Source text - French Un nouveau front s'est ouvert dans la guerre que mènent les défenseurs des abeilles contre les pesticides néonicotinoïdes. Dans un rapport sévère diffusé vendredi 5 avril, les députés britanniques de la Commission de l'environnement volent au secours des butineuses en appelant le gouvernement de Londres à interdire ces traitements chimiques, très largement utilisés dans les cultures de maïs, de colza, de tournesol et de coton.
L'interdiction des néonicotinoïdes est à l'étude en Europe, après que des études scientifiques ont démontré le rôle de ces produits dans l'effondrement des colonies d'abeilles et d'autres insectes pollinisateurs.
"Nous estimons que les preuves scientifiques sont importantes pour justifier des mesures de précaution, donc nous appelons (...) à un moratoire sur l'usage de pesticides liés au déclin des abeilles", a déclaré la présidente de la commission parlementaire, Joan Walley, membre du parti d'opposition travailliste.
UN RAPPORT ALARMANT DE L'AGENCE EUROPÉENNE
Les députés dénoncent dans ce rapport l'approche "extraordinairement suffisante" du gouvernement dans ce dossier. Les représentants du ministère britannique de l'environnement ont contribué, le 15 mars, à bloquer la proposition de la Commission européenne de geler pendant deux ans l'utilisation de trois insecticides de la famille des néonicotinoïdes – chlothianidine, imidaclopride et thiamétoxam.
La proposition de Bruxelles d'imposer un moratoire fait suite à un rapport très alarmant rendu par l'Autorité pour la sécurité des aliments (EFSA) de l'Union européenne, le 16 janvier, qui conclut à la toxicité de ces produits pour les pollinisateurs.
Insuffisant, aux yeux d'un porte-parole du département britannique de l'environnement, de l'alimentation et des affaires rurales (Defra), pour qui "les décisions sur les néonicotinoïdes doivent être basées sur des preuves véritablement scientifiques. C'est pourquoi nous voulons que la Commission européenne accepte notre suggestion de réaliser une vaste étude en plein champ, afin d'obtenir les preuves les meilleures et les plus à jour."
LA CONTRE-ATTAQUE DES AGRO-CHIMISTES
Les trois-quarts des récoltes alimentaires mondiales dépendent de la pollinisation assurée notamment par les abeilles. "Si les agriculteurs devaient polliniser les fruits et légumes sans l'aide des insectes, cela coûterait des centaines de millions de livres" et entraînerait "une augmentation des prix des produits alimentaires", a affirmé Joan Walley.
La Commission européenne travaille à l'élaboration d'un texte de compromis et compte organiser un nouveau vote au printemps, dans l'espoir que l'interdiction puisse entrer en vigueur le 1er juillet. Les trois néonicotinoïdes incriminés sont présents dans des pesticides produits par les groupes allemand Bayer et suisse Syngenta, sous les noms de Cruiser, Gaucho, Régent, Poncho, Nuprid ou Argento.
Hostiles à toute idée de moratoire, Bayer et Syngenta ont contre-attaqué en présentant un "plan d'action" pour les abeilles proposant notamment d'accroître les terres agricoles consacrées à la culture de plantes riches en pollen, de créer un programme de contrôle de la santé de ces insectes et de développer "de nouvelles solutions" pour s'attaquer aux "principaux facteurs de la mortalité des abeilles, parmi lesquels les parasites et les virus". Ce plan vise à "sortir de l'impasse au sein de l'UE sur la santé des abeilles", a indiqué Bayer dans un communiqué.
En France, Les apiculteurs affiliés à l'Union nationale des apiculteurs français (UNAF) ont demandé au ministre de l'agriculture, Stéphane Le Foll, d'interdire les pesticides incriminés quelle que soit la décision de la Commission européenne à ce sujet. "La situation est catastrophique", selon Henri Clément, porte-parole de l'UNAF, qui rappelle que le taux de mortalité des abeilles est passé de 5 % dans les années 1990 à 30 % aujourd'hui, et que la production nationale de miel a été divisée par deux pour tomber à 16 000 tonnes.
La bataille des néonicotinoïdes se mène également aux Etats-Unis, où ces insecticides sont utilisés sur plus de 40 millions d'hectares de cultures. Des associations d'apiculteurs et de défense de l'environnement menacent de poursuivre en justice l'Agence américaine de protection de l'environnement (EPA) pour avoir autorisé la mise sur le marché de 11 000 pesticides "sans les avoir testés ou de façon insuffisante", grâce à une faille réglementaire.

