These people work in the State agencies that both perform State management functions and provide services for profit (eg.a centre of a Ministry, hospital, school...) and their salary is both from the State budget and earnings from the services of the agencies. Whereas, "công chức" work in the State agencies that perform State management functions only and their salary is from the State budget only.

When deciding between easy and pro, err on the side of pro. Most questions will be pro.
