Just a wild guess really, as it is followed by a number and located beside phone and fax details I thought it might be something to do with mobile phones. VAM can also mean "voice spam" but I don't think that fits your context. I also found "Vehicle allocation matrix" but have no idea what that means. I doubt it is important for the purpose of your translation, either ask client or leave.
