Ово је наставни материјал о једном посебном облику мржње који се зове антисемитизам. Антисемитизам је мржња према Јеврејима базирана на предрасудама, стереотипима и лажима, усмерена према појединцима, заједници, или према институцијама и симболима који су јеврејски или се доживљавају као јеврејски.
Мржња и предрасуде према Јервејима су веома стари феномен који се вековима преноси и одржава, чак и тамо где уопште нема Јевреја или где су они тек бројчано незнатна мањина. Током историје, као последица антисемитизма, Јевреји су много пута били прогањани, обесправљивани, пљачкани, протеривани и убијани. Најстрашнији антисемитски злочин био је Холокауст – геноцид почињен да би се уништили сви Јевреји, који је током Другог светског рата систематски планиран и изведен од стране немачких нациста, њихових помоћника и истомишљеника широм окупиране Европе. Тада је убијено 6 милиона Јевреја.
Да би разумели антисемитизам и научили како да му се супротставимо, с једне стране је потребно да научимо нешто више о Јеврејима, њиховом пореклу, искуствима и нашој заједничкој историји, а с друге стране треба да разумемо механизме који доводе до предрасуда, мржње и насиља, у овом случају против Јевреја, као и њихове далекосежне последице.
Јевреји су и етничка и верска заједница. Јеврејска религија се зове јудаизам. Јевреји су народ чију историју можемо пратити кроз више од пет хиљада година. Пореклом са античког Блиског истока, Јевреји већ вековима живе као мањина расељени широм света. Они су у различитим периодима живели у миру са другим народима и доприносили развоју привреде, културе и науке, а опет, у неким другим временима постајали су предмет прогона и протеривања. И поред тога, вековима су успевали да задрже и очувају свест о свом идентитету и својој религији.
Јевреји вековима живе заједно са другим народима и на подручју Балкана и данашње Србије. Током година јеврејска заједница је дала велики допринос привредном и културном развоју Србије. У XX веку су Јевреји из Србије, и касније из Југославије, више пута у најтежим тренуцима делили судбину са српским народом. Током Другог светског рата у Холокаусту је страдало више од 80% југословенских Јевреја. Данас је јеврејска заједница у Србији мала, са активним jеврејским општинама у неколико градова и са седиштем у Београду.
О антисемитизму учимо не само зато што је то цивилизацијска, морална и људска обавеза, него и зато што, учећи о нашем заједничком животу са Јеврејима, учимо и о себи и сопственој историји, и боље је разумемо. Између осталог, процес усвајања савремених вредности толеранције, недискриминације и поштовања људских и грађанских права као општих цивилизацијских вредности, започео је после Другог светског рата, након што се свет суочио са страхотама злочина које су нацисти и њихови помагачи починили, међу којима јединствено место има управо Холокауст.
Антисемитизам, као мржња базирана на подозрењу и предрасудама према непознатом, спада у ширу категорију која се назива ксенофобија. У ксенофобију спада, на пример, и антициганизам, хомофобија, исламофобија и други облици мржње као нпр. мржња према досељеницима, избеглицама и слично. Постоје одређене сличности међу свим овим облицима мржње, а неретко су исти појединци, групе и организације носиоци тих идеја, идеологија и програма против више различитих угрожених група, као што се исти и слични механизми често користе за ширење различитих врста мржње и манипулацију јавним мњењем. С друге стране, постоје и одређене специфичности које су карактеристичне само за антисемитизам.
Учећи о антисемитизму научићемо како да штитимо права наших суграђана, припадника јеврејске заједнице, али и како да заштитимо своја, као и права других група. Истовремено, размишљаћемо и о томе како да заштитимо себе од зла и мржње, за које нас је историја научила да може да се увуче у свачије срце и да од свакога учини злочинца.
У историји се више пута дешавало да, вођени мржњом према Јеврејима, други ”процењују и одлучују” о томе да ли је неко Јеврејин или није, на пример позивајући се на бесмислену расистичку тезу да се јеврејски идентитет наслеђује генетски, и тиме излажући и Јевреје и оне које су ”идентификовали” као Јевреје шиканирању, дискриминацији, пљачки или чак, као у случају Холокауста, убијању.
Translation - English Teaching material on anti-Semitism
This is a teaching material about a particular form of hatred called anti-Semitism. Anti-Semitism is hatred of Jews based on prejudices, stereotypes and lies, directed towards individuals, the community, or institutions and symbols that are Jewish, or are perceived as Jewish.
