: The phrase states that the error was found. It does not say that such errors are admissible.

the sentence contains the words "допущена небрежность" which corresponds to the English "negligence admissive", I´m not the only one who interpreted these words like that. слово "допуск"означает "permitted deviation from the norm/standard"
