Source text - Vietnamese Đánh giá được tiến hành từ ngày 12-20/2/2017 với nội dung tập trung vào tính phù hợp; tính hiệu quả; tính hiệu suất; tác động; tính bền vững của dự án. Đánh giá định tính được tiến hành ở 3 xã đại diện cho 3 vùng sinh thái của huyện với các công cụ thảo luận nhóm, phỏng vấn sâu, và quan sát với sự tham gia của 67 cán bộ và đại diện người dân. Đánh giá định lượng được tiến hành ở tất cả 8 xã dự án bằng cách lấy mẫu ngẫu nhiên 641 hộ để phỏng vấn bằng bản hỏi cấu trúc. Các kết quả đánh giá định tính được thảo luận và chia sẻ ở hội thảo phản hồi với sự tham gia của đại diện tất cả các bên của dự án.
Kết quả đánh giá cho thấy tất cả các hoạt động của dự án được đánh giá phù hợp hoặc rất phù hợp với nhu cầu của cộng đồng, phù hợp với điều kiện tự nhiên, văn hóa, chính sách,và kế hoạch phát triển kinh tế xã hội của địa phương. Tuy nhiên, sử dụng bếp cải tiến không phù hợp với điều kiện tự nhiên của vùng biển do thiếu nguyên liệu đầu vào cho bếp. Một số quy trình canh tác tự nhiên như không làm đất hoặc sử dụng thủy lợi để quản lý cỏ trong ruộng lúa không phù hợp với điều kiện đất đai và nguồn nước ở các xã dự án nên cần có sự điều chỉnh quy trình hợp lý. Dự án thể hiện hiệu quả cao. Tất cả các hoạt động dự án đã triển khai đúng hạn, không có hoạt động có điều chỉnh lớn so với thiết kế. Chỉ trong vòng 2 năm, đã có 38 tổ thu gom rác hình thành với 148 thành viên tham gia; 20 tổ canh tác tự nhiên với 151 hộ; và 20 tổ tiết kiệm với sự tham gia của 248 phụ nữ. Dự án đã hỗ trợ 250 bếp cải tiến và 130 hệ thống biogas cho 380 hộ trên địa bàn 8 xã dự án. Tất cả các hoạt động được các bên đánh giá rất hiệu quả và xác định đúng đối tượng hưởng lợi. Ngoài bếp cải tiến, tất cả các mô hình của dự án thể hiện sự hiệu quả và tối ưu về kỹ thuật so với các thực hành truyền thống của địa phương. Kết quả đánh giá định lượng cho thấy tỉ lệ xã đạt tiêu chí 17-3 và 17-5 của nông thôn mới đạt 68,4% cao hơn 5,4% so với mục tiêu đặt ra của dự án. Gần 62% số người được hỏi cho rằng môi trường sống và sản xuất được cải thiện hẳn so với trước khi có dự án và hơn 53% người tham gia dự án cho rằng thu nhập của gia đình được cải thiện hơn nhờ áp dụng các mô hình thân thiện môi trường. Có 15/19 tiêu chí dự án đặt ra đã đạt hoặc vượt so với mong đợi. Một số hạn chế của thiết kế bếp cải tiến và thiếu sót trong thiết kế hoạt động liên kết thị trường cho sản phẩm mô hình canh tác tự nhiên là nguyên nhân chính mà 4 tiêu chí còn lại chưa đạt như mong đợi....
Translation - English The evaluation was conducted from 12 to 20 February 2017 focusing on the relevance, effectiveness, efficiency, impact, and sustainability of the project. The qualitative assessment was conducted in 3 communes representing 3 ecological areas of the district, employing tools for group discussions, in-depth interviews, and observations with the participation of 67 officers and local representatives. The quantitative assessment was conducted in all 8 project communes by taking random samples of 641 households to interview with a structured questionnaire. The qualitative assessment results were discussed and shared in a feedback workshop with the participation of representatives of all project stakeholders.
Evaluation results showed that all project activities were assessed to be appropriate or very appropriate to the needs of the community, local conditions of nature, culture, policy, and socio-economic development plan. However, the use of improved stoves was not suitable for the natural conditions of the coastal areas due to the lack of input materials. A number of natural farming processes such as not doing soil working or using irrigation to manage grass in paddy fields, were not appropriate to the land and water conditions of the project communes, and therefore required reasonable adjustments. The project demonstrated high effectiveness. All project activities were implemented timely, without any considerable adjustment in comparison with the original design. In just two years, 38 waste collection groups with 148 participants, 20 natural farming groups with 151 households, and 20 savings-credit groups with 248 women were formed. The project has provided 380 households with 250 improved stoves and 130 biogas systems in the 8 project communes. All the activities were evaluated very effective with a right identification of beneficiaries. Besides the improved stoves, all project models demonstrated the efficiency and technical advance compared to local traditional practices. The quantitative assessment results show the percentage of communes that obtained the criteria 17-3 and 17-5 of the New Rural Development program is 68.4%, which is 5.4% higher than the target set out by the project. Nearly 62% of the respondents said that their living and production environments were remarkably improved compared to those before the project, and more than 53% of the project participants said that their family's incomes were promoted due to the adoption of environment-friendly models. There are 15 out of 19 project criteria reaching or exceeding expectations. Several limitations on the design of the improved stove and shortcomings in the design of market linkages for natural farming products are the reasons for not obtaining the 4 remaining criteria....
