"Registro de Naturaleza" refers to the Civil Register of the offender's domicile.
See FGE 2/1991 de 30 de abril (the link doesn't work, but if you google it, it comes up). Here is the pertinent part:
FISCALIA GENERAL DEL ESTADO--CONSULTA NUMERO 2/1991, de 30 de abril SOBRE SI ES IMPRESCINDIBLE LA ANOTACION DE LAS CONDENAS EN LOS REGISTROS DE NATURALEZA DEL PENADO
El tema central que se plantea en la Consulta es el de determinar si, después de promulgada la Constitución Española de 1978, el único Registro donde han de anotarse las condenas es el Central de Penados y Rebeldes, y cuyo fundamento estaría en que la anotación en el Registro de naturaleza del penado podría vulnerar el derecho a la intimidad personal, especialmente protegido en la Constitución. La tesis de la anotación exclusiva en el Registro Central de Penados y Rebeldes tendría su apoyo, además de lo anteriormente dicho, en la desaparición de los Juzgados de Distrito con la Ley Orgánica del Poder Judicial de 1 de julio de 1985, Juzgados que desempeñaban tal función en virtud del Real Decreto 2.98Sn7, de 11 de noviembre (artículo 13 La); en la nueva redacción del artículo 118 del Código Penal, y como consecuencia, en el Real Decreto 2.012/83, de 28 de julio, sobre cancelación de antecedentes penales, y en la Ley de 1 de diciembre de 1980 sobre Conducta Ciudadana. My reason for using "domicile" stems from rendering the expression "natural de Valencia (for example) y domiciliado en la calle...(etc.) But the idea is that the offender's sentence may not only be recorded on the Miniserio of Justice's Offenders' Register, but also on the offender's corresponding civil register. (There may be a preferable wording here.) And I admit that before reading the "consulta" I phoned a Spanish law professor to make the connection between Registro de Naturaleza and Registro Civil.)

What is Categorisation?
All adult male prisoners are classified on reception into prison and put into one of four security categories based on the likelihood of escape and the risk to the public if they did escape. The categories are:
Category A: prisoners who would be highly dangerous to the public, police or national security if they were to escape.
Category B: prisoners for whom the highest security conditions are not necessary, but for whom escape needs to be made very difficult.
Category C: prisoners who cannot be trusted in open conditions but who are unlikely to make a determined escape attempt.
Category D: open conditions, prisoners who can be trusted not to try and escape.

: They don't necessarily go to prison - they could geta fine or community service. "Offenders" might work. Also, I'm not even sure that this is a correct translation of "registro de naturaleza".

Yes, "offenders" might work, and perhaps the asker is aware of the sentence. I'm not sure either, but it was the most likely answer I could come up with.
