Hi Michael Yes, it is synonomous with 'carte blanche'. But it is not in the sense of "to let someone do whatever they want". Here it means that someone signed a blank paper ( based on deception, or he did it willingly to give the other party a form of 'guarantee').

Signing a blank paper (check) is very dangerous, because the holder of this paper can fill it in such a way to prove that the signatory owes him 1 billion dollars, for example.

Is this synonomous with 'carte blanche' (سلطة مطلقة)?

"A blank cheque (blank check, carte blanche), in the literal sense, is a cheque that has no numerical value written in, but is already signed. In the figurative or metaphoric sense, it is used (especially in politics) to describe a situation in which an agreement had been made that is open-ended or vague, and therefore subject to abuse, or in which a party is willing to consider any expense in the pursuance of their goals." Hi Michael,

I used "blank paper", not "blank check", because the Arabic expression is not necessarily about money. The holder of the blank paper can fill it as a contract of sale or disclaimer of ownership\rights etc.

Here is a typical example:

The management explained their difficulties in paying the workers salaries. To fix the situation, they forced us to sign a blank piece of paper. We did not know what they took our signatures for. If we didn’t sign the blank piece of paper, they said we couldn't work at the factory anymore. Out of fear, we all signed the blank piece of paper.

By the way,

we have an alternative in Arabic for "blank check", which is شيك على بياض. But it is not also used to denote "permission to do anything". In Arabic, we only use it as 'form of payment where the receiver decides the amount'.
Note from asker:
Hi Abdelmonem, thanks for the explanations. I get the idea. I've never heard 'sign a blank paper' in English. Can you find any sources/examples? If not, I'll go with blank check/carte blanche. Michael