English to Vietnamese: Toolkit for Monitoring and Evaluating Children's Participation, developed by Save the Children General field: Social Sciences Detailed field: International Org/Dev/Coop
Source text - English In recent years, non-government organisations (nGos) working to promote children’s rights, as well as governments and donors, have emphasised the need to develop better indicators against which to monitor and measure children’s participation in terms of three key aspects: structure, process and outcomes. Numerous models have been explored, and discussions have taken place across many different agencies and in different regions of the world, to identify indicators that are not only meaningful but based on data that can be collected and analysed with relative ease.
This monitoring and evaluation (M&e) toolkit builds on those discussions and their outputs, taking as its starting point a document called Criteria for the Evaluation of Children’s Participation in Programming, which was produced in collaboration with partners of the Bernard van Leer foundation in Brazil and published in 2004.1tthadocument set out a conceptual framework for monitoring and evaluating how children participate in projects and programmes. It was further developed for UNICEF’s Middle East and North Africa (MenA) region in 2008, incorporating perspectives from the region as well as adding a dimension on measuring children’s participation in their wider society.2 It was subsequently amended to more fully reflect the interpretation of children’s participation given by the committee on the rights of the child in its General comment on Article 12 of the United nations convention on the rights of the child (UNCRC).3 It also incorporated feedback from participants at a conference in Canada on accountability, monitoring and evaluation held in 2009, and from a consultative review across save the children UK, also in 2009.4
Translation - Vietnamese Trong những năm gần đây, các tổ chức phi chính phủ (PCP) hoạt đông trong lĩnh vực thúc đẩy quyền trẻ em, cũng như các chính phủ và các nhà tài trợ khác đã và đang nhấn mạnh sự cần thiết phải xây dựng các chỉ báo tốt hơn để giám sát và đo lường sự tham gia của trẻ em theo ba khía cạnh chính: phương thức, quá trình và kết quả. Identify the issues or gaps in ser¬vice delivery. The problem should be spe-cific and clearly defined. Identify who are most affected, what prior plans are being done to address the is¬sue, and how the community ex¬periences the problem. Assess government openness in terms of policy and mechanisms, capability of citizen groups to monitor and engage government, access to information, and socio-cultural practices that might affect the initiative.
Define the objectives or desired outcomes
Based on the assessment of the governance and accountability context, define the objectives and outcomes. Objectives are the specific results that one aims to achieve within a timeframe and with availa¬ble resources. In gen-eral, objectives are more specific and easier to measure than goals. An objective is a basic tool that underlie all plan¬ning and strategic activities. An outcome is a result of an activity or a process.
Identify entry points for engagement
Engage gov¬ernment. Government is mainly accountable in providing a solution to the problem or addressing the issue. Begin by understanding the Public Finance Manage¬ment Cycle (PFM) of the government, which provides the key to identifying the entry points for engage¬ment. Ask where in the PFM cycle the issue and the problem be¬longs. Is your proposed in-tervention part of the planning activity? Is it budgeting? Ex¬penditure management? Perfor¬mance evaluation?
Identify and map the stakeholders
Identify the stakeholders. These may in¬clude benefi¬ciaries (those most affected by the issue and the problem), the service provid¬ers (the local authorities), and individuals, groups, or sectors that may have an interest in the situation, have influence or power over the activities, or are affected by the services. Think of strate¬gies and approaches on how to influence the vari¬ous stakeholders that will lead to positive outcomes.
List the standards and indicators
Standards are rules of measurement, value or quality set up by authority (i.e. the gov¬ernment, which is the service provider). These standards are reflected in pol¬icies, guidelines, protocols, declarations and the like. Indicators are proof or evidences that standards are being observed. Stand-ards and indi¬cators are measures showing that the project or intervention is fol¬lowing agreed criteria. They are the common lan¬guage and platform of end-users, service providers, and monitors.
Design the instrument or tool
Design the instrument or tool that will help you gather data about the issue or problem about a service delivered by the government. The information gathered so far – about the issue/problem, the desired outcomes, the entry point in the PFM, the stakeholders, and the standards and the indicators – will contribute to the designing of an instrument that will gather information about the quality, efficiency, effectiveness, responsiveness, etc. of government’s services.
