The above phrase is garbled to say the least, that I can only make a wild guess...
I really need to see the rest of the document (at least the full paragraph) to make a better assessment.
Quesion: Is the above phrase a translation into Japanese done on a J<->E translation software? This kind of senseless grammatical garble is quite typical of some translation software rather than a translation done by a human.
One thing seems to be clear...the above phrase was not originally written in Japanese.
