No need to translate "sobre" since it means "concerning" - just use one of the above words as a descriptor for "centro de información"

It's a bit ambiguous as to what the subject of "efectividad" is here, i.e., is it the judges' performance in their capacity to rule in these cases, or the "effectiveness" of the medicines themselves?; either way, I think "specialized" would work. You can see many examples of usage in legal/medical contexts via the link below.

I think that "Centro de InformaciOn sobre efectividad" refers to a kind of "Bureau" rather than a Centre. It can only be accessed by judges, and it is an archive+advice+(perhaps)intervention centre.
"Information Bureau on effective practices" may be a good equivalent. However, that still sounds as if it may be open to the general public! Perhaps "Resource Centre on effective practices" is what they are after...