Develop the protocols and guidelines
Develop the rules and procedures in using the tool. The pro¬tocols and guidelines consist of a glossary and a step-by-step guide in per¬forming the monitor¬ing activity. This includes identifying required preparatory activities; coordination and training of the monitors; clarification of tasks and pro-cedures in using the tool during the actual monitoring; and presentation of a guide on how to analyze, process, and present data. Then pre-test the instrument.

Đã có nhiều nghiên cứu về thể chế quản trị rừng của Việt Nam cũng như các nội dung quản trị rừng cụ thể. Nhưng do quản trị là khái niệm rộng, bao quát nhiều vấn đề nên các nghiên cứu thường phân tán theo từng nội dung hoặc từng khu vực nhất định mà thiếu một nghiên cứu tổng thể, đầy đủ. Điều này có thể dẫn đến trùng lặp, chồng chéo của các nghiên cứu khi mà thông tin về các tài liệu và các nghiên cứu liên quan đến quản trị rừng chưa được làm rõ. Để giải quyết vấn đề đó, một nghiên cứu tổng quan tài liệu về quản trị rừng ở Việt Nam đã được thực hiện.
Báo cáo này đã tổng quan các tài liệu về quản trị rừng để xác định những việc làm được và chưa làm được cũng như những vấn đề tồn tại cần được giải quyết trong quản trị rừng ở Việt Nam, cụ thể là về: quá trình ra quyết định trong quản trị rừng, sở hữu và tiếp cận tài nguyên rừng, lâm nghiệp cộng đồng, vấn đề tham nhũng, và vấn đề về giới trong quản trị rừng. Báo cáo sử dụng khung phân tích quản trị rừng để làm cơ sở cho việc hệ thống hóa các tài liệu và kết quả nghiên cứu được tìm thấy. Theo đó, quản trị rừng được xem xét qua 3 giai đoạn/ hợp phần đó là: chính sách và thể chế, tiền trình lập kế hoạch và ra quyết định, và quá trình thực thi. Với mỗi giai đoạn, các nguyên tắc quản trị tốt được dùng để phân tích quản trị rừng ở Việt Nam.
Kết quả nghiên cứu từ các tài liệu cho thấy chính sách của Việt Nam trong quản trị rừng chưa đảm bảo các nguyên tắc quản trị tốt. Có nhiều quy định chỉ mang tính định hướng, không rõ ràng, không cụ thể và dễ bị thay đổi. Tính minh bạch với chính sách hiện tại không cao vì chưa tạo điều kiện cho các bên liên quan tham gia, thiếu quy định về công khai thông tin hoặc có quy định nhưng chưa đầy đủ. Chính sách lâm nghiệp cũng chưa công bằng khi vẫn còn dành ưu tiên cho khối Nhà nước và ưu tiên cho mục đích bảo vệ tài nguyên rừng của Nhà nước hơn là bảo đảm tài sản rừng cũng như lợi ích của các chủ rừng. Sự tham gia bước đầu đã được quan tâm trong chính sách, nhưng chưa có các quy định cụ thể để đảm bảo sự tham gia được thực thi. Hiệu quả của chính sách lâm nghiệp không được các tài liệu đánh giá cao khi mà có hơn 100 văn bản dưới luật được ban hành nhưng sự chồng chéo với các luật khác vẫn xảy ra và nhiều quy định hầu như không khả thi.
Tiến tình lập kế hoạch và ra quyết định cũng có những đánh giá tương tự như với chính sách. Đó là tính giải trình của kế hoạch thấp vì do kế hoạch không được xây dựng dựa trên thực tiễn và dựa trên nguồn lực được phân bổ mà dựa trên nhu cầu thu hút đầu tư từ ngân sách. Tính minh bạch và sự tham gia trong quá trình lập kế hoạch và ra quyết định chưa được tuân thủ vì hiện nay chỉ có cơ quan quản lý và cơ quan chuyên môn thực hiện là chính. Thông tin trong quá trình quy hoạch và kết quả quy hoạch chưa được công khai hoặc chỉ công khai một phần làm cho giám sát xã hội khó thực hiện. Trong đó, khu vực rừng của công ty lâm nghiệp Nhà nước được chỉ ra là một trong những khu vực có rủi ro cao về mất rừng và suy thoái rừng. Các tài liệu đã chỉ ra nguyên nhân đằng sau của các vấn đề này là do thiếu sự công bằng trong tiếp cận tài nguyên rừng, thiếu trách nhiệm giải trình và thiếu sự tham gia trong cả ba giai đoạn quản trị rừng. Mặc dù vai trò của các tổ chức xã hội trong quản trị rừng đã bắt đầu có sự thay đổi tích cực trong giai đoạn xây dựng chính sách, nhưng trong giám sát thực thi thì cần được cải thiện nhiều hơn.
