ع ل may be short for قانون العقوبات اللبناني. I've found ق ع ل here:
ويقوم القاضي بتقدير العقوبة بحسب ما يجده مناسباً في نص المادة 655 من قانون العقوبات المتعاقة بالإحتيال. على أساس أن إنتحال الصفة والشخية هي إحدى وسالئل الإحتيال (حسب نص المادة 655 ق.ع.ل.)