Hate and bias towards Jews are very old phenomena, that is spread and perpetuated for centuries, even where there are no Jews at all, or where they are only a numerically insignificant minority. As a consequence of anti-Semitism, the Jews have been persecuted, disenfranchised, looted, exiled and killed many times throughout history. The most horrible anti-Semitic crime was the Holocaust - a genocide committed to exterminate all the Jews, which was systematically planned and executed by the German Nazis, their collaborators and helpers across Europe, during the World War II. Six million Jews were killed then.
To understand anti-Semitism and learn how to counter it, on the one hand, we need to learn more about the Jews, their origins, their experiences and our common history, and on the other hand, we need to understand the mechanisms behind the prejudice, hate and violence, in this particular case against the Jews, as well as their far-reaching consequences.
Jews are both an ethnic and a religious community. Jewish religion is called Judaism. The Jews are an ancient people, whose history can be traced back for more than five thousand years. Originating from the ancient Middle East, Jews have been living as a minority dispersed all over the world for centuries. At certain periods, they lived in peace with other peoples, and contributed to the development of economy, culture and science, and yet, at other times, they became victims of persecution and expulsion. Nevertheless, they managed to foster and preserve the awareness of their identity and religion for centuries.
The Jews lived together with other peoples on the territory of the Balkans, and the present-day Serbia, for centuries. Throughout the years, the Jewish community has made a major contribution to the economic and cultural development of Serbia. In the most difficult times of the twentieth century, the Jews from Serbia, and later from Yugoslavia, have many times shared the same fate with the Serbs. During the World War II, more than 80% of Yugoslav Jewry perished in the Holocaust. Today, the Jewish community in Serbia is small, with active community organizations in several cities, with their seat in Belgrade.
We study about anti-Semitism not only because it is our civilizational, moral, and human obligation, but also because by learning about our coexistence with the Jews, we learn about our own history, and ourselves and we understand it better. In addition, the process of adopting contemporary values of tolerance, non-discrimination and respect for human and civil rights as universal values, began after the World War II, when the world was confronted by the horrors of the crimes committed by the Nazis and their helpers, with the Holocaust holding unique place among them.
Anti-Semitism, as hatred based on mistrust and bias against the unknown, belongs to a broader category called xenophobia. Anti-Gypsyism, homophobia, Islamophobia, as well as other forms of hate, like the hatred of immigrants, refugees, etc., are also types of xenophobia. There are certain similarities among all these forms of hatred, and often the same individuals, groups and organizations are the proponents of such ideas, ideologies and programs, directed against a number of vulnerable groups, just like the same or similar mechanisms are often used to spread different types of hatred and to manipulate public opinion. On the other hand, there are certain specificities that are characteristic only of anti-Semitism.
By studying about anti-Semitism, we will learn how to protect the rights of our fellow citizens, members of the Jewish community, but also how to protect our own, as well as the rights of other groups. At the same time, we will also reflect how to protect ourselves from the malice and evil, which can find their way into each and every heart, and turn anyone into a criminal, just like history teaches us.
Repeatedly, throughout the history, driven by the hatred towards the Jews, others took upon themselves to "evaluate and determine" whether or not a person is a Jew or not, referring to the absurd racist thesis that Jewish identity is genetically inherited, thereby exposing the Jews, and those "identified" as Jews, to harassment, discrimination, plundering, and even, as in the case of the Holocaust, murder.

Source text - Serbian Реформа правосуђа била је и остаје важан приоритет Републике Србије у циљу унапређивања независности правосудног система, непристрасности и квалитета правде, унапређења стручности, одговорности и ефикасности правосудног система.
Имајући у виду потребу за сталним процесом стратешког планирања, Министарство правде и државне управе, односно министарство надлежно за правосуђе (у даљем тексту: Министарство) одлучило се за доношење Стратегије за период 2013-2018. године. Ова Стратегија представља наставак реформских активности постављених Националном стратегијом реформе правосуђа за период 2006 – 2011. године и акционим планом који ју је пратио. Након окончања претходне фазе реформе правосуђа, следи фаза унапређења односно „финог подешавања“ усвојеног правног оквира, институционално и професионално јачање капацитета новоформираних инситутуција (Високи савет судства - ВСС, Државно веће тужилаца - ДВТ, Правосудна академија - ПА), као и повезивање процеса реформе правосуђа са процесом европских интеграција. Циљ нове Стратегије и да омогући припрему правосудног система за нове изазове у складу са европским стандардима и вредностима. Другим речима у процесу европских интеграција треба водити рачуна и о праву Европске уније (правним тековинама Европске уније – Acquis Communautaire), као и препорукама и стандардима Савета Европе. Стога је Национална стратегија рефоме правосуђа у складу са кључним стратешким документима, као што је Европско партнерство, НПАА, односно у складу са већ дефинисаним кључним стратешким приоритетима земље. Нова Стратегија треба да обезбеди континуитет реформе правосуђа и да рашири обим реформских активности на читав правосудни систем у Републици Србији. По свом обиму, нова Стратегија ће бити шира (претходна Стратегија се у претежној мери бавила реформом судског система), али ће се и неке претходне реформске активности кориговати на основу оцене резултата спроведене реформе и анализе испуњености Стратегије из 2006. године. То значи да ће организовано спровођење планираних промена сада обухватити читав правосудни систем (а не само судски као до сада).
