According to Art.220 of the Code of Civil Procedure of Ukraine, an additional decision shall be made [rendered …etc.] in a court session, with the parties having been [duly] summoned.
BTW, a similar provision can be found in the Russian Code (Art 201, 2002):
201: …Дополнительное решение принимается судом после рассмотрения указанного вопроса в судебном заседании и может быть обжаловано. Лица, участвующие в деле, извещаются о времени и месте судебного заседания, однако их неявка не является препятствием к рассмотрению и разрешению вопроса о принятии дополнительного решения суда
BTW, a similar provision can be found in the Russian Code (Art 201, 2002):

By formal requiest? That is a sophisticated gear grinds and irons uneven terrain. It is hard to imagine any need in "volunteers" in the court. Why, on earth, should they request anything at all if these "parties" may not turn up?Or even not be bothered to be duly noted?

С вызовом сторон = означает в присутствии сторон = with both Parties present at the hearing or with both parties APPEARING before Judge.
Дополнительное решение = Supplemental Judgment or Supplemental Decision.
У вас констатация того, что решение уже принято, на мой взгляд. Поэтому ваш перевод чуть-чуть стоило бы переделать.
Pursuant to Article 220 of the Civil Code of Ukraine, THE Court has made (passed) a Supplemental Judgment after hearing (considering) the matter in the open hearing with both Paries present.
