changing the spacing of cutter teeth
This article - http://www.ctemag.com/aa_pages/2010/100612_MachineTech.html - describes the advantages of changing the spacing of cutter teeth.
Quote: "An alternative strategy is to disturb the waviness-regeneration mechanism by changing the spacing between the cutter’s teeth. If the teeth have nonproportional, or uneven, spacing, then each tooth encounters the wavy surface left by the preceding teeth with a different alignment, and the vibration is suppressed. A tool with nonproportional spacing can often achieve a higher stable axial DOC than a tool with proportional spacing."
Possibly also changing the pitch or number of cutter teeth
" In general, the coarser the cutter pitch, the lesser the chance of harmonic vibration. Sometimes, replacing a 16-tooth cutter with a 12-tooth tool ends chatter altogether. A differential-pitch cutter may be required in more difficult cases to eliminate troublesome harmonics."

adjustable cutters?
I'm not sure what "Fräserausnutzung" means here. It could refer to tool life but maybe adaptability.
CNC Insert Adjustable Chamfer Router Bit
Insert router cutter complete with two cutting flutes. Suitable for producing chamfer cuts at various angles in softwood, hardwood and man-made boards. Cutting angle can be adjusted in 7.5° steps by using a notched scale. Fine adjustment of 1° is also possible. For use on routers and machining centers with CNC control.

: In my opinion, tool life would be Fräserabnutzung. "Ausnutzung" is utilization. Only found a few references in German, but none of them talk about tool life. See Verzahntechnik by Klaus Felten

Sandvik is one of the leading manufacturers for milling cutters.
The English version of the avocw publication uses the expressions "staggered" and "displaced":
Gangmilling – staggered
Displaced mounting
Displacing the cutters half a pitch in relation to each other is useful to avoid vibration. It also reduces the need for a flywheel. For CoroMill 331, double keyways are available in cutter diameters 125 mm with an axial width of 10-15 mm and cutter diameters 160 and upward in all axial widths. Bores with keyways, mounting diameter 40 and larger, have double keyways and can therefore be displaced when they are gang mounted.

Staggered
These two seem to point to staggered as well. CNC tool length offset is a different kind of adjustment/implementation than a using staggered tooth milling cutter.
