I understand it this way: el acta ya está confeccinada, por lo tanto it is already issued. Lo que ordenan es que LEVANTEN (tomen) la información del acta de divorcio y la vuelquen en el acta de matrimonio (como anotación marginal seguramente, como suelen hacer los Registros Civiles de Latinoamérica). This is why I translate it as TRANSCRIBE, pasar la información de un papel a otro.
