Talking about поддержание оборотов по расчетному счету заемщика в банке. Basically, if a representative office does not provide расчетно-кассовое обслуживание then the requirements for a certain level of "обороты" do not apply to companies borrowing through that office.
Can I say something like "bank account services". So the idea is that the representative office can approve loans but it has nothing to do with actually opening/managing bank accounts.
