I'm thinking it's just "direct credit to the private sector" but would like to hear other opinions.

direct and government funded lending
is the best I can come up with. What it means is that the government provides banks with funding at subsidised rates so that the banks can on-lend it to their customers at special rates for purposes such as housebuilding, or investment in certain industrial sectors, etc. In other words, the bank does not lend directly, but provides these loans that have been "induced" by the government. I don't think "induced" on its own would mean anything to anyone who is not a banker.
