las profundidades de la falta de servicios de drenaje
It's a strange expression, and in Spanish we have the inconvenience of not being able to construct words as easily as in English. I would sum up "unplumbed and plumbing-less" as "la falta de servicios de drenaje", although there might be a more poetic-sounding way.
Another idea might be, "Las profundidades de las letrinas y los retretes", or something likewise disgusting.

hay varios comentarios sobre esta obra en línea, tal como éste:
Hornbeck is amused at the lack of sophistication and narrow-mindedness he observes in Hillsboro. He mocks Hillsboro, the residents, their fundamentalist beliefs, and their leader, Brady, throughout the play. In Act I, Scene 1, he comments to a community member:
“The unplumbed and plumbing-less depths!
Ahhhh, Hillsboro -- Heavenly Hillsboro.
The buckle on the Bible Belt.”
He tells Rachel that there are “A few ignorance bushes (in Hillsboro). . .(but) No Tree of Knowledge.”