Према оцени испуњености мера из Стратегије из 2006. године произлази да су у највећој мери остварени резултати у области установљавања правног и институционалног оквира (правосудни закони, оснивање ДВТ-а, ВСС-а и ПА-e). С друге стране, поједина питања која су предмет стратешког документа нису уопште или нису у потпуности решена: реизбор судија и тужилаца спроведен у нетранспарентном процесу, правосудна мрежа није процењена на одговарајући начин, капацитети кључних актера у области правосуђа изазивају забринутост (ДВТ-a и ВСС-a, као и њихове Административне канцеларије), процесни закони су само делимично реформисани, тужилачка истрага није заживела, кашњење у доношењу подзаконских прописа неопходних за примену закона (критеријуми за вредновање рада судија и јавних тужилаца, критеријуми за напредовање судија и јавних тужилаца, Етички кодекс за јавне тужиоце), недостаци у правном оквиру којим се гарантује независност судија и јавних тужилаца, недовољна транспарентност рада ДВТ- а и ВСС-а, недовољна доступност прописа и судске праксе, као и недовољно учешће цивилног друштва у јавним консултацијама у законодавном процесу.
Национална стратегија реформе правосуђа 2013-2018. одговара на изазове за унапређењем система правосуђа и показује спремност државе да одговори на захтеве грађана за поштовањем владавине права и независним, непристрасним, одговорним и ефикасним правосудним системом. Пратећи документ уз Стратегију ће бити и Акциони план спровођења Стратегије. Комисија за спровођење Стратегије биће задужена за примену Стратегије и Акционог плана, као и за његово ажурирање уколико се укаже потреба. Основна улога Националне стратегије реформе правосуђа јесте да одреди одговарајући правац и приоритете, али и темпо односно брзину поменутог процеса организованих и циљно усмерених реформских активности.
Успешно спровођење Стратегије довешће до даљег јачања институција које ће се у већој мери ангажовати на спровођењу реформских активности. Крајњи резултат Стратегије ће бити јачање поверења и поштовања грађана у правне институције државе.
Реформа правосуђа је интегрални део реформе правосудног система и полиције. Најсвеобухватнији документ који говори о приоритетима Владе Србије у овој области је Акциони план за остваривање приоритета у придруживању Европској унији. Један од кључних приоритета је „Демократија и владавина права“.
У циљу успешног спровођења планираних реформских активности у предстојећем периоду требало би планирати и предвидети измене релевантног нормативног оквира у складу са неопходним усаглашавањем са европским и међународним стандардима.
Примена Стратегије мора да се координира са великим бројем других иницијатива, као што су стратегије и планови на републичком нивоу односно нивоу сектора, а који се односе на борбу против корупције, организованог криминала, реформу система за извршење кривичних санкција, бесплатну правну помоћ.
Стратегија изискује широк спектар деловања и ресурса и самим тим укључује велики број учесника. Оснивање Комисије за спровођење Стратегије, о којој се детаљније говори у одељку II који се бави спровођењем, омогућиће успешно спровођење Стратегије.
Translation - English Reform of the judiciary has been and remains a major priority of the Republic of Serbia for enhancing independence of judicial system, impartiality and quality of justice, improvement of competence, accountability and efficiency of the judicial system.
