ID number solo alcanza. Pero queda mucho mejor "holder of". Depende el estilo del documento

I feel that "with holder of" is okay but unnecessary. I think that it is necessary to state that the ID is national and not restricted to a particular city or region, especially because in the U.S., we only have state driver's licenses for ID.
