"Shifty-eyed" means "deceptive, tricky, evasive, slippery, duplicitous" and it applies to a person. But in this context, it seems to be referring to a type of dress or the name of a type of dress.

In my opinion, it is playing with the meaning of the word "shift": a "shift dress" is a type of gown (a straight dress with no waist shaping or seam), and "shifty" means "deceitful". So I would use the word "evasivo" referring to how a person looks with the dress on.