Representatives for the British Minister for the Environment contributed, on March 15th, to blocking the European Commission’s proposal of a two-year freeze on the use of three insecticides from the neonicotinoid family—clothianodine, imidaclopride and thiametoxam.
The proposal from Brussels to impose a moratorium follows a highly alarming report produced by the European Food Safety Authority (EFSA), on January 16th that demonstrated the toxicity of these products for pollinators.
An insufficient conclusion in the eyes of the spokesperson for the British Department of the Environment, Food, and Rural Affairs (Defra), for whom “decisions on neonicotinoids must be based on truly scientific proof. This is why we want the European Commission to accept our suggestion to produce a vast study in the field, in order to obtain the best and most up-to-date proof.”
THE AGRO-CHEM COUNTERATTACK
Three-quarters of worldwide food harvests depend on guaranteed pollination, particularly by bees. “If farmers had to pollinate fruits and vegetables without the help of insects, that would cost hundreds of millions of pounds” and would entail “an increase in the price of food products”, affirmed Joan Walley.
The European Commission is working on the elaboration of a compromised text and is counting on organizing a new vote in the spring, in hopes the ban might take effect July 1st. The three offending neonicotinoids are present in pesticide products from the German group Bayer and Swiss group Syngenta, under the names of Cruiser, Gaucho, Regent, Poncho, Nuprid, or Argento.
Hostile to any idea of a moratorium, Bayer and Syngenta have counterattacked, presenting an “action plan” for bees, proposing in particular to increase agricultural lands dedicated to the cultivation of plants rich in pollen, to create a program to monitor the health of these insects and to develop “new solutions” to tackle the “principal factors in bee mortality, among which are parasites and viruses”. This plan aims to “break the impasse at the heart of the E.U. on bee health”, Bayer specified in a press release.
In France, beekeepers affiliated with the National Union of French Apiarists (UNAF) demanded that the Minister of Agriculture, Stéphane Le Foll, ban the incriminating pesticides whatever the decision of the European Commission on the subject. “The situation is catastrophic”, according to Henri Clément, spokesman for the UNAF, who recalls that the bee mortality rate increased from 5% in the 1990s to 30% today, and that the national production of honey has been halved, falling to 16,000 tons.
The neonicotinoid battle is going on in the United States as well, where these insecticides are used on more than 40 million hectares of crops. Beekeeper and environmental defense groups are threatening to bring proceedings against the American Environmental Protection Agency (EPA) for having authorized the sale on the market of 11,000 pesticides “without having tested them or in an insufficient manner”, thanks to a regulatory loophole.

La technologie permettant de produire de l'électricité avec les marées vient de faire un grand pas en avant. Lundi 16 septembre, le gouvernement écossais a délivré son permis de construire à le plus grand parc d'hydroliennes d'Europe. Celui-ci sera construit à l'extrême nord de l'Ecosse, générant d'ici sept ans 86 mégawatts (MW), de quoi fournir en éléctricité 40 000 foyers. A long terme, l'objectif est ensuite de quadrupler cette puissance.
Le projet est mené par MeyGen, un consortium dont GDF Suez est actionnaire à 45%, à égalité avec la banque a méricaine Morgan Stanley. Le reste est détenu par Atlantis Resources Corporation, une entreprise spécialisée dans l'énergie marémotrice. La technique utilisée consiste à installer d'énormes turbines au fond de la mer, qui pèsent 1500 tonnes, mais sont nettement plus petites que des éoliennes, ne faisant que 25 mètres de haut. Elles sont propulsées avec le courant de la marée, produisant un MW chacune. Ces monstres d'acier sont ensuite reliés par des câbles électriques sous-marins, qui rejoignent la côte.
Pour mettre toutes les chances de leur côté, MeyGen a choisi un emplacement entre le nord de l'Ecosse et l'île de Stroma, située à seulement quatre kilomètres des côtes. A cet endroit, la mer du Nord rejoint l'Atlantique, et les marées provoquent de très forts courants sous-marins, accentués par l'étroitesse du passage. Contrairement à l'éolien, désormais bien établi, la technique marémotrice est cependant encore balbutiante. Il existe depuis longtemps des barrages qui utilisent les marées, comme celui de La Rance en Bretagne, ouvert en 1967 et qui produit 254 MW. Mais les turbines sous-marines, placées dans des mers aux conditions très difficiles, sortent tout juste du stade expérimental.
