Versorgungspflicht

German to English Law/Patents Law (general) tendering procedure
I am currently translating some background information on a tendering procedure which deals with frequency allocation and terrestrial digital broadcasting. The above term is referred to several times. Moreover, the following sentence is stated:

"Der Bewerber hat zu beschreiben, welchen Versorgungsgrad der Bevölkerung er zu erreichen gedenkt."

I considered translating the above term as "supply obligation" since "obligation to supply" rather refers to "Lieferpflicht".

I changed my mind: I guess that "versorgen" means "to cover a certain territory in the relevant geographic area". Therefore, I think that "Versorgungspflicht" means "obligation to cover a certain territory in the relevant geographic area" in this context whereas I am still asking myself whether there might exist a shorter translation.

coverage obligation

Not a term often used, though there are a number of entries in Google concerning the broadcasting area of television/radio companies.

I think this is the best fit as commitment is slightly weak for Pflicht.

Schon, aber der Bewerber ist verpflichtet, bestimmte Anteile der Bevölkerung mit den Netzwerken und Rundfunkdiensten zu versorgen. Deshalb müssen die Worte "Versorgung" und "Pflicht" auf jeden Fall korrekt übersetzt werden.
