I agree with you, Ahmad, the term has nothing to do with shops or shopping centers. It is talking about somebody who is authorized to make marriage contracts. It seems that this term is specific to Yemen and it means some marriage officer/official.

However I am stil waiting some Yemeni colleague to help me with this term.

Unfortunately, I don't have much context regarding this term. However, I can provide another sentence where the same term أمين المحل has been mentioned:

Legal Trustee/Scribe/Clerk of the Area/Locality/community

This is usually a learned scribe in the community who is officially recognized as having competence in writing contracts, deeds, affidavits and other legal documents. Thsi term is widely used in Yemen. Usually the Ministry of Justice confirms or designates these trustees. His jusrisdiction is usually the community he lives in. He has social prominence as well. The position has existed for a long time and his work may entail undertaking surveying of land property as well. Usually such people do try to keep a trustworthy profile thus the word "trustee" is used.

keeper of the minutes

I believe it is related to a marriage certificate, so I found this term used in marriage certificates, which might be close to the meaning.

The word "clerk" is used as well, but it seems far from being mentioned in an "Islamic" certificate. It may carry references to other contexts. Yet it carries the meaning of "keeping" though with some differences.
