Not at all clear Googling 'fondo activo' doesn't produce any results at all for me (unlike Phil), and 'fondo activo' is an expression I haven't heard used in Spain. Your text seems to suggest it could be a fund of funds as Phil suggests, but also leaves open the possibility that the 'fondos activos' ARE the 'fondos diferentes' referred to, though this seems less likely.

I think it's a fund of funds - there are a couple of hits on the first page when you Google "fondo activo" that say "un fondo activo es un fondo de fondos", but they're invalid links. The first sentence of the context also suggests "funds of funds". There should be something else in the document that tells you whether it's a fund that invests in other funds.
