without knowing if anything follows "medianas"...
The context is a shopping center to be built next to an IKEA. The parking spots are accounted for by the "2500 plazas" All you need now are other (smaller than IKEA) retailers. Perhaps the original is missing "tiendas" near the end.

shopping center of mid-sized stores/shops

...the other, with IKEA would be a mall, but this one, with no large anchor stores, would be a 'shopping center' (US).
