This is a list of measures that can be taken to brief judges in health-related cases so that they can rule using the criteria of evidence-based medicine. I've found many translations for "efectividad," but none of them make much sense in this context.

1. ASISTENCIA TÉCNICA PERICIAL INMEDIATA A LOS JUECES FRENTE A CADA CASO CONCRETO
 Empezar la construcción de un centro de información **sobre efectividad**para los jueces
 Crear órgano/ mecanismo de asesoría inmediata basada en evidencia
 Brindar al juez el costo alternativo de la sentencia frente a otras necesidades no cubiertas
 Aumentar información en lenguaje accesible para que el juez pueda resolver
 Apoyo técnico a los jueces sin conflicto de intereses

efficacy and effectiveness are two separate concepts. Here "efectividad" = effectiveness.

Because you are saying that this is about ruling using the criteria of evidence-based medicine and this also about technical assistance for the judges, then it makes me think, as James mentions in his answer, that it has to do with the effectiveness of a particular medicine, treatment etc. In my humble opinion I would use the word "efficacy" as in Efficacy information center.

No need to translate "sobre" since it means "concerning" - just use one of the above words as a descriptor for "centro de información"

specialized information center

It's a bit ambiguous as to what the subject of "efectividad" is here, i.e., is it the judges' performance in their capacity to rule in these cases, or the "effectiveness" of the medicines themselves?; either way, I think "specialized" would work. You can see many examples of usage in legal/medical contexts via the link below.

Needless to say, I'm assuming you're translating into US English, hence the spelling.

on effective practices

I think that "Centro de InformaciOn sobre efectividad" refers to a kind of "Bureau" rather than a Centre. It can only be accessed by judges, and it is an archive+advice+(perhaps)intervention centre.

"Information Bureau on effective practices" may be a good equivalent. However, that still sounds as if it may be open to the general public! Perhaps "Resource Centre on effective practices" is what they are after...
