doubles the amount of rebar needed.
Supporting iron bars in concrete are called rebar (at least in the US). One doesn't have to add the words "in the concrete". because that's where rebar always is.

double the layers of iron rods in the cement slab
When pouring concrete, to make a floor for example, it is always reinforced by iron rods.
So, in this case it would be necessary to double the layers of irons rods in the cement slab.

: For one thing, I don't think 'iron rods' is the proper technical term; I agree that this seems to be what it means, though I'm intrigued to know how carpet tiles can have such an influence on reinforced concrete?!

: "double the REINFORCEMENT in the CONCRETE slab". Iron and steel and concrete and cement are 4 different things. Apart from that, I wonder the same thing as Tony.
