Following a major popular uprising by the Palestinian population of the occupied Gaza Strip and West Bank (widely known as the First Intifada) which took place from 1988 to 1993, the Israeli government (under the leadership of Yitzhak Rabin) entered a phase of negotiation with the Palestinian Liberation Organization, led by Yasser Arafat. These negotiations involved a limited transfer of power to the newly created Palestinian Authority (PA), which became responsible for administering various matters relating to the day to day lives of Palestinians. It is important to note, however, that Oslo by no means presaged an end to the Occupation, as the Israeli military remained in control of the majority of the Palestinian Territories, and expansion of Israeli settlements on Palestinian land continued, and indeed even increased in rate .
In terms of water, by far the most important agreement was made in 1995 as part of The Interim Agreement on the West Bank and Gaza Strip (often called ‘Oslo II’). The 1993 Declaration of Principles (or Oslo I) had made only vague references to developing joint Israeli-Palestinian-Jordanian plans for the exploitation of shared water resources and regional water development projects. In 1994, the Cairo Agreement (sometimes called the ‘Gaza-Jericho Agreement’) placed the water infrastructure in the Gaza and Jericho areas under the control of the PA, giving it authority to "operate, manage and develop" water supply and conveyance systems, with the exception of existing water installations supplying Israeli settlements. Resulting in the establishment of the Palestinian Water Authority (PWA) in 1995, the Cairo Agreement also stipulated that the PA would pay for additional water supplied to the Palestinians by Mekorot, along with "the real expenses incurred in supplying water" . However, neither of these agreements addressed the issues of Palestinian water rights or stipulated how water was to be managed.
In 1995, for the first time, Israel recognized the water rights of Palestinians in the West Bank. Article 40, Annex III of the 1995 Oslo II agreement states that Israel "recognizes the Palestinian water rights in the West Bank" but that "these will be negotiated in the Permanent Status Agreement relating to the various water resources" . In the meantime, it was agreed that "existing quantities of utilization" were to be maintained, although an additional quantity of 28.6 MCM water per year was to be made available to the Palestinians during the interim period. The future needs of the Palestinians in the West Bank were estimated to be 70-80 MCM of water per year in addition to utilization at the time.

في أعقاب انتفاضة شعبية من جانب السكان الفلسطينية في قطاع غزة المحتل والضفة الغربية ( عُرفت على نطاق واسع بالانتفاضة الأولى ) والتي حدثت في الفترة من عام 1988 إلى عام 1993 دخلت الحكومة الإسرائيلية بقيادة اسحاق رابين ) في مرحلة التفاوض مع منظمة التحرير الفلسطينية برئاسة ياسر عرفات أدت هذه المفاوضات إلى نقل محدود للسلطة، السلطة الفلسطينية التي أنشئت حديثاً والتي أصبحت مسئولة عن مختلف الأمور اليومية المتعلقة بحياة الفلسطينيين، ومن الجدير بالذكر أن اتفاق أوسلو لم ينهي الاحتلال حيث بقى الجيش الإسرائيلي مسيطراً على معظم الأراضي الفلسطينية بل إن توسيع المستوطنات زاد في واقع الأمر وإلى حد كبير 78.

إعلان المبادئ أو( أوسلو 1 ) لم يذكر سوى إشارات غامضة لخطط تطوير إسرائيلية ـ فلسطينية ـ أردنية مشركة بغرض استغلال مصادر المياه المشتركة وتطوير مشاريع المياه الإقليمية في عام 1994 من خلال اتفاق القاهرة ( المعروف أحياناً باتفاق غزة ـ أريحا ) تم وضع السلطة في منطقتي غزة وأريحا سلطة تشغيل وإدارة وتطوير وتنمية نظام تزويد ونقل المياه مع استثناء منشآت تزويد المياه للمستوطنات الإسرائيلية، مم أدى إلى إنشاء سلطة المياه الفلسطينية ( PWA ) في عام 1995.

في عام 1995 اعترفت إسرائيل للمرة الأولى بحقوق الفلسطينيين المائية في الضفة الغربية المادة 40 من الملحق الثالث في اتفاق أسلو الثاني الذي نص على " تعترف إسرائيل بالحقوق المائية في الضفة الغربية"، لكن ذلك " سوف يتم التفاوض عليه في اتفاق الوضع النهائي بخصوص مختلف الموارد المائية" 80 ، في غضون ذلك تم الاتفاق على أنه يجب الحفاظ على ( الكميات الحالية المستخدمة ) على الرغم من إتاحة كميات إضافية بمبلغ 28.6 مليون متر مكعب كل سنة للفلسطينيين خلال فترة الاتفاق الانتقالي.

