I have come across this in a document I am translating for an ATC system.

At first glance, I would assume it to mean one of the following:

The guard frequency (121.5)
ATC emergency radio (used between controllers)

wireless phones safety chain

Depending on context, could mean a protection (safety) system against the wireless phones affecting ATC system.
