Water master job

Water Master. Duties.
It shall be the duty of the City Water Master to apportion and allot the waters flowing through the ditches and channels of this City over which waters the City has control, to all persons, corporations and associations complying with the provisions, and not barred by the restrictions of this Chapter. Said apportionment and allotment shall be made with respect to time and the amount of water available in proportion to the quantity of the land to be irrigated. He shall also supervise the proper location, construction and repair of all gates, flumes, ditches and reservoirs necessary for the control, conservation and distribution of said waters.
SECTION 21-5. Water Master to Supervise Work.
The Water Master shall have supervision of all work done in cleaning the City ditches and canals, of all work done in repairing flumes and bridges and all other work necessary and desirable to facilitate the distribution of water in the City.

Whenever in pursuance of his duties the watermaster
regulates a headgate to a conduit or the controlling works of a
reservoir, he may attach to the headgate or controlling works a
written notice properly dated and signed setting forth the fact that
the headgate or controlling works have been properly regulated and

It shall be the duty of the water master, acting under the direction of the department, to divide in whole or in part, the water supply of his or her district among the several water conduits and reservoirs using said supply, according to the right and priority of each, respectively. He or she shall divide, regulate, and control the use of water within his or her district by such regulation of headgates, conduits, and reservoirs as shall be necessary to prevent the use of water in excess of the amount to which the owner of the right is lawfully entitled
