Access
Access is listed among other factors that negatively impact human rights investigation.(denying access to meet leaders of organizations, employees etc)
I want to know the best translation for access as a title.
When access is mentioned in the text it is easier to find a suitable meaning for it. Sadly, the title isn't so.
Any ideas?

The translation I suggested is for the title "Access", and for the first word in the paragraph.
As translators, tweaking our source to render the correct meaning in the target text is a vital part of our game. We CAN modify the sentence here.
In the middle of the paragraph, we can translate:

Discussion
I tend to use a word-for-word as long as it's possible. I try my best to dodge any evitable, unnecessary prolongation.
But, if we are to use more prolonged forms, I wouldn't choose any of the above over the other two. As the added, supplementary word isn't really part of the source text, it's actually arbitrary. And, I can list some other forms, such as حرية الوصول, صلاحية الوصول, رغبة الوصول.
Anyway, I'm sure, or at least hoping, that this discussion will benefit the asker.

Please re-read my entry. And, no, I haven't given up on my first answer. "Access" appears twice, and a third time when the asker asked about it as a title.
I suggest إمكانية الوصول for the title and the first word, and وصول for the sentence I translated in my note. It's alright to translate the same word in two different ways according to the context and while taking fluency into account.
This is what I have suggested, and I still do. The rest is up to our colleagues and the asker.
If we are to consider just وصول, wasn't our colleague Muhammad Said the first one who suggested it?!
I used وصول only, because I didn't want to offend anyone by stating their complete suggestion.
Please see this suggestion and let me know if it's any better than وصول.

هل يصح أن نقول (رفض الوصول للالتقاء بقادة..........)؟
فكرتي هي أن كلمة وصول هي مرادف مقبول لكلمة access، ولكن السؤال هل هي مناسبة للسياق.
فإن لم تكن مناسبة، إذاً كيف نكون قد ساعدنا الزميل السائل؟!
