Source text - English Oral Question presented by Hon Chief Paul Nji Toumasang, MP to the Minister of post and telecommunications.
Subject: Inadequate grade of service offered to the Cameroonian public in the Post and Telecommunications sector.
Madame Minister,
The Post and Telecommunication sector in any country serves as a catalyst for economic development, social cohesion, good governance, peace and security, national and international integration. It should contribute adequately to the national budget and sustainable growth. Every effort should therefore be made to ensure that the sector is well managed so as to provide an acceptable grade of service to the public at affordable and competitive costs.
The public investments in this sector have been but the return on these investments has, to say the least, left much to be desired.
Public complaints of poor network coverage, communications outages, poor internet penetration and exorbitant charges for inadequate services provided are the order of the day.
People often accuse me of forgetting about a sector that I spent all my working life in the public service contributing to its development once I go into parliament. They are not convinced with the explanation that a parliamentarian only contributes in passing laws and exercising oversight functions in the control of Government action.
Madame Minister, for the past ten years, I have contributed in the discussions and passage of laws in this sector and by this question I will like to exercise my function of controlling Government action in the sector.
CAMTEL has been subject of incessant strive for privatisation. In 2005 a working group was created to oversee staff restructuring as a prelude to its privatisation and the end result was the lay of over five hundred seasoned workers of the company just to be replace by an even greater number of personnel unknown to the sector. This has resulted in generalised frustration, uncertainty and a degradation of the service offered as a public utility. Today a department of restructuration has been created and staffed! Is privatisation? What actions do the country in the event of such an eventuality? Are Cameroonians such bad managers that they cannot manage a historical telecommunication national corporation with all the public investments in money, equipment and manpower that have been put into it?
Madam Minister, CAMTEL has less than 2% market shares in the telecommunication and ICT national market. As a supervisory authority of CAMTEL what action do you intend to have taken to increase this mediocre market share? When will the 4th frequency approved for CAMTEL for mobile service become available to the general public? What is holding back the completion of the CAMTEL complex?
The digital economy is now the talk of the day in political speeches, seminars and conferences. What step is your ministry taking to make this effective financially and in the development and integration of human resources into it? The viability of the internet network required by this economy is primordial for its success. With the very weak penetration and epileptic internet service that is available will this economy see the light of day in Cameroon? How will the SUP’PTIC business academy take off the ground under these conditions?
Madame Minister, the Post office as we knew it is a shadow of its former self. Amateur transport companies have taken over the mails services and money transfer companies have taken over the financial services. All this seems to be going on with the complicity of the public authorities. What plans does your administration have to revamp CAMPOST and make its activities sustainable?

Madame le Ministre
Dans tous les pays, le secteur des postes et télécommunications (PTT) joue un rôle de catalyseur du développement économique, de la cohésion sociale de la bonne gouvernance, de la paix et de la sécurité, ainsi que de l’intégration nationale. Il doit contribuer substantiellement au budget national et à la croissance durable.
Des efforts doivent donc être déployés pour assurer une bonne gestion de ce secteur ; ce qui permettrait d’offrir aux clients un service satisfaisant à des prix abordables et compétitifs.
L’Etat a réalisé d’énormes investissements dans les PTT. Mais le retour sur investissement laisse, pour le moins, beaucoup à désirer. Les clients se plaignent de la mauvaise couverture du réseau, de coupures de communication, du faible taux de pénétration d’internet. Ils déplorent également le coût exorbitant des services, généralement médiocres.
Les gens m’accusent souvent d’avoir oublié le service des PTT après mon élection comme député. Pourtant j’ai contribué à son essor pendant toute ma carrière de fonctionnaire. Ils ne sont pas convaincus par l’explication selon laquelle le rôle du député se limite au vote des lois et au contrôle de l’action gouvernementale.
Madame le Ministre, au cours des dix dernières années, j’ai activement participé à la discussion et à l’adoption des lois relatives aux PTT. Par la présente question orale, j’exerce ma mission de contrôle de l’action gouvernementale dans ce secteur.
CAMTEL a fait l’objet de plusieurs tentatives de privatisation. En 2005, un groupe de travail avait été créé afin de superviser la restructuration du personnel de l’entreprise en prélude à sa privatisation. Cette restructuration a abouti au licenciement de plus de cinq cents agents expérimentés. Ils ont été remplacés plus élevé d’employés inconnus au bataillon. D’où la frustration générale, l’incertitude et la dégradation du service offert par l’entreprise.
Aujourd’hui, une direction de la restructuration existe et dispose de personnel ! La privatisation est-elle une fois de plus imminente ? Quelles sont les mesures envisagées pour protéger le contribuable et l’image du pays dans une telle éventualité ? Les Camerounais sont-ils de si piètres gestionnaires au point d’être incapable incapables de gérer un opérateur historique de télécommunications, avec tous les investissements publics (argent, infrastructures, main d’œuvre) réalisés dans le secteur ?
Madame le Ministre, CAMTEL détient moins de 2% des parts du marché national des télécommunications de TIC. En votre qualité de tutelle de l’entreprise, quelle sont les mesures envisagées pour augmenter ce pourcentage médiocre ? Quand est-ce que le public bénéficiera de la 4ème licence accordée à CAMTEL pour les services de téléphonie mobile ? Qu’est ce qui empêche l’achèvement du complexe CAMTEL ?
