In a text about preserving nature and checks to be made on raw plant materials and/or the finished product

Qui, fréquence, méthode de contrôle (visuel, facture achat des semences/plants, ***voucher***, certificat ?)

I'm far from sure that "voucher" in English would be correct. I was going to say certificate but that comes just after

What could it be?

No one said it was Canadian and the laws referred to are European like
"Conforme aux directives 2009/32/CE et 2010/59/UE" so I guess it is probably French (FR)

It has to be the English word. I agree that voucher has a similar meaning to certificate, but they appear to be two different things here, and you have to respect the source text.
