La integración del Concejo Municipal está determinada por la cantidad de población en el territorio respectivo, y establecida de la siguiente manera:
1) En aquellos municipios que tengan una población menor a 30 mil habitantes, el Concejo Municipal estará integrado por diecisiete concejales o concejalas propietarios y propietarias
con sus respectivos suplentes, incluyendo Alcalde o Alcaldesa, el Vice Alcalde o Vice Alcaldesa y los candidatos o candidatas a Alcalde o Alcaldesa, que obtenga la segunda mayor votación.