Rừng cộng đồng là một trong những nội dung có nhiều tài liệu và nghiên cứu đề cập và tất cả đều có kết luận rằng cần tiếp tục hoàn thiện các chính sách và cải thiện năng lực thực thi để rừng cộng đồng trở thành một kiểu quản trị có hiệu quả. Trong đó đáng chú ý là việc thực thi quyền của cộng đồng đối với rừng và sự hưởng lợi của cộng đồng. Kinh nghiệm cho thấy sự tham gia của cộng đồng trong tất cả các giai đoạn có ý nghĩa lớn đến khả năng thành công của rừng cộng đồng.
Báo cáo kết thúc bằng các kết luận đối với vấn đề quản trị rừng và đối với tài liệu về quản trị rừng. Dựa trên các tài liệu đã nghiên cứu, báo cáo kết luận rằng quản trị rừng ở Việt Nam chưa tuân thủ tốt các nguyên tắc quản trị bao gồm tính giải trình, tính minh bạch, tính công bằng, tính hiệu quả và sự tham gia. Về tài liệu, cần có thêm các tài liệu và nghiên cứu về giai đoạn lập kế hoạch và ra quyết định, các nghiên cứu về giới, các nghiên cứu về tham nhũng, và cập nhật các đánh giá về khả năng tuân thủ VPA-FLEGT. Translation - English Report summary
There have been a number of studies on forest governance institutions of Vietnam as well as specific forest governance contents. But due to the broad concept of governance and its cover on many issues, studies used to be dispersed by certain contents or areas without an overall and comprehensive research. This may lead to research duplications and overlaps as information about the documents and studies concerning forest governance has not yet been clarified. To solve that problem, a study on the literature of forest governance in Vietnam has been conducted.
This report provides a literature analysis of forest governance to determine what have and have not been done as well as shortcomings that need addressing in forest governance in Vietnam, namely: the process of decision-making in forest governance, ownership and access to forest resources, community forestry, corruption, and gender issues in forest governance. The report employs the forest governance framework as a basis for systematizing materials and research results. Accordingly, the governance of forests is reviewed through 3 phases/components, including policy and institution, planning and decision-making process, and implementation process. With each stage, the principles of good governance are applied for the analysis of the forest governance in Vietnam.
The literature analysis shows that Vietnam's policies on forest governance have not ensured the principles of good governance. Many provisions are only in the form of orientations, unclear, ambiguous and changeable. Current policies have a low transparency because they do not create conditions for the participation of relevant stakeholders, and issue sufficient regulations on publicizing information. Forestry policies are not fair enough as they reserve priorities for the state-run sectors and for the purpose of protecting forest resources rather than ensuring forest assets as well as profits of forest owners. Policies manifest initial interests for participation, but there is no specific provision to ensure the participation to be enforced. The effectiveness of forestry policy is not highly appreciated in the reports as more than 100 by-law documents have been issued,but overlaps with other laws still exist and many of them are mostly unfeasible.
The process of planning and decision-making receives similar evaluations to those of the policy. The accountability of the planning process is low because it has been developed based on the needs of attracting budget investment, instead of its practicality and allocated resources. Transparency and participation in the process of planning and decision-making have not been complied because, at present, mainly regulating agencies and relevant professional bodies execute them. The unpublicized or partially publicized information during the planning process and its results has caused difficulties for social monitoring. The planning effectiveness is low and easy to be changed and broken.
A number of problems were identified in reports during the enforcement phase of forest governance in Vietnam. Tens of thousands of violations against the Law on Forest Protection and Development (LFPD) have been found annually, and the issues of forest loss and degradation have not been prevented. Forest owner's rights towards natural forests are difficult to be executed. The risk of corruption is high, especially in the payment of forest environmental services (PFES), logging and conversion of forest use and forest land. In particular, forests owned by state forestry companies are identified as one of the areas with high risks of forest loss and degradation. Reports has pointed out reasons behind the problems including lacks of equity in access to forest resources, accountability and participation in all three phases of the governance of forests. Although the role of social organizations in forest governance started positive changes in policy making process, the implementation monitoring should be improved even more.
Many reports has referred to community forests and concluded that it is necessary to continue to better existing policies and improve enforcement capacity to turn the community forest into an effective governance model. In which, the enforcement of community rights to forest and community benefits have been noted. Experience shows that the community participation in all the stages have a major significance to the success of the community forest.
This report ends with conclusions for issues of forest governance and for documents on forest governance. Based on studied documents, the report concludes that the forest governance in Vietnam has not conformed to good governance principles, including accountability, transparency, equity, effectiveness and participation. Regarding documents, it is necessary to conduct more reports and research on the stages of planning and decision-making, gender, corruption, and updates on the evaluation on compliance capabilities for the VPA-FLEGT. In addition, it is also essential to seek solutions for more accessibility to qualified research and documents.