Aspects of Rowing Training
Rowing is one of the most difficult sports, often compared to cross country skiing in its required endurance and with wrestling for the ferocious intensity of strength required, particularly in sprinting. In addition to endurance and strength required, technical precision is an absolute requirement that takes years to perfect. Except in the case of the most naturally talented athletes, rowing requires a long-term training program implemented over a period of six to ten years in order to for the athlete to reach a level of performance where they can think of competitive participation in a World Championship or Olympic regatta.
Rowing is a sport for life: Athletes who manage their training programmes safely and appropriately can remain at the highest level of competition for up-to-twenty years, as is the case with Steven Redgrave from the United Kingdom, who is over 40 years of age and has won five consecutive Olympic Gold Medals from 1980 to 2000. Rowing is also a sport with one of the world’s largest masters’ championships, with athletes from their 30s to their 90s competing in standard 2000m race formats in large numbers.
In many countries the winter season brings a mandatory change in the training modalities used in rowing. In addition to the regular on the water training in the spring, summer and autumn months, winter training takes place either on the Concept II rowing ergometer, in the weight room, or in indoor rowing tanks. The principals of the training are the same; long, low cadence endurance pieces to increase the body’s cardiovascular base or VO2 max, the blood cell’s maximum oxygen carrying capacity. Training sessions during the winter last between 90 and 120 minutes of uninterrupted training, with a one-or two minute break every 20 to 30 minutes to allow the muscles, particular those between the spine and the scapula, to relax to prevent strains or external rotation of the shoulder joint.
The ergometer, the primary winter training modality, is a machine engineered to mimic the basic rowing technique. Based on air pressure, a sliding seat which sits on a rail is used by the athlete to extend and return a handle connected to a chain, which is in-turn connected to a fly-wheel which applies the weight to the handle base on air resistance. Developed in the 1980s and now available in a highly advanced fourth version, the ergometer replaced the old indoor training machines of an oar attached to a spring loaded weight stack.
Since the ergometer is considered by many rowing practices to be the most boring reduction of rowing technique, devoid of the nature and oars which make the practices both beautiful and more technically challenging and interesting, there is also use of indoor tanks to spice up practice a little. The tank arranges athletes behind one another, as in a boat, and provides them with either one or two oars each, as in sweeping and sculling. On either side of the tank are channels of water through which a current is generated by turbines, giving a feeling somewhat similar to the movement of the boat. Since the tanks are stable (they do not rock back and forth as a boat would on the water), they are often used to work on the sharpening the precision blade entry and exit from the water and feathering technique (the term used to identify the rotation of the blade out of the water).
Weight training in rowing is also used to developed power, which is the measurement of the athlete’s strength over distance. Thus, rowers do not do heavy power lifting. Rather, they will select a moderate weight to be lifted between 30 and 40 times in one round as part of a larger circuit of multiple exercises that takes between 90 and 120 minutes to complete. The elite athlete training for a world or Olympic championship will often combine between four to six hours of cardiovascular and weight training per day for six days per week.
In Gaza, the PRF is in its first stages of implementing a high quality rowing programme for girls and boys between the ages of 12 and 14 years. The idea is to implement a ten-year training development programme in which athletes will be offered, contingent on the safety of the rowing programme as it relates to the political situation, the opportunity to participate in a life-long, healthy sport that connects them with their environment. Due to the unique situation of the Gaza Strip and the unusually high expense of the initial capital investment ($20,000 for ergometers, between $30,000-$60,000 for boats and oars), the sport has to undergo a slow, phased introduction into the Palestinian sport movement. The current training modality being used is the ergometer so as to build the fitness and strength of the youth and prepare them to handle the sea off the coast of Gaza. Arrival of boats is expected in late spring 2004. In the meantime, indoor work is the only available option, but the commitment and performance level of the children, who now train 30 minutes gymnastics and callisthenics, 30 minutes on the erg, and 30 minutes of stretching, is evidence that the programme has a bright and competitive future.

