People who remain in the U.S. illegally or who committed certain crimes, are subject to deportation. However, while waiting for this to happen, sometime, they are released after a 30-90 day detention and after a release hearing in front of an immegration judge. While outside, they have to report either in person or by telephone on a regular basis with their ICE officer. This pertain mostly to Vietnamese because right now there is no deportation treaty between the two governments. So, they are in a limbo status and are allowed to work and live normally in the society until the time there is such a treaty.

Mặt khác tôi thấy từ này có lẽ không được chính xác lắm vì từ "Hải" chỉ "Biển", trong khi có thể là các cửa khẩu đường bộ.
