Actually, as I've noted below it refers to management or administrative employees as opposed to workers, unionized or not.

I'm thinking of this term as used in Mexico; the origin is not mentioned, but that is what it means there.

I just learned that has nothing to do with "trust", it refers to non-unionized employees.

(Management) employee

Empleado de confianza; contrasta con "obrero", "operario", es un empleado gerencial o administrativo, supervisor, etc. No implica que nadie sea o no sea digno de confianza en el sentido universal de la palabra.

Acepta el puesto de empleado de confianza = He/she accepts a management position

No hay necesidad de decir "employee" en el contexto que citas.

No tiene que ser gerente; de hecho puede ser secre, oficinista, pero si trabaja con la gerencia es "empleado de confianza".

This term refers to managers, directors, etc. who are more than mere employees, but hold "positions of trust", which entail more responsibility than just doing their job.
