Since we are talking about the dental plan, it could very well be the claim rate. In isolation, it can also mean the accident rate.

neutral BLR : For broader use, I would suggest 'incident' rather than 'accident', as not all claims relate to accidents. 'Claims' would be ideal, but I'm doing a job right now where they're referring to incidents, not all of which are subject to formal claims.

disagree Neil Crockford : Never used in UK insurance. "Sinistrality doesn't even appear in the Shorter Oxford Dictionary

disagree BLR : In the insurance context, the Portuguese term 'sinistro' is 'claim'. We also have dexter / sinister for right / left. And with Halloween approaching there is the much more common use of sinister in English :o)

worsening loss experience

One could say increase in the loss ratio, but "worsening loss experience" is how it would normally be expressed in UK insurance circles.