UNE ÉNERGIE RÉGULIÈRE ET PRÉVISIBLE
Prudent, le projet MeyGen va d'ailleurs procéder par étapes. Dans un premier temps, seules six turbines vont être installées, avec des travaux qui doivent commencer début 2014. Cela permettra ensuite de récolter des données plus précises sur l'efficacité du système, ainsi que sur l'impact environnemental sous-marin. Ce n'est qu'après que le reste du projet sera réalisé. Le tout doit être terminé "d'ici 2020, nous espérons", explique un porte-parole.
De plus, comme toute technique balbutiante, elle coûte cher. MeyGen refuse de dévoiler l'investissement prévu, se contentant d'espérer que sa technologie devienne d'ici à la fin du projet "concurrentielle par rapport à l'éolien en mer". Or, cette technique elle-même ne se développe que grâce aux subventions de l'Etat. Néanmoins, ces obstacles sont compensés par l'énorme potentiel que représentent les énergies à base de marées ou de vagues. Selon Carbon Trust, une organisation conseillant le gouvernement britannique, 20% des besoins électriques britanniques pourraient être fournis par ces techniques.
L'énergie marémotrice a aussi l'avantage d'être beaucoup plus régulière et prévisible que l'éolien ou le solaire. Si le soleil peut ne pas briller et le vent ne pas souffler, les marées ont systématiquement lieu quatre fois par jour. En outre, les turbines sous-marines n'altèrent pas, contrairement aux éoliennes, les paysages.
Autant d'arguments qui permettent à ce projet de démarrer. Mais l'objectif de MeyGen d'installer près de 400 turbines, ce qui permettrait de produire autant qu'une grosse centrale thermique, reste lointain.
Translation - English In Scotland, the Launch of Europe’s Largest Marine Turbine Park
The technology that makes the production of electricity from the tides possible just took a great leap forward. On Monday September 16th, The Scottish government gave its permission to construct the largest marine turbine park in Europe. It will be built in the extreme north of Scotland, generating 86 megawatts (MW) within seven years, which will supply electricity to 40,000 households. In the long term, the goal is to quadruple this power.
The project is being led by MeyGen, a consortium in which GDF Suez is a 45% shareholder, equal to that of the American bank Morgan Stanley. The rest is held by Atlantis Resources Corporation, a company specializing in tidal energy. The technique used consists of installing enormous turbines at the bottom of the sea which weigh 1500 tons, but which are far smaller than wind turbines, at only 25 meters high. They are propelled with the tidal currents, producing 1 MW each. The steel monsters are then connected by undersea electric cables, which are joined to the coast.
To have the best possible odds, MeyGen has chosen a site between northern Scotland and the island of Stroma, situated only four kilometers from the coasts. Here the North Sea meets the Atlantic and the tides cause very strong undersea currents, increased by the narrowness of the passage. However, in contrast with the now well-established wind turbine, the tidal technique is still in its infancy. There have long been dams that utilize the tides, such as that at La Rance in Brittany, opened in 1967 and producing 254 MW. But underwater turbines, placed beneath the seas in difficult conditions, are only just coming out of the experimental stage.
Regular and Predictable Energy
The MeyGen project will have to proceed cautiously, in stages. At first only six turbines will be installed, with works beginning in early 2014. This will then allow the collection of more precise data on the efficiency of the system, as well as the undersea environmental impact. Only afterwards will the rest of the project be carried out. The entirety will be completed “by 2020, we hope” a spokesperson has explained.
Moreover, as with any technique in its infancy, it’s expensive. MeyGen refuses to disclose the expected investment, contenting itself with hoping its technology will become “competitive with the wind turbine in the sea” by the end of the project. The technique itself has only been developed thanks to state grants. Nevertheless, these obstacles are compensated for by the enormous potential that tidal- or wave-based energies represent. According to Carbon Trust, an organization advising the British government, 20% of British electric needs can be supplied by these techniques.
Tidal energy also has the advantage of being more regular and predictable than wind or solar. Even if the sun isn’t shining and the wind isn’t blowing, the tides consistently take place four times a day. Additionally, unlike wind turbines, undersea turbines do not alter the landscape.
There are many arguments for allowing this project to get underway. But MeyGen’s goal of installing nearly 400 turbines, that would make possible as much production as a large coal-fired power plant, remains distant.