Taking into account the necessity to make strategic planning a permanent process, the Ministry of Justice and Public Administration, i.e. the Ministry in charge of the Judiciary (hereinafter: the Ministry) decided to adopt the Strategy for the period 2013-2018. This strategy represents a continuation of the reform activities set out by the National Judicial Reform Strategy for the period 2006 – 2011 and by the accompanying Action Plan. Upon completion of the previous stage of the judicial reform, improvement or "fine tuning" of the adopted legal framework, institutional and professional capacity building of newly formed institutions (High Judicial Council - HJC, State Prosecutorial Council - SPC, Judicial Academy - JA), as well as alignment of the judicial reform process with the European integration processes remain to be done at the next stage. The goal of the new Strategy is to prepare the judicial system to meet new challenges in line with the European standards and values. In other words, the legislation of the European Union (Acquis Communautaire), as well as the Council of Europe’s recommendations and standards, have to be taken into account during the process of European integrations. Therefore, the National Judicial Reform Strategy is in line with the key strategic documents such as the European Partnership, NPAA , i.e. in accordance with pre-defined key strategic priorities of the country. The new Strategy is supposed to ensure continuity of the judicial reform and broaden the scope of the reform activities to encompass the entire judicial system of the Republic of Serbia. In its scope, the new Strategy will therefore be broader (the previous Strategy prevalently dealt with the reform of the court system), whereas some of the previous reform activities will undergo modifications based on the impact assessment of the previous reform and the level of implementation of the 2006 Strategy. This means that planned changes will be implemented in an organized manner throughout the entire judicial system (and not just within the court system, as was the case thus far).
Based on the assessment of the level of implementation of measures set out in the 2006 Strategy, results in the area of establishment of legal and institutional framework were achieved to the greatest extent (adoption of judicial laws, the establishment of the SPC, HJC and JA). On the other hand, some issues which are subject of the strategic document remained partially or fully unresolved: reappointment of judges and prosecutors was conducted in a non-transparent procedure, judicial network was not adequately assessed, the capacities of key stakeholders in the field of the judiciary (such as SPC and HJC, as well as their Administrative offices) raise concern, procedural laws were only partially reformed, prosecutorial investigation has not become operational, the delay in adoption of by-laws which are prerequisite for implementation of the laws (the criteria for performance appraisal of judges and public prosecutors, the criteria for promotion of judges and public prosecutors, the Code of Ethics for public prosecutors), shortcomings in the legal framework insufficiently guaranteeing the independence of judges and public prosecutors, lack of transparency of work of the SPC and the HJC, insufficient availability of legislation and case law, as well as the low level of civil society participation in public consultations during the legislative process.
National Judicial Reform Strategy 2013-2018 aims to respond to challenges by improving the judicial system and demonstrates the readiness of the state to meet citizens' demands for respect for the rule of law and for an independent, impartial, accountable and efficient judicial system. The Action Plan for the implementation of the Strategy will accompany the Strategy. Strategy Implementation Commission will be responsible for the implementation of the Strategy and Action Plan, as well as for updates of the Action Plan, if deemed necessary. The main role of the National Judicial Reform Strategy is to determine the course of action and priorities, as well as the pace and speed of the aforementioned process of organized and targeted reform activities.
Successful implementation of the Strategy will lead to a further strengthening of the institutions that will be increasingly involved in the implementation of reform activities. The end result of the Strategy will be strengthening of public trust in and respect of the legal institutions of the state.
The Reform of the judiciary is an integral part of the reform of the judicial system and police. The most comprehensive document that elaborates priorities of the Government of Serbia in this area is the Action plan for the Implementation of Priorities in the EU Integration Process, “Democracy and rule of law” being among the key priorities.
In order to successfully carry out the envisaged reform activities in the forthcoming period, changes in the relevant normative framework have to be projected and planned in line with the necessary alignment with the relevant European and international norms.
Implementation of the Strategy has to be coordinated with a great number of other initiatives such as strategies and plans on the republican or sectoral level, relating to the fight against corruption, organized crime, reform of the system of enforcement of criminal sanctions and free legal aid.
The strategy calls for a wide range of activities and resources, and thus involves a large number of participants. Establishment of the Strategy Implementation Commission will enable the successful implementation of the Strategy, which is elaborated in detail in section II covering Strategy implementation.

Source text - Serbian Новац стоји у позадини свих терористичких активности. Као што смо већ навели средства којима располажу непрофитне организације су значајна и свакако атрактивна разним криминалним и терористичким групама и појединцима. Пропагандни материјал, врбовање, трениниг, куповина оружја, одеће, материјала за извршење терористичког акта и сл. захтевају новчана средства. Прекид финансијских активности терориста је од кључног значаја у спречавању и борби против тероризма. Терористичке организација континуирано траже нове начине за прикупљање и дистрибуцију новчаних средстава.