تعد رياضة التجديف احدى أصعب الرياضات. الا أنه يمكن مقارنتها برياضة التزلج من حيث متطلبات التحمل وبرياضة المصارعة من حيث درجة القوة الشديدة المطلوبة وتحديدا أثناء السباق. فبالاضافة الى قوة التحمل والقوة، مطلوب من الرياضي اظهار دقة ومهارة فنية عالية يحتاج اللاعب/ة الى سنوات للوصول اليها.
و في حال وجود اللاعب صاحب الموهبة الطبيعية في التجديف، يتم وضع برنامج تدريبي طويل المدى يمتد من ست الى عشر سنوات للوصول الى مستوى من الاداء يجعله /ها تفكر في المشاركة والمنافسة في البطولات العالمية أو الأولمبية. ان رياضة التجديف تستمر مع اللاعب طوال حياته. فاللاعب الذي يدير يتدرب بطريقة آمنة وسليمة يمكن أن يستمر على أعلى مستوى من المنافسة لفترة قد تقترب من عشرين عاما وذلك كما هي الحال مع اللاعب ستيفن رد جريف من المملكة المتحدة والذي يبلغ من العمر أربعين عاما الآن وقد حصل على خمس ميداليات أولمبية ذهبية متتالية منذ عام 1980 وحتى عام 2000.
تضم رياضة التجديف أكبر بطولات الأساتذة في العالم، ويمارسها لاعبين من سن الثلاثين وحتى التسعين عاما يتنافسون في سباق الالفي متر بأعداد كبيرة جدا.
يفرض موسم الشتاء تغيرات على أشكال التدريب المستخدمة في التجديف. فبالاضافة الى التدريب الاعتيادي على الماء في الصيف والخريف، يجري التدريب في الشتاء اما على أجهزة التدريب الداخلية في صالة الأثقال او في احواض تجديف داخلية. ولكن تبقى مبادئ التجديف نفسها من حيث بطئ الايقاع و التحمل الى توسيع قاعدة أوعية القلب وزيادة مخزون قدرة نقل الأكسجين. وتستغرق الحصص التدريبية في الشتاء ما بين تسعين الى مائة وعشرين دقيقة متواصلة، مع وجود استراحة من دقيقة أو اثنتين كل عشرين الى ثلاثين دقيقة للسماح للعضلات التي تقع ما بين العمود الفقري و عظم الكتف بالاسترخاء ولمنع الاجهاد أو الدوران الخارجي لمفصل الكتف.
تم تصميم جهاز التدريب الداخلي الذي يستخدم في التدريب الأساسي في الشتاء ليحاكي أسلوب التجديف على الماء .وهو يعتمد علي الضغط الجوي و كرسي متحرك موضوع علي سكة يستخدمها اللاعب ليسحب أو يعيد المقبض المتصل بالسلسلة و المتصلة بدورها بدولابيربط الوزن إلى قاعدة المقبض اعتمادا علي مقاومة الهواء .
لقد تم تطوير الجهاز الداخلي لأول مرة عام 1980 . و قد صدر الجيل الرابع من هذا الجهاز ليحل محل الجهاز الداخلي القديم الذي يتصل بمجداف .
أما الجهاز الجديد فهو متصل بزمبرك مشدود بقوة وهو يعتبر من قبل الكثيرين جهاز مضجراً للتدريب لأنه يخلو من طبيعة التجديف و المجاديف و الذي يجعل من التجديف رياضة جميلة و ممتعةً و صعبة!
وهناك أيضا الحوض الداخلي التي يضيف ابهارا علي التجديف حيث يصطف اللاعبين خلف بعضهم مع مجداف أو اثنين لكل منهم كما يحدث في القارب الفردي أو الزوجي . في كل من جانبي الحوض توجد قنوات مائية يتم توليد تيار مائي فيها بواسطة مُحرك يعطي اللاعبين نفس الشعور وهم علي الماء ولكن بسبب ثبات الحوض المائي ( فالقارب لن يتأرجح إلي الأمام و إلي الخلف كما يحدث للقارب وهو علي الماء ) يعمل التيار علي زيادة حدة نصل القارب عند الدخول و الخروج من الماء.
يستخدم التدريب على الأحمال لتنمية القوة التي هي مقياس تطور قوة اللاعبين في المسافات . لذا لا يقوم اللاعبين برفع أحمال ثقيلة بل سيختاروا وزن معتدل يتدربون عليه ما بين30 إلى 40 مرة في جولة واحدة كجزء من جولة أوسع من تدريبات متصلة تستغرق ما بين 90 إلى 120 دقيقة لاكمالها .
فاللاعب ذو المستوي العالي الذي يعد لبطولة أولمبية أو عالمية يتدرب ما بين أربع إلى خمس ساعات لتقوية عضلات القلب و التنفس بالاضافة الى رفع الأثقال ست أيام في الأسبوع .
يقوم الاتحاد الفلسطيني للتجديف في غزة بتطبيق المراحل الأولى من برنامج التجديف ذو المستوي العالي للفتيات و الأولاد من فئة 12 إلى 14 عاما .
من المتوقع استمرار هذا البرنامج لفترة عشر سنوات يحصل اللاعب خلالها علي مجموعة تدريبات آمنة. ألا أن ذلك مرتبط بالوضع السياسي. سيتم العمل على توفير فرصة للمشاركة في رياضة صحية مدى الحياة تربط اللاعبين بالبيئة. و بسبب تفرد الوضع في قطاع غزة و التكاليف العالية، الغير عادية، لرأس المال الأولي الذي تم استثماره ( 20 ألف للأجهزة الداخلية و ما بين 30 ألف إلى 60 ألف دولار تكلفة القوارب و المجاديف ) ، يجب أن تمر هذه الرياضة بعملية بطيئة عند إدخالها للحركة الرياضية الفلسطينية .
يتم التدريب الآن باستخدام الجهاز الداخلي لبناء اللياقة البد نية و القوة لدي اللاعبين لإعدادهم للتجديف علي مياه بحر غزة. و من المنتظر وصول القوارب إلى غزة في نهاية ربيع 2004 ، في هذه الأثناء التدريب الداخلي علي الجهاز هو الخيار الوحيد المتوفر للاعبين . إن التزام و مستوي أداء اللاعبين الذين يتدربون لمدة 30 دقيقة علي تمارين تقوية الجسم و 30 دقيقة أخري علي جهاز التجديف الداخلي إضافة إلى 30 دقيقة أخرى من تمارين الاسترخاء هي دليل علي مستقبل البرنامج المشرق و التنافسي .
