentatives de dernière minute
Selon le New York Times, Washington craint en outre de déclencher, en brandissant son veto, une nouvelle vague d'anti-américanisme susceptible d'enflammer un Proche-Orient tout juste sorti du printemps arabe, mais dont l'avenir est plus que brouillé. L'équipe présidentielle redoute enfin les tensions intra-européennes et transatlantiques que le sujet ne manquera pas de susciter, alors que les Occidentaux ont tant de raisons de serrer les rangs face à la crise économique.
Toutes ces peurs expliquent les tentatives de dernière minute que mène Washington pour convaincre Abbas de renoncer à son projet. L'idée, bien tardive et peu susceptible de réussir vu la proximité des échéances, vise à tenter de relancer une dynamique de négociation israélo-palestinienne en arrachant aux deux parties des propositions suffisamment alléchantes. Le représentant du Quartet (États-Unis, UE, Russie et ONU), Tony Blair, est sur le terrain pour tenter de sonder les protagonistes. Jeudi, l'envoyé spécial américain David Hale, qui a remplacé au printemps George Mitchell à ce poste, rencontrera Abbas à cette même fin. C'est «l'ultime tentative américaine pour sauver ce qui peut l'être», a confié Yasser Abed Rabbo, l'un des dirigeants palestiniens qui dit s'attendre à ce que Hale émette des «menaces et mises en garde allant du boycott financier à des mesures concernant la représentation de l'OLP aux Nations unies».
Une relation singulière
Les experts soulignent que l'Amérique n'a pas vraiment d'autre choix que celui de se ranger aux côtés de son allié israélien, vu la relation singulière qui lie les deux pays. Obama, qui a affirmé dès le départ qu'il n'accepterait pas de soutenir une démarche unilatérale palestinienne, ne peut courir le risque de s'aliéner les lobbys pro-Israël, très écoutés au Congrès, qui définissent traditionnellement la politique israélienne des États-Unis.
Certains intellectuels juifs libéraux comme Roger Cohen s'en affligent. Dans le New York Times, celui-ci dénonçait mardi «le cul-de-sac rempli de tabous de la politique américaine vis-à-vis d'Israël, une politique étrangère qui dans une large mesure est une politique intérieure». Et d'ajouter que le choix de l'isolement diplomatique par Nétanyahou «non seulement affaiblissait Israël mais bafouait les intérêts de son allié stratégique le plus proche, les États-Unis». L'expert Joel Rubin, qui représente un groupe de pression pro-israélien libéral, s'inquiète quant à lui des effets que cette situation aura sur «la capacité des États-Unis à influencer les nouveaux pouvoirs issus du printemps arabe». «Si nous opposons un veto sur la Palestine, même si nous avons raison sur les dangers d'une approche unilatérale, nous aurons du mal à être audibles et crédibles sur la question de l'autodétermination des peuples et de la démocratie», dit-il, prévoyant «une position rhétorique très inconfortable»

America is alone on this key foreign policy issue.
The prospect of seeing the Palestinians seek formal recognition of their state from the UN is quite a diplomatic headache for the Obama administration. If he fails to convince President Mahmoud Abbas to abandon the project by September 20, the opening day of the UN General Assembly, the undoubtedly most pro-Palestinian U.S. president in recent decades will be in the paradoxical situation of having to veto any Palestinian resolution at the Security Council to protect the interests of its strategic ally, Israel.
Furthermore, the United States would be unable to prevent the demand for state recognition from being approved in the event that it's submitted to the General Assembly, which appears to be the most likely scenario. Despite the official messages that the State Department has sent to more than 70 countries to convince them of the danger in supporting unilateral recognition, Washington does not have the votes it would need to block the initiative. It suffices to say that the Obama administration could end up isolated and powerless on one of the key issues of Middle Eastern politics. A failure that would add to the climate of confusion and paralysis that lingers in the White House, weighed down by unemployment figures and Obama's falling approval rating in the polls.
Last-minute attempts
According to the New York Times, Washington also fears that by brandishing its veto, it will trigger a new wave of anti-Americanism likely to inflame the Middle East, which although fresh out of the Arab Spring, has a very unclear future. Finally, the presidential team fears intra-European and transatlantic tensions that the subject will not fail to arouse while Westerners have so many reasons to close ranks against the economic crisis.
All these fears explain the last-minute attempts led by Washington to convince Abbas to abandon his project. The idea, rather late and unlikely to succeed given the proximity of the deadlines, is to try to relaunch a process of Israeli-Palestinian negotiation by drawing sufficiently attractive proposals from both sides. The Quartet representative (U.S., EU, Russia and UN), Tony Blair, is on the scene in an attempt to probe the protagonists. On Thursday, the U.S. envoy David Hale, who replaced George Mitchell in the spring, will meet Abbas with the same purpose. It is "the ultimate American attempt to save what can be," said Yasser Abed Rabbo, a Palestinian leader that says he expects Hale to issue "threats and warnings from financial boycott to measures concerning the representation of the PLO at the United Nations."
A unique relationship
Given the unique relationship that binds the two countries, experts point out that America has no real choice but to side with its Israeli ally. Obama, stating from the beginning that he wouldn't support a unilateral Palestinian approach, cannot risk alienating pro-Israeli lobbies whose voices are well heard in Congress and that traditionally define Israeli policy in the United States.
Some liberal Jewish intellectuals such as Roger Cohen are afflicted. The New York Times, denounced in a column on Tuesday a "taboo-littered cul-de-sac of U.S. foreign policy toward Israel, a foreign policy that is in large measure a domestic policy."
He added that in Netanyahu's actions "He’s opted for a needless road to an isolation that weakens Israel and undermines the strategic interests of its closest ally, the United States."
Joel Rubin, a specialist who represents a liberal pro-Israel pressure group, is concerned over the effects this situation will have on "the ability of the United States to influence the new powers from the Arab Spring. "If we veto Palestine, even if we are right about the dangers of a unilateral approach, we will have a hard time being heard and credible on the issue of self-determination and democracy," he said, providing "a very uncomfortable rhetorical position"