Непрофитне организације су такође ризичне од злоупотребе од стране терориста и других криминалних група из више разлога:
• релативно их је лако основати, а у неким земљама (па и у Републици Србији) регистрација није обавезна;
• уживају висок степен поверења у јавности;
• ослањају се делом на добровољни рад појединаца;
• разноврсне су у деловању; повезане су са великим бројем појединаца и другим организацијама;
• активне су на међународном нивоу, неретко у конфликтним зонама и често једине могу да транспортују новац, робу и људе у/из тих зона;
• имају непредвидиве токове новца, па је теже оценити сумњиве трансакција;
• подлежу либералнијој регулаторној и пореској контроли;
• доступни су им значајни и разноврсни извори финансирања;
• имају комлексне финансијске активности, укључујући вишеструке донаторе, валуте и инвестиције, често прикупљајући донације и делећи помоћ у готовини, остварујући велики број трансакција малих износа у промету по рачунима;
• имају разрађену социјалну мрежу преко које повезују волонтере, запослене и угрожене.
Финансијски сектор је веома посвећен смањењу ризика од злоупотребе. Гледајући да испуне организацију својих циљева што мање опажено, терористичке организација не зазиру од искоришћавања непрофитног сектора.
Постоји више модалитета злоупотребе непрофитних организација од стране терориста, који нису међусобно искључиви:
• Преусмеравање средстава;
• Повезаност са терористичким ентитетом;
• Злоупотреба активности невладине организације;
• Подршка врбовању терориста;
• Лажно представљање организације.
Од важности је да невладине организације буду свесне да постоји ризик да буду злоупотребљене за финансирање тероризма. Тај ризик није општи, нити једнак за сваку организацију. Због тога је важно да свака организација за себе уради анализу ризика и преиспита своје процедуре финансијске контроле ради утврђивања својих рањивости.
Држава, са друге стране, врши надзор активности непрофитних организација у складу са законом. Анализом финансијских активности кроз формалне системе је тешко, ако уопште и могуће, утврдити трансакције које указују на финансирање тероризма или повезаност удружења са терористичким организацијама. С једне стране, формалне финансијске институције су веома ажурне у примени индикатора и у усклађивању са листама означених лица, док са друге стране, терористичке организације су свесне о стриктним применама прописа од стране банака и агената за пренос новца, те увек траже алтернативне (мање формалне или неформалне, нпр. хавала и хунди) начине при вршењу финансијских активности.
Још увек није утврђено да је неко удружење регистровано на територији Републике Србије било у директној функцији финансирања тероризма.
Translation - English Money is behind all terrorist activities. As already stated, non-profit organizations have considerable funds at their disposal, which are certainly attractive to various criminal and terrorist groups and individuals. Promotional materials, recruitment, training, purchase of weapons, clothing, items for commitment of terrorist acts, require financial means. Disrupting terrorist financial activities is of key importance in preventing and combating terrorism. Terrorist organizations are constantly searching for new ways to raise and distribute money.
Non-profit organizations are also at risk of abuse by terrorists and other criminal groups for several reasons:
• They are relatively easy to set up, and in some countries (including the Republic of Serbia) registration is not mandatory;
• They enjoy high level of public trust;
• They partially rely on the work of volunteers;
• They have very diverse activities; they are associated with a large number of individuals and other organizations;
• They are active internationally, frequently in the conflict zones, and often they are the only ones in position to transport money, goods and people to/from these zones;
• They have unpredictable financial flows, which makes it more difficult to detect suspicious transactions;
• They are subject to more liberal regulatory and tax controls;
• They have access to significant and diverse funding resources;
• They have complex financial activities, including multiple donors, various currencies and investments, often collecting donations and providing assistance in cash, generating a high number of small-value transactions on accounts;
• They have well-established social network connecting volunteers, employees and representatives of vulnerable groups.
The financial sector is fully committed to reducing the risk of abuse. In their attempts to accomplish their goals as inconspicuously as possible, terrorist organizations do not hesitate to abuse the non-profit sector.
There are multiple modalities of abuse of the non-profit organizations by terrorists, which are not mutually exclusive:
• Diversion of funds;
• Affiliation with terrorist entity;
• Abuse of programming;
• Support for terrorist recruitment;
• False representation.
It is important that non-government organizations are aware of the risk of being abused for the purpose of financing terrorism. This risk is not general, nor is it the same for all organizations. Therefore, it is important that each organization performs its own risk assessment and conducts review of its financial control procedures in order to determine its vulnerability.
The state, on the other hand, monitors the activities of non-profit organizations in accordance with the law. By analyzing financial activities through formal systems, it is difficult, if at all possible, to identify transactions that point to terrorism financing or affiliation with terrorist organizations. And while formal financial institutions are very efficient in applying the indicators and updating the lists of designated persons, at the same time terrorist organizations are very much aware of the strict implementation of regulations by the banks and money transfer agents, and are always looking for alternative ways of conducting financial activities (less formal or informal, for example hawala and hundi).
It has not yet been established that any association registered on the territory of the Republic of Serbia has been directly involved in financing terrorism.
