Apparently, Colombia has what are categorized as two types of "national" television networks: one public and one private. http://books.google.es/books?id=W7xCZ6dP1ZMC&pg=PA98&lpg=PA9...
Perhaps the author is talking about Señal Colombia.

If it is Señal Columbia, Darius's answer would be perfect. "institucional" does point to a state-run network.

neutral wayralune : Just a correction, it's not Señal Columbia, but Señal Colombia; a cultural and an educational public TV network, which also broadcasts institutional programs through the Señal Institucional, the official and current state-run TV network.

You are right. Sincere apologies to all Colombians out there! (I did get it right the first time.) A funny coincidence, but I just came across the city of Poitiers spelled as Portiers in online U. of Colorado course material.

institutional channels

It doesn't seem to be referring to "institutional channels" as formal processes within an institution, but it can refer the same to an institutional TV channel or media. As the text explains before that it's referring to TV, further explanations doesn't seem necessary.