L’économie numérique est aujourd’hui à la mode dans les discours politiques, les séminaires et les conférences. Quelles sont les mesures prises par votre Ministère pour en faire une activé efficaces sur le plan financier et dans le développement et l’intégration des ressources humaines ? L’économie numérique a besoin d’un réseau internet viable. Il s’agit d’une condition primordiale de son succès. Cette économie verra-t-elle le jour au Cameroun, avec un taux de pénétration de la toile dérisoire et des services internet épileptiques ? Comment est-ce que l’incubateur d’entreprises de SUPPTIC pourra-t-il décoller dans ces conditions ?
Madame le Ministre, la poste n’est plus que l’ombre d’elle-même. En effet, elle a été supplantée par les sociétés de transport amateurs et les sociétés de transfert d’argent dans la distribution du courrier et les services financiers respectivement. Et tout ceci avec l’apparente complicité des autorités administratives. Quelles sont les mesures prises par votre département ministériel pour restructurer la CAMPOST et pérenniser ses activités ?

Source text - English 6.1. Overview of the response to outbreaks and other public health events
Integrated surveillance and disease response is about using data for appropriate public health interventions or actions. This section describes the different steps in the response interventions to notify an outbreak and activate response structures, conduct a public health response, and provide general guidance for immediate actions in response to the main causes of illness, death and disability. The WHO guidelines for responding to chemical, biological, radiological and nuclear public health events are attached at the end of this section.
When a disease outbreak, event or serious public health situation is detected, an investigation should be conducted to determine the causes, as described in Section 4. The results of the investigation will guide the response. Within the framework of disease prevention and control programs, most of the interventions carried out have been successful: mass vaccination campaigns for vaccine-preventable diseases, increased food aid and nutritional support for malnourished children, administration of anti-malaria medicines, antibiotics or antivirals, depending on the disease. To be effective, these actions must:
- be conducted with the participation of the community;
- include an educational component;
- aim to change behaviours in the community.
It is also important to ensure effective coordination of response activities, as many actors or stakeholders will be involved in these activities. It is equally important to identify in advance all these actors or stakeholders, including their areas of activity, roles and responsibilities, for a coordinated response to an outbreak or other public health event. This is the role of the Public Health Emergency Management Committee (defined in Section 5).
Whatever the specific response recommended, the central, intermediate (Regional Delegation of Public Health) and operational (Health District) levels must play a crucial role in the choice and implementation of the recommended response in order to safeguard the health and well-being of communities.
According to the International Health Regulations (IHR, 2005), Health Districts should be involved in the response to public health events of infectious, zoonotic, chemical, radiological, nuclear or food safety origin, and other events of unknown origin if they are detected.
Translation - French Aperçu de la réponse aux épidémies et autres événements de santé publique
La surveillance intégrée et la réponse aux maladies consistent à utiliser les données afin de mener des interventions ou des actions de santé publique appropriées. Cette section décrit les différentes étapes des interventions visant à signaler une épidémie et à activer les structures d'intervention, à mener une réponse de santé publique et à donner des directives générales pour des actions immédiates en réponse aux principales causes de maladie, de décès et d'invalidité. Les directives de l'OMS pour répondre aux événements chimiques, biologiques, radiologiques et nucléaires de santé publique sont jointes à la fin de cette section.
Lorsqu'une épidémie, un événement ou une situation grave de santé publique est détecté, une enquête doit être menée pour en déterminer les causes, comme indiqué à la section 4. Les résultats de l'enquête orienteront la réponse. Dans le cadre des programmes de prévention et de contrôle des maladies, la plupart des interventions menées ont été couronnées de succès : campagnes de vaccination massive contre les maladies évitables par la vaccination, augmentation de l'aide alimentaire et du soutien nutritionnel aux enfants malnutris, administration de médicaments antipaludéens, d'antibiotiques ou d'antiviraux, selon la maladie. - viser à modifier les comportements au sein de la communauté.
Il est également important d'assurer une coordination efficace des activités de réponse, car de nombreux acteurs ou parties prenantes seront impliqués dans ces activités. Il est également important d'identifier à l'avance tous ces acteurs ou parties prenantes, y compris leurs domaines d'activité, leurs rôles et leurs responsabilités, pour une réponse coordonnée à une épidémie ou à un autre événement de santé publique. C'est le rôle du comité de gestion des urgences de santé publique (défini à la section 5).
Quelle que soit la réponse spécifique recommandée, les niveaux central, intermédiaire (délégation régionale de la santé publique) et opérationnel (district sanitaire) doivent jouer un rôle crucial dans le choix et la mise en œuvre de la réponse recommandée afin de préserver la santé et le bien-être des communautés.
Selon le Règlement sanitaire international (RSI, 2005), les districts de santé doivent être impliqués dans la réponse aux événements de santé publique d'origine infectieuse, zoonotique, chimique, radiologique, nucléaire ou de sécurité alimentaire, et d'autres événements d'origine inconnue s'ils sont détectés.
