Even the black girls were constantly hassled. The outcalls, the houses, everybody was in the path of The Policy Cops and their pervasive attempts to piss off the Very Bad Guys.The onl girls left working--other than those in the Korean houses--were the desperate junkies.

More context? The "Policy Cops" and the "Very Bad Guys" are probably the narrator's own private names for two groups of people. The "Very Bad Guys" are probably pimps and/or gangsters and the "Policy Cops" are probably the police or the local authorities. However, we can't tell from this context why she calls them that or whether that is actually what these groups are. They could, for instance, be rival gangs trying to interfere with each others' revenue sources. And why are the Korean houses exempt? That may be a clue...
