PARRAFO V: EL ADMINISTRADOR deberá contratar y mantener durante la vigencia del contrato una póliza de seguros que proteja, por el valor total de los mismos, los bienes y enseres que guarnecerán el área facilitado de daños resultantes de fenómenos de la naturaleza, tales como: ciclones, terremotos, tormentas, inundaciones, incendios y todos los desastres naturales que afecten el país y otras causas de fuerza mayor.

I think that in this case, the 'ingreso' relates to entry into the property, mainly because of the previous bit of the sentence which reads "la descripción de enseres y equipos deberá quedar recogida en un documento de ingreso". I would imagine that there will also be a 'documento de salida', which will cover the condition and contents of the premises upon exit of the party taking the concession.

In this case, in English, I would call this an 'inventory'.

inventory document

"documento de ingreso" here means a list of items/fitting which will be installed (coming into) the premises which in English would be called an "inventory". I have only put 'low' confidence level as I cannot find any examples of 'documento de ingreso" being translated in this way. "Document of incoming goods" is another possibility but this is mainly used in the warehouse environment.
